A RESOLUTION AUTHORIZING FOR THE SUBMISSION
OF THE PUBLIC LIBRARY CONSTRUCTION GRANT
APPLICATION FOR FISCAL YEAR 2004 WITH THE
FLORIDA DEPARTMENT OF STATE DIVISION OF
LIBRARY AND INFORMATION SERVICES; CERTIFYING
THAT MATCHING FUNDS WILL BE PROVIDED AND
UNENCUMBERED UPON AWARD OF THE GRANT;
AUTHORIZING THE CHAIRMAN OF THE BOARD OF
COUNTY COMMISSIONERS OF ST. LUCIE COUNTY TO
EXECUTE THE APPLICATION AND FURTHER
AUTHORIZING THE COUNTY ATTORNEY TO EXECUTE
THE APPLICATION BY APPROVING IT AS TO LEGAL
FORM AND CORRECTNESS; CERTIFYING THAT
FUNDING IS SUFFICIENT AND WILL BE AVAILABLE IN
ORDER FOR THE LIBRARY BUILDING TO BE
COMPLETED; CERTIFYING THAT SUFFICIENT FUNDS
WILL BE AVAILABLE TO OPERATE THE FACILITY
UPON COMPLETION OF CONSTRUCTION; AND
ASSURING THAT THE BUILDING WILL BE USED
EXCLUSIVELY FOR THE PUBLIC LIBRARY PURPOSES
FOR WHICH CONSTRUCTED OR ALTERED, AND
SUBMIT PROPOSED CHANGES IN USE TO THE
DIVISION FOR APPROVAL IF WITHIN TWENTY (20)
YEARS OF THE COMPLETION OF THE CONSTRUCTION
PROJECT
WHEREAS, the Board of Cotmty Commissioners of St. Lucie County, Florida, has made
the following determinations:
1. In order for the Florida Department of State Division of Library and Information Services
to approve the Public Library Construction Grant Application; a resolution must be adopted
authorizing the submission of the Public Library Construction Grant Application; a resolution must
be adopted authorizing the submission of the Public Library Construction Grant Application for
Fiscal Year 2004; certifying that matching funds will be provided and unencumbered upon award
of the grant; authorizing the Chairman of the Board and County Attorney to execute the
application; certifying that funding is sufficient and will be available in order for the library
building to be completed; certifying that sufficient funds will be available to operate the facility
upon completion of construction; and assuring that the building will be used exclusively for the
public library purposes for which constructed or altered, and submit proposed changes in use to the
Division for approval if within twenty (20) years of the completion of the construction project.
2. This Board believes it is in the best interest of the health, safety, and public welfare of
the citizens of St. Lucie County to submit the Public Library Construction Grant Application
for Fiscal Year 2004 with the Florida Department of State Division of Library and Information
Services for the construction and use of a facility for public library purposes.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
St. Lucie County, Florida:
1. The submission of the Public Library Construction Grant Application for Fiscal Year
2004 with the Florida Department of State Division of Library and Information Services is
hereby authorized.
2. This Board does hereby certify that the required match of fifty (50%) percent will be
provided and unencumbered upon award of the grant.
3. The Chairman is hereby authorized to execute the Public Library Construction Grant
Application approved by this resolution, and further, the County Attorney is hereby authorized to
execute the application by approving it as to form and correctness.
4. This Board does hereby further certify that fimding is sufficient and will be available in
order for the library building to be completed, and further that sufficient funds will be available to
operate the facility upon completion of construction.
5. This Board does hereby assure that the building will be used exclusively for the public
library purposes for which constructed or altered, and submit proposed changes in use to the
Division for approval if within twenty (20) years of the completion of the construction project.
6. The St. Lucie County Library Director is hereby directed to send a copy of this
resolution to the State and Federal Grants Office, Division of Library and Information Services,
State Library of Florida, R. A. Gray Building, Tallahassee, Florida 32399-0250.
