A RESOLUTION REQUESTING THE FEDERAL TRANSIT
ADMINISTRATION DESIGNATE THE ST. LUCIE COUNTY
BOARD OF COUNTY COMMISSIONERS AND THE MARTIN
COUNTY BOARD OF COUNTY COMMISSIONERS SERVE AS
DESIGNATED RECIPIENTS FOR THEIR RESPECTIVE COUNTY
FOR THE PURPOSES OF SECTION 5307 FORMULA FUNDS.
WHEREAS, effective May 1, 2002, based on the 2000 U.S. Census, the U.S.
Commerce Department, Bureau of the Census, merged the former urbanized areas of Fort
Pierce (St. Lucie County) and Stuart (Martin County) into the new Port St. Lucie, Florida
urbanized area; and
WHEREAS, the new urbanized area, with a 2000 Census population of 270,774
people, has been designated as a Transportation Management Area (TMA); and
WHEREAS, the State of Florida served as the designated recipient of Section
5307 formula funds from the Federal Transit Administration (FTA) for the two former
urbanized areas; and
WHEREAS, the FTA apportions Section 5307 formula funds directly to urbanized
areas designated as TMAs, necessitating the identification of a designated recipient or
designated recipients for the new urbanized area; and
WHEREAS, the two transit operators in the new urbanized area, Community
Transit in St. Lucie County and Community Coach in Martin County, recommend that the
Board of County Commissioners for St. Lucie County and the Board of County
Commissioners for Martin County serve as the designated recipients for the portions of the
new urbanized area in their respective counties; and
WHEREAS, the transit operators recommend that FTA Section 5307 formula
funds apportioned to the new urbanized area be allocated to the two Boards of County
Commissioners by applying the formulas in federal law for urbanized areas with 200,000 to
1 million people to the portions of the urbanized area in St. Lucie and Martin counties.
WHEREAS, the transit operators recommend that the two Boards of County
Commissioners develop and maintain independent relationships with FTA, covering the
filing of grants, reporting, receipt of federal funds, and any other administrative items; and
WHEREAS, the transit operators have agreed to review the attached Joint
Recommendation in July of 2003, in anticipation of federal surface transportation
legislation (TEA-21) reauthorization, and to advise the affected MPOs and the two Boards
of County Commissioners of any need for changes; and
WHEREAS, the St. Lucie County Board of County Commissioners finds the
attached Joint Recommendation to be fair and reasonable and concurs with the
recommendation that the two Boards of County Commissioners serve as the designated
recipients for the new urbanized area.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF ST. LUCIE COUNTY FLORIDA:
1. This Board hereby supports the Joint Recommendation, agrees to serve as a
designated recipient.
Supports the funding allocation method apportioned to the new urbanized
area be allocated to the two Boards of County Commissioners by applying the
formulas in federal law for urbanized areas with 200,000 to 1 million people to the
portions of the urbanized area in St. Lucie and Martin counties.
Recommends that the two Boards of County Commissioners develop and maintain
independent relationships with FTA, covering the filing of grants, reporting, receipt
of federal funds, and any other administrative items
Recommends that the Florida Department of Transportation District 4 concur with
its actions.
5. This resolution shall become effective on adoption.
