A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS FOR ST, LUCIE COUNTY,
FLORIDA REVISING THE SCHEDULE OF WATER,
WASTE-WATER AND RECLAIMED WATER RATES,
FEES AND CHARGES FOR CUSTOMERS SERVED BY
ST. LUCIE COUNTY UTILITIES NORTH
HUTCHINSON ISLAND DISTRICT WATER AND
WASTE'WATER UTILITY AND PROVIDING FOR AN
EFFECT_WE DATE.
'vVHEREAS, the Board of County Commissioners for St. Lucie County, Florida, (the
"Board") adopted Resolution No. 92-143, which set the Schedule of Rates, Fees and Charges
for the St. Lucie County North Hutchinson Island District Water And Wastewater Utility; as
revised by Resolution No. 92-213; and as revised by Resolution 96-216; and
WHEREAS, the Board, on the advice and recommendation of its utility stag and
technical advisors, finds Hat the revised Rates, Fees and Charges set forth in the attached
Schedule are just and equitable and in the public interest; and
WHERE, kS, the Board provided whtten notice of the proposed revision to the
Schedule of Rates, Fees and Charges to the utility customers within the St. Lucie County North
Hutchinson Island District Water And Wastewater Ufility which notice set forth the date, time
and place of the meeting cf the Board at which such proposed revisions would be considered.
NOW, THEREFORE, BE 1T RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF ST. LUCIE COUNTY, FLORIDA:
Section 1. The Schedule of Rates, Fees and Charges for the St. Lucie County
North Hutchinson Island District Water And Wastewater Utility attached to this Resolution is
hereby adopted.
Section 2. Tl~s Resolution shall take effect immediately upon passage. The
Schedule of Rates, Fees and Charges for the St. Lucie County North Hutchinson Island
District 'vVater And Wastewater Utility adopted by this Resolution shall be applied
commencing with the invoices generated in the Utility's August billing cycle.

CUSTOMER DEPOSITS
Before rendering service, the County will require a deposit to secure the
payment of bills which shall be non-negotiable and non-transferrable.
The amount of such deposit shall be an amount at least necessary to cover
charges for service for two billing periods.

Costs shown are for connections constructed by SLCU contractor. Developers may use a contractor of
their choice, in which case the only developer obligation to SLCU would be the meter cost.
If customer is on the same sidle of A1A as reclaimed water main, a short service is required. If the
customer is on the side oppos te the reclaimed water main, a long service is required.
AUTOMATIC ADJUSTMENTS
The rates, fees, and charges described herein, shall be automatically decreased or increased,
without hearing, upon application by the utility as follows:
1. For implementatioq of a decrease or increase in the rates, fees, and charges charged to the
utility for water and/or waste~ater utility services, bulk water, electric power, or the amount of taxes or
assessments levied against the utility, if any.
2. Annually as of the first day of the fiscal year, based upon an "operating cost index". The
index shall be the Price Index in effect on the adjustment date determined by the Florida Public Service
Commission, pursuant to Section 367.081.(4)(a), Florida Statutes, and Rule 25-30-420, Florida
Administrative Code, as amended from time to time.
3. In the event that costs have been incurred for water quality testing required by regulatory
agencies or that costs have been incurred as a result of the promulgation of regulations by other
governmental agencies related to treatment procedures for water and sewage.
4. ADJUSTABLE EQ,JIVALENT RESIDENTIAL CONNECTION FEES AND CHARGES
The water capacitv fees for any connection shall be initially determined bv summinQ the water
flows that apply to the connec;ion, dividinq that total by ~lpd, and multiplyincl the resultinq number of
ERCs by the Base Facility Charges specified bv 1 ERC. However, the minimum water capacib/fees for
any connection shall be the fee specified for 1 ERC. If the averaqe daily flow for a connection durinq
anv consecutive 12-month period is qreater than the average daily flow for which capacitv fees have
been paid, the additional Base Facility Charqes shall be assessed for the excess flow for the next 12
month billing period. Accounts will be audited annually and if the ERC value is lower then the Base
Facility Charcle will be lowered for the next 12 month period. If the average flow durincl any consecutive
24-month period is more thar~ 15% clreater than the average daily flow for which capacity fees have
been paid, additional capacit~ fees shall be assessed for the excess flow. All such additional fees shall
be determined by dividincl the total increase in the averaqe daily flow bv odd and multiplvinQ the
resultincl number of ERCs by t~e capacity fee specified for 1 ERC. Once additional capacitv is
purchased that ERG value carmot be lowered because the customer will have demonstrated a demand
to the svstem that will have to be supported bv capacitv.
