A RESOLUTION CREATING THE INDIAN RIVER
LAGOON SCENIC HIGHWAY CORRIDOR
ADVOCACY GROUP AND PROVIDING FOR
DUTIES AND FUNCTIONS OF THE GROUP
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida,
has made the following determinations:
1. On February 6, 2002, this Board agreed to have staff begin the processes for
seeking designations of SR A1A and Indian River Drive as a part of the Florida Scenic
Highway Programs.
2. On April 2, 2002, the Board approved appointing citizens from various areas
to serve on the Corridor Advocacy Group along with representatives from the City of Ft.
Pierce, the City of Port St. Lucie, St. Lucie County, and the St. Lucie County MPO.
3. This Board should create the Corridor Advocacy Group for the purpose of
seeking designation of SR A1A and Indian River Drive as a Florida Scenic Highway and
creating the vision and goals of the corridor which will evolve into the Corridor
Management Plan (CMP).
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of St. Lucie County, Florida:
1. This Board does hereby create the Indian River Lagoon Scenic Highway
Corridor Advocacy Group (CAG). The Group shall have the following duties and
functions:
a. Create the visions and goals of the corridor which will evolve into the
Corridor Management Plan (CMP).
b. The CMP will specify the operational procedures, protection and
standards/regulations by which the corridor will be managed and enhanced.
c. The Corridor Advocacy Group will eventually evolve into the Corridor
Management Entity (CME) which along with partnerships involving local
governments, will implement the CMP.
2. The action, decisions and recommendations of the Corridor Advocacy
Group shall not be final or binding on the Board of County Commissioners, but shall be
advisory only.

Advocacy Group shall consist of ten (10) members
One (1) Indian River Drive resident
One (1) North Hutchinson Island resident
One (1) South Hutchinson Island resident (incorporated area)
One (1) South Hutchinson Island resident (unincorporated area)
Two (2) residents of St. Lucie County (at-large)
In addition to the above, the Corridor Advocacy Group will include voting representation
from the City of Ft. Pierce, the City of Port St. Lucie, St. Lucie County and the St. Lucie
MPO. It is contemplated that these entities will be represented by appropriate staff
employees of the organization appointed by the City or County Manager/Administrator.
It is not required that membership on the committee be by elected officials. All members
shall serve without compensation.
4. Vacancies for all appointments shall be filled upon:

Death of a member
Resignation
Removal by appointing authority
Three (3) unexcused absences in a six (6) month period
Vacancies shall be filled by the Commissioner or individual who nominated the member
who created the vacancy subject to the appointment of the Corridor Advocacy Group.
5. The Group Chairman shall establish a time and place for holding meetings
as shall be necessary and shall adopt such rules of organization and procedures as may be
required.
6. The Group shall hold its first meeting as soon as possible from the date
this resolution is adopted.
7. The Community Development Director's staff shall provide support for
the Group by providing the required public notice, preparing agendas and keeping a
record of its proceedings.
8. If any action, sentence, or clause of this resolution is held to be invalid or
unconstitutional by any Court of competent jurisdiction then said holding shall in no way
effect the validity of the remaining portions of this resolution.
