A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF ST. LUCIE COUNTY, FLORIDA,
PROVIDING FOR BACKGROUND INFORMATION
CONCERNING THE DEVELOPMENT OF THE LENNARD
ROAD CORRIDOR AS A MULTI-USE TRANSPORTATION
CORRIDOR TO RELIEVE CONGESTION ON U. S.
HIGHWAY ONE WHILE ACHIEVING CERTAIN REGIONAL
RECREATIONAL NEEDS; PROVIDING FOR A REQUEST
TO THE DEPARTMENT OF ENVIRONMENTAL
PROTECTION, DIVISION OF STATE LANDS FOR AN
EASEMENT ALONG THE PERIPHERY OF THE
SAVANNAHS PRESERVE IN ST. LUCIE COUNTY TO
CONSTRUCT THE LENNARD ROAD PROJECT;
PROVIDING JUSTIFICATION FOR THE EASEMENT OVER
STATE-OWNED LANDS; PROVIDING AN EFFECTIVE
DATE
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made
the following determinations:
1. The Lennard Road project has been an integral part of St. Lucie/Martin County planning
to relieve congestion on U. S. Highway 1 while providing recreational potential since 1980.
2. Alternative analyses performed ibr Lennard Road by the County's consulting engineers
confirm that the alternative selected for Lennard Road minimizes all environmental and
socioeconomic impacts to the maximum extent practicable.
3. The alternative selected will require a permanent right-of-way of approximately 3.556
acres of State-owned land along the periphery of the State's Savannahs Preserve in St. Lucie
County, and a temporary construction easement twenty foot in width encompassing 1.207 acres.
4. In the opinion of the Board, the transportation benefits of the Lennard Road project
constitute a public purpose that justifies utilization of the preserved land for the project.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St.
Lucie County, Florida:
1. The Lennard Road project is in the public interest.
2. The alternative selected for the Lennard Road project minimizes environmental impacts
of the project to the maximum extent possible.
3. This Board respectfully requests the Department of Environmental Protection, Division
of State Lands, grant an easement as identified in Attachment A over its property for the use of the
project.
