A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF ST.
LUCIE COUNTY APPROVING THE P1 MOTOR CLUB PMUD MAJOR SITE
PLAN (PHASE 1) FOR PROPERTY LOCATED AT 24101 OKEECHOBEE
ROAD, IN UNINCORPORATED ST. LUCIE COUNTY, FLORIDA.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based
upon acceptable evidence, including but not limited to the staff report, has made the
following determinations:
1) HJA Design Studio, on behalf of P1 Motor Club Landowners, LLC, presented a
petition for the P1 Motor Club Development, Phase 1 (A) Final Major Site Plan
as detailed in Part A below, containing +/-626.35 acres of property located at
24101 Okeechobee Road, in unincorporated St. Lucie County, Florida, as
depicted in Exhibit A and legally described in Part B below.
2) The St. Lucie County Development Review Committee has reviewed the P1
Motor Club Development and found it to meet the technical requirements and to
be consistent with the St. Lucie County Comprehensive Plan and the Land
Development Code.
3) The Site Plan has satisfied the requirements of Sections 11.02.07 of the St.
Lucie County Land Development Code, subject to the conditions of approval
contained in the Resolution.
4) The proposed project, with conditions of approval, will not have an undue
adverse effect on adjacent property, the character of the neighborhood, traffic
conditions, parking, utility facilities, or other matters affecting the public health,
safety, and general welfare.
5) All reasonable steps have been taken to minimize any adverse effect of the
proposed project on the immediate vicinity through building design, site design,
landscaping, and screening.
6) The proposed project, with the presented Conditions of Approval, will be
constructed, arranged, and operated so as not to interfere with the development
and use of neighboring property, in accordance with applicable district
regulations.
7) Per Ordinance 2025-17, the P1 Motor Club would be served by a privately-
provided, self-contained wastewater treatment facility and either by a privately-
provided and self-contained or public (St. Lucie County) water system, all at no

expense to St. Lucie County. The corporate building (up to 5,000 SF) and up to
four residences may be served with temporary water and wastewater facilities
with authorization terms and transition timeframes to central utility systems
provided within the PMUD.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St.
Lucie County, Florida:
A. Pursuant to 11.02.05(B) of the St. Lucie County Land Development Code, the
Phase 1 (A) Final Major Site Plan for the project known as the P1 Motor Club,
encompassing two main tracks (P1 & Treasure Coast Circuits), the Off Road Track
and Kart Track, stormwater management facilities, an internal non-track roadway
system, select perimeter landscape buffers, and temporary restroom facilities, is
hereby approved for the subject property described in Part B below, as shown on
the Major Site Plan for the project, prepared by Kimley Horn dated June, 2026,
contained herein as Exhibit B and modified by the following conditions:
1. Prior to issuance of a permit for the temporary restroom facility, the applicant shall
submit design details and a complimentary landscape plan.
2. Prior to issuance of the first site development permit affecting any parking areas,
the applicant shall revise Slide 22 of Cadence's Final Concept Design to meet
LDC Sec. 7.06.02.B. (Design Standards): no more than ten parking spaces shall
be permitted in a continuous row without being interrupted by a minimum
landscape area of 180 square feet for single row parking or 360 square feet for
double row parking, or add note indicating exhibit is conceptual and parking lots
and other site elements will meet these and other LDC standards.
3. Prior to issuance of the first site development permit, the applicant shall provide a
water quality/supply and waterfowl & wildlife impact analysis on reservoirs to west
and south and if the study identifies adverse impacts, Final Site Plan design and
function(s) shall provide for minimization and mitigation of such impacts. The
study may be approved by the Planning and Development Services Director after
adoption of this Plan, who has the prerogative to forward it to the Board of County
Commissioners for review should the study indicate more than minimal impacts to
wildlife with resulting revisions to the approved Final Site Plan.
4. Prior to issuance of the first site development permit, the applicant shall revise the
roadway cross-sections to a minimum five-foot wide sidewalk on at least one side
of all non-track streets and provide an additional four-foot lane for bicycles on
each side of all non-track streets. Parking lots shall support safe pedestrian
movement with internal sidewalks and striping.
5. The Phase 1A Landscape Plan shall provide native trees along non-track streets
supporting pedestrian movement on sidewalks with an average spacing of 30
feet.
6. Prior to issuance of the first site development permit, the applicant shall submit a
phase specific trip generation analysis for the circuits and track facilities, including
member operations, employees, service vehicles, and permitted special events.

