AN ORDER GRANTING APPROVAL FOR A MINOR
SITE PLAN TO BE KNOWN AS COPART
WHEREAS, the St. Lucie County Community Development Director has reviewed the application for
site plan approval submitted by Kimley-Horn and Associates, Inc., reviewed the comments of the St.
Lucie County Development Review Committee on this application, and made the following
determinations:
COPART is a 14,783 square foot auto auction facility proposed for 53.5 acres of property
located On the west side of 53rd Street/Center Road, approximately 600 feet south of St.
Lucie Boulevard in the IL (Industrial, Light) Zoning District.
The Development Review Committee has reviewed the site plan for the proposed project
and found it to meet technical requirements of the Land Development Code and to be
consistent with the St. Lucie County Comprehensive Plan.
The revised project is consistent with the general purpose, goals, objectives, and
standards of the St. Lucie County Comprehensive Plan and the St. Lucie County Land
Development Code.
The revised project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other matters
affecting the public health, safety, and general welfare.
All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping, and
screening.
In lieu of a portion of the required interior landscaping in the vehicle storage area, the
developers are proposing to provide for a restored/preserved area of existing native
habitat located at the northwest portion of the project, as depicted on the project site plan.
The revised project will be constructed, arranged, and operated so as not to interfere with
the development and use of neighboring property, in accordance with applicable district
regulations.
8. The revised project is to be served by adequate public facilities and services.
The applicant has applied for and received an updated certificate of capacity, a copy of
which is attached to this order as Exhibit A, as required under Chapter V, St. Lucie County
Land Development Code.

NOW, THEREFORE, BE IT ORDERED:
Pursuant to Section 11.02.03 (D) of the St. Lucie County Land Development Code, the
proposed minor site plan to be known as COPART, is hereby approved as shown on the site
plan drawings for the project prepared by Kimley-Horn and Associates, Inc., November 8,
2001, and received by the St. Lucie County Community Development Director on November
9, 2001, subject to the following conditions:
Prior to the issuance of any certificate of occupancy or other final use
authorization on the property, North 53rd Street (Center Road) shall be
reconstructed to a paved surface roadway meeting minimum County design
standards, from St. Lucie Boulevard to a point approximately 50 feet beyond
the project southernmost project entrance. A certificate of occupancy or final
use authorization may be considered in advance of the required road wok
being completed provided that the appropriate security has been posted with
St. Lucie County in accord with applicable County regulations.
Prior to the issuance of any certificate of occupancy or other final use
authorizations on the property, the developer shall have recorded a
conservation easement, or equivalent restriction, over the 13±acre
wetland/upland buffer area in the northwest corner of the project site. This
conservation easement, or equivalent restriction, shall be in favor of St. Lucie
County and shall not be amended without the consent of St. Lucie County.
Perimeter screening of the auto storage area shall be with an opaque fence or
wall, except, that until such time as the existing vegetative screen in the
adjacent canal right of way (west and south sides of the project site) is
removed, altered or otherwise modified so that an opaque barrier no longer
exists, the developer does not need to ensure that the fence or wall is
constructed of an opaque material. In the event that this natural screen is
removed, altered or otherwise modified so that its opaque qualities are lost,
then the developer, his successors or assigns, shall be responsible to ensure
that an opaque screen is provided along the south and west sides of the
property. All fences or walls shall be kept in a state of good repair at all times.
Said wall or fence shall be a minimum of 8 feet in height.
B. The property on which this minor site plan is located is described as follows:
BEGINNING AT A POINT ON THE EAST RIGHT-OF-WAY LINE FORT PIERCE FARMS DRAINAGE
DISTRICT CANAL, 560.1 FEET SOUTH AND 60 FEET EAST OF THE NORTHWEST CORNER OF
SECTION 31, TOWNSHIP 34 SOUTH, RANGE 40 EAST, RUN THENCE EAST PARALLEL TO THE
NORTH LINE OF SAID SECTION 31,250 FEET THENCE SOUTH PARALLEL TO THE WEST LINE
OF SECTION 31, 135.4 FEET, THENCE EAST PARALLEL TO THE NORTH LINE OF SAID
SECTION 31,996.9 FEET TO THE WEST RIGHT-OF-WAY LINE OF COUNTY ROAD, 637.2 FEET
TO THE SOUTH LINE OF SAID NORTHWEST ~ OF THE NORTHWEST ¼ OF SECTION 31,1243.1
FEET, MORE OR LESS, TO THE EAST RIGHT-OF-WAY LINE OF FORT PIERCE FARMS
DRAINAGE CANAL, THENCE NORTH ALONG THE EAST RIGHT-OF-WAY LINE OF SAID CANAL,

The approval periods described in Administrative Order CD-01-020 shall remain in full rome
and effect. The approvals granted by this administrative order shall expire on November 29,
2003, unless extended in accordance with the provisions of Section 11.02.06 of the St. Lucie
County Land Development Code.
The amended Final Site Plan approval granted under this Administrative Order is specifically
conditioned to the requirement that the petitioner, COPART, including any successors in
interest, shall obtain all necessary development permits and construction authorizations from
the appropriate State and Federal regulatory authorities, including, but not limited to; the
United States Army Corps of Engineers, the Florida Department of Environmental
Protection, and the South Florida Water Management District, prior to the issuance of any
local building permits of authorizations to commence development activities on the property
described in Part B.
The certificate of capacity, issued through Administrative Order CD-01-020 shall be valid for
the same period as this order. If this order expires or otherwise terminates, the certificate of
capacity shall automatically terminate.
A copy of this amended Development Order shall be mailed, return receipt requested to the
developer and agent of record as identified on the site plan applications.
A copy of this amended Development Order shall be attached to the site plan drawings
described in Part B, which plan shall be on file with the St. Lucie County Community
Development Director.
H. This Order shall be recorded in the Public Records of St. Lucie County.
ORDER effective the 29th day of November 2001.
