A RESOLUTION CREATING THE ST. LUCIE
COUNTY AIRPORT PART 150 STUDY
GROUP FOR ST. LUCIE COUNTY
INTERNATIONAL AIRPORT AND
PROVIDING FOR DUTIES AND FUNCTIONS
OF THE GROUP
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made
the following determinations:
1. The Federal Aviation Administration (FAA) established the Part 150 rules and
regulations to deal with aircraft noise and its impact on surrounding communities. The
regulations require the development of noise exposure maps (NEM) and noise compatibility
programs (NCP) to be developed in consultation with the state officials, public planning
agencies, aeronautical users of the airport, and interested citizens.
3. Since public participation is integral to the successful development of the Part 150
noise study update; on March 18, 2003, the Board approved staff recommendation for a study
group to be established to provide input to the noise consultant preparing the Part 150 Noise
Study Update.
4. The Board should create the Part 150 Study Group consisting of eleven(Il)
members for thepurpose of reviewing and commenting on a Part 150 Noise Study Update
as it is developed by the Noise Consultant to provide a final recommendation to the St. Lucie
County Board of County Commissioners on the content of each element and final adoption
of the Part 150 Noise Study Update being developed for St. Lucie County International
Airport.
5. This Board should further define the duties and functions of the Group.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners
of St. Lucie County, Florida:
1. This Board does hereby create the Airport Part 150 Study Group for St. Lucie
County International Airport and provides for duties and functions of the Group.
To review and comment on a Part 150 Noise
Study Update as it is developed by the Noise
Consultant.
To provide a final recommendation to the St.
Lucie County Board of County Commissioners on
the content of each element and final adoption of
the Part 150 Noise Study Update being developed
for St. Lucie County International Airport.
2. The actions, decisions, and recommendations of the Airport Part 150 Study Group
shall not be final or binding on the Board of County Commissioners, but shall be advisory
only.
3. The Airport Part 150 Study Group shall consist of eleven (11) members of the
community who will be appointed by the Board of County Commissioners in the following
categories:
Board Member Representative Each Board
member will appoint one member to serve on the
Study Group for a total of five (5) members.
Fixed Based operator Representative - One (1)
member will be appointed from each of the Fixed
Based Operators (FB0) that operate at the airport
for a total of two (2) members.
Flight School Representative - One (1) member
will be appointed as a representative from a
flight school.
One (1) member will be appointed from each of
the incorporated cities for a total of three (3).
The airport staff, community development staff, and the
consultant will act in an advisory nature for administrative and
technical support for the Study Group and to keep a record of
its proceedings.
All members will serve without compensation.
4. Vacancies for all members appointed shall be filled upon:

Three (3) unexcused absences in a six (6) month period
Vacancies shall be filled by the Airport Part 150 Study Group
for the St. Lucie Cotmty International Airport's Selection
Committee member who nominated the member who created the
vacancy subject to the appointment of the Airport Part 150 Study
Group for the unexpired term only.
5. The committee will determine its own chair and establish a time and place for
holding meetings and the committee shall adopt such rules of organization and procedure
as may be required. The Study Group will make recommendations to the Board about the
content of each element and final adoption ofthePart 150Noise Study Update and the Study
Group will sunset upon the adoption of the Part 150 Noise Study Update by the St. Lucie Board of
County Commissioners.
6. Individuals interested in serving on the Study Group will be required to submit an
Application for serving on County Boards and Committees and will be appointed by the Board at
a regularly scheduled meeting.
7. The Study Group shall hold its first meeting as soon as possible from the date this
resolution is adopted.
8. If any action, sentence, or clause of this resolution is held to be invalid or
unconstitutional by any Court of competent jurisdiction then said holding shall in no way
effect the validity of the remaining portions of this resolution.