7. The Site Plan shall be revised to project the height and material of each fence
type as a call-out on the Major Site Plan (Page SP-01) page or on the Site Data
Table.
8. The site plan shall demonstrate how emergency vehicles will access the various
track areas in the event of an emergency, including the location of emergency
access gates or other openings within the fencing.
9. Provide documentation and site plan notes that the 8' X 16' square foot restroom
facility satisfy applicable Florida Building Code and Health Department
requirements until permanent facilities are constructed, and that the facility is
sufficient to serve P1 Motor Club members, guests, and visitors.
Site Plan Clean-up
10.Correct the listed Zoning on Major Site Plan (Sheet SP-01) from "AG-5
(Agricultural)" to "PMUD (Planned Mixed-Use Development)."
11.Break out the Open Space calculations on the Site Data Table (Page SP-01).
12.Provide table on Site Plan with maximum and proposed track lengths.
13.Identify parking and staging area(s) on site plan and show shade structures in
these area(s).
14.Show Knox Box location on site plan.
15.Provide sign elevations on Page SP-01) for entrance sign demonstrating
compliance with Chapter IX of the Land Development Code.
16.Correct misspelling in the Site Data Table on the Major Site Plan (Page SP-01),
under Overall Project Area (the word "stabilized is misspelled," missing one "i").
17.Under "Required for Site Development Approval," correct Note 1 to read "24
hours per day" rather than "25 hours per day."
18.In the Site Data Table on the Major Site Plan (Page SP-01), utilize consistent
labels, using either "Prop. dry detention" or "dry pond."
19.Provide a legend defining all abbreviations used on Sheet SP-01 (e.g., Prop.,
FLU, R/W, FAR, S.R., etc.).
20.Include the parcel ID on the Site Data Table.
21.Correct Site Data Table references 0.105 acres of Building Coverage to include
only the restroom building size.
22.Change in the Site Data Table the proposed use of "Corporate Office/Gate
House" to "Private Motor Club."
23. Prior to commencement of development, including, but not limited to clearing,
filling, excavation, grading, or planting of vegetation, as defined in LDC 2.00.00, the
following shall be accomplished.
a. Provide listed species surveys, including but not limited to crested
caracara, gopher tortoise, and wading bird surveys, shall be updated as
necessary per individual species-specific requirements or written
correspondence stating any potential impacts have been resolved from the
appropriate state and federal agency. If any listed species impacts are found
to be present as a result of these updated surveys, appropriate mitigative
measures per state and federal agency requirements shall be provided prior to
initiation of any clearing activities.

b. Obtain a Vegetation Removal Permit or exemption, issued by the
Environmental Resources Department per LDC 6.00.03.
c. Within 12 months of commencing development, provide a Final Landscape
Plan for the overall project that includes detailed planting plans (consistent
with the Preliminary Plan and LDC) in lieu of a "Landscape Typical" plan.
d. Complete landscape installation for Okeechobee Road, entrance, internal
non-track roads, and littoral areas before the second (P1 Circuit) track opens.
24.Prior to issuance of a Certificate of Occupancy, all Category I listed invasive
plants shall be eradicated from the site.
25.A Site Development permit is required prior to commencement of onsite clearing
and grading.
26.Within 180 days of adoption of Resolution No. 2026-126, the applicant, property
owner, developer, successors, or assigns, shall convey to St. Lucie County, in a
manner or form acceptable to the County Attorney, 15'- 40' of right-of-way along
Summerlin Road, as determined by the Public Works Department. The
conveyance shall be in a form acceptable to the County Attorney.
27.Before commencement of any track operations, the Applicant shall obtain County
approval of all internal street names and install street signs in accordance with
applicable County and emergency response requirements.
B. The property for which the P1 Motor Club Major Site Plan is granted is described as
follows:

NORTH AND WEST OF SUMMERLIN ROAD; THAT PART OF SECTION 6,
TOWNSHIP 36 SOUTH, RANGE 38 EAST, LYING SOUTH OF STATE ROAD 70;
THAT PART OF SECTION 8, TOWNSHIP 36 SOUTH, RANGE 38 EAST, THAT
LIES NORTH AND WEST OF SUMMERLIN ROAD, ALL LYING AND BEING IN ST.
LUCIE COUNTY, FLORIDA.

C. The Major Site Plan granted by this Resolution shall expire on July 21, 2028, unless a
Building Permit is obtained, or an extension is granted in accordance with Section
11.02.06(B)(2) of the Land Development Code.
D. The developer is advised as part of this approval that the property owner(s),
developer, etc., including any successors in interest, shall obtain all applicable
development permits and construction authorizations from the appropriate State and

Federal and local regulatory agencies including, but not limited to, the United States
Army Corps of Engineers, the Florida Department of Environmental Protection,
Florida Department of Transportation, South Florida Water Management District, the
St. Lucie County Fire District and the St. Lucie County Environmental Resources,
Public Works, and Building Departments prior to the commencement of any
development activities on the property described in Part B. Issuance of this
authorization or permit by the County does not in any way create any rights on the
part of the developer to obtain a permit from a State or Federal agency and does not
create any liability on the part of the County for issuance of this permit if the developer
fails to obtain requisite approvals or fulfill the obligations imposed by a State or
Federal agency or undertake actions that may result in a violation of State or Federal
law.
E. The conditions set forth in Part A are an integral non-severable part of the Major Site
Plan approval granted by this Resolution. If any condition set forth in Part A is
determined to be invalid or unenforceable for any reason and the developer declines
to comply voluntarily with that condition, the site plan approval granted by this
Resolution shall become null and void.
F. The Certificate of Capacity, signed by the Planning & Development Services
Director and attached as Exhibit C, shall be valid for the same period as this
Resolution except where provided in Chapter V of the St. Lucie County Land
Development Code. If this order expires or otherwise terminates, the Certificate of
Capacity shall automatically terminate.
G. A copy of this Resolution shall be mailed to the owner the of record as identified on
the application.
H. This Resolution shall be recorded in the Public Records.
