AN ORDER GRANTING A MINOR ADJUSTMENT TO THE CONDITIONAL
USE PERMIT AND THE MAJOR SITE PLAN FOR THE PROJECT KNOWN
AS M RANCH MINE FOR PROPERTY LOCATED IN ST. LUCIE COUNTY,
FLORIDA
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the
requests for a Minor Adjustment to the Conditional Use Permit and a Minor Adjustment to the Major
Site Plan for the project known as M Ranch Mine and has made the following determinations:
1. M Ranch Resources, LLC., represented by Landscape Architectural Services, LLC.,
presented petitions for Minor Adjustments to the M Ranch Mine Conditional Use Permit
and Major Site Plan associated with the approved Class II Mining Permit. The approved
project encompasses an approximately 164-acre primary project area on the west side of
Carlton Road and an approved haul road extending south to Glades Cut-off Road across
property controlled by the applicant. The requested adjustments include revisions to the
approved landscape plan; reorientation and consolidation of the office and scale-house
functions; reduction of the number of scales from three to two; elimination of the separate
testing laboratory; associated revisions to parking and the internal loop road; use of
smaller excavation equipment without a dragline; and reduction of the maximum stockpile
height from fifty (50) feet to twenty (20) feet. The adjustments do not increase the
approved mining area, duration, operating hours, annual production, or projected truck
traffic. The approved reclamation plan remains in effect and shall be implemented upon
completion of the mining activities.
2. On September 13, 2024, Janna Lhota, Esq., representing M Ranch, filed a request to toll
and extend the termination date for the Conditional Use Permit for the project known as
M Ranch Mine pursuant to Section 252.363 Florida Statutes, and the applicable
Executive Order 24-174 (et. al. - Hurricane Ian), extending the Conditional Use Permit
expiration date to October 5, 2027.
3. On October 2, 2024, the Board of County Commissioners approved the associated Major
Site Plan (Resolution 2024-186) & Class II Mining Permit for the M Ranch Mine with
conditions.
4. On October 5, 2023,the Board of County Commissioners approved Resolution 2023-135
which granted a Conditional Use Permit to mine and quarry on approximately 164 acres
on the west side of Carlton Road, and a proposed Haul Road to extend along the
western perimeter to Glades Cut Off Road across the applicant's property, in the AG-5
(Agricultural—5)Zoning District, as legally described in Paragraph B and depicted on the
attached map as Exhibit A.

5. Planning Staff reviewed the minor adjustment applications and prepared the
memorandum titled "M Ranch Mine Minor Adjustment to Conditional Use Permit & Site
Plan", dated August 3, 2026,which is incorporated herein by reference as support for the
determinations made in this Order.
NOW,THEREFORE, BE IT ORDERED by the Planning and Development Services Director of St.
Lucie County, Florida:
A. Pursuant to Sections 11.07.05(E)(2)(a) and 11.02.04(C) of the St. Lucie County Land
Development Code, the Minor Adjustments to the Conditional Use Permit and Major Site
Plan are hereby approved for the project known as M Ranch Mine, with revisions as shown
on the Site Plan drawings prepared by Craven, Thompson and Associates, Inc. dated
January 2026, and the revised Landscape Plans prepared by Paul A. Goulas of Landscape
Architectural Services, LLC. on June 9, 2026, displayed herein as Exhibits B&C, subject to
the conditions contained within Resolutions 2023-135 and 2024-186.
B. The property on which the Minor Adjustments to a Conditional Use Permit and Major Site
Plan are being granted is described as follows:

Acknowledging that Hauling will occur within the"Proposed Mine"Parcels,with no
mining within the Haul Road parcels.
C. The Minor Adjustment to the M Ranch Conditional Use Permit shall expire on October 5,
2027, unless a Certificate of Zoning Compliance is issued, or an extension is granted in
accordance with Land Development Code Section 11.07.05(I).
D. The Minor Adjustment to the M Ranch Major Site Plan shall be valid for twelve (12) months
from the effective date of this Order, unless a building permit aligning with the revised plan
or Certificate of Zoning Compliance is issued, or an extension is granted in accordance with
Land Development Code Section 11.02.06 B. 2.
E. The conditions set forth in Resolutions 2023-135 and 2024-186 are an integral non-
severable part of the approval as granted by this administrative extension. If any
condition set forth in these resolutions is determined to be invalid or unenforceable for any
reason and the developer declines to comply voluntarily with that condition, the
authorizations granted by this Order shall become null and void.
F. A copy of this approval order shall be maintained by the St. Lucie County Planning and
Development Services Department.
This Order shall be recorded in the Public Records of St. Lucie County.
