A RESOLUTION GRANTING MAJOR SITE PLAN
APPROVAL FOR THE PROJECT KNOWN AS CENTER FOR
CAPTIVE CHIMPANZEE CARE
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the
testimony and evidence, including but not limited to the staff report, has made the following
determinations:
Institute for Captive Chimpanzee Care and WelI-Beinq, Inc. through aRent Thomas
Lucido & Associates, Inc., has applied for major site plan approval for the project to
be known as the Center for Captive Chimpanzee Care, which is an a non-profit
organization that rehabilitates and provides safe harbor for adult chimpanzees.
Phase 1 of the proposed project consists of an existing 3,048 square foot housing
and care unit for 25 chimpanzees, Phase 2 consists of Pods 2 through 6, Phase 3
consists of Pods 7 through 12. Each Pod has room for approximately 25
chimpanzees for a total of 300. The total square footage of the project is
approximately 66,476.
The Development Review Committee has reviewed the site plan for the proposed
project and found it to meet minimum technical requirements of the St. Lucie County
Land Development Code and to be consistent with the future land use maps from
the St. Lucie County Comprehensive Plan.
The proposed project is consistent with the general purpose, goals, objectives, and
standards of the St. Lucie County Land Development Code, the St. Lucie County
Comprehensive Plan, and the Code of Ordinances of St. Lucie County.
The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other
matters affecting the public health, safety, and general welfare.
All reasonable steps have been taken to minimize any adverse effect of the
proposed project on the immediate vicinity through building design, site design,
landscaping and screening.
The proposed project will be constructed, arranged and operated so as not to
interfere with the development and use of neighboring property, in accordance with
applicable district regulations.
The proposed project will be served by adequate public facilities and services.

The applicant has applied for and received a revised certificate of capacity, a copy of
which is attached to this order as Exhibit A, as required under Chapter V, St. Lucie
County Land Development Code.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie
County, Florida:
A. Pursuant to Section 11.02.05 of the St. Lucie County Land Development Code, the site
plan for the project known as Center for Captive Chimpanzee Care, is hereby approved as shown
on the site plan drawings for the project prepared by Thomas Lucido & Associates, Inc. dated
October 29, 2003, and date stamped received by the St. Lucie County Community Development
Director on October 31,2003, for the property described as follows:
THE NORTHWEST ONE QUARTER OF SECTION 25, TOWNSHIP 35 SOUTH, RANGE 38
EAST, SITUATED IN ST. LUCIE COUNTY, FLORIDA. LEASS AND EXCEPT THAT PART
THEREOF OWNED IN FEE SIMPLE BY ANY PARTY FOR ROADS, CANALS, DITCHES,
DRAINAGE AND WATER MANAGEMENT PURPOSES; (TAX ID #: 2225-211-0001-000/2)
AND,
HEADER RANCHES SUBDIVISION, LOTS 1 THROUGH 6. (TAX ID #'S: 2224-700-0002-
000~7, -2224-700-0003/000/4, 2224-700-0004-000/1, 2224-700-0005-000/8, 2224-700-0006-
000/5, AND 2224-700-0007-000~2)
(Location: 3000 Header Canal Road)
B. The approvals and authorizations granted by this Resolution for the purpose of obtaining
building permits on this property, shall expire on December 16, 2005, unless the developer has
obtained building permits for the site plan described in Part A or an extension has been granted in
accordance with Section 11.02.06, St. Lucie County Land Development Code.
C. The Final Site Plan approval granted under this resolution is specifically conditioned to the
requirement that the petitioner, Institute for Captive Chimpanzee Care and WelI-Bein.q, Inc.,
including any successors in interest, shall obtain all necessary development permits and
construction authorizations from the appropriate State and Federal regulatory authorities, including
but not limited to; the United States Army Corps of Engineers, the Florida Department of
Environmental Protection, and the South Florida Water Management District, prior to the issuance of
any local building permits of authorizations to commence development activities on the property
described in Part B.
D. A copy of this resolution shall be attached to the site plan drawings described in Part A,
which plan shall be placed on file with the St. Lucie County Community Development Director.

E. The revised certificate of capacity, attached as Exhibit A, shall be valid for the same period
as this order. If this order expires or otherwise terminates, the certificate of capacity shall
automatically terminate.
F. A copy of this Order shall be mailed, return receipt requested to the developer and agent of
record as identified on the site plan applications.
G. A copy of this Order shall be attached to the site plan drawings described in Section A, which
plan shall be on file with the St. Lucie County Community Development Director.
H. This Order shall be recorded in the Public Records of St. Lucie County.
