A RESCLUTION OF THE BOARD OF COUNTY
COMMISSIONERS FOR ST. LUCIE COUNTY,
FLORIDk REVISING THE SCHEDULE OF WATER,
WASTEYVATER AND RECLAIMED WATER RAT~ES,
FEES AJx D CHARGES FOR CUSTOMERS SERVED BY
ST. LUCIE COUNTY UTILITIES NORTH COUNTY
UTILITY DISTRICT AND PROVIDING FOR AN
EFFECTWE DATE.
WHEREAS, the 3oard of County Commissioners for St. Lucie County, Florida, (the
"Boa.rd") adopted Resolution No. 99-108, which set the Schedule of Rates, Fees and Charges
for the St. Lucie County X/orth County Utility District; and
WHEREAS, the Board, on the advice and recommendation of its utility staff and
technical advisors, finds .hat the revised Rates, Fees and Charges set forth in the atlached
Schedule are just and equitable and in the public interest; and
WHEREAS, the Board provided written notice of the proposed revision to the
Schedule of Rates, Fees and Charges to the udlity customers within the St: Lucie County North
County Utility District which notice set forth the date, time and place of the meeting of the
Board at which such proposed revisions would be considered.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF ST. LUCIE COUNTY, FLORIDA:
Section 1. The Schedule of Rates, Fees and Charges for the St. Lucie County
North County Utility Dismct attached to this Resolution is hereby adopted.
Section 2. This Resolution shall take effect immediately upon passage. The
Schedule of Rates, Fees and Charges for the St. Lucie County North County Utility District
adopted by this Resoluticn shall be applied commencing with the invoices generated in the
Utility's August billing cyt le.

Before rendering service, the County will require a deposit to secure the
payment of bills which shall be non-negotiable and non-transferrable,
The amount of such deposit shall be an amount at least necessary to
cover charges for service for two billing periods.

AUTOMATIC ADJUSTMENTS
The rates, fees, and c 3arges described herein, shall be automatically decreased or increased,
without hearing, upon applicat on by the utility as follows:
1. For implementatior of a decrease or increase in the rates, fees, and charges charged to the
utility for water and/or wastewater utility services, bulk water, electric power, or the amount of taxes or
assessments levied against the utility, if any.
2. Annually as of the irst day of the fiscal year, based upon an "operating cost index". The
index shall be the Price Index in effect on the adjustment date determined by the Florida Public Service
Commission, pursuant to Seclion 367.081.(4)(a), Florida Statutes, and Rule 25-30-420, Florida
Administrative Code, as amerded from time to time.
3. In the event that costs have been incurred for water quality testing required by regulatory
agencies or that costs have been incurred as a result of the promulgation of regulations by other
governmental agencies relate J to treatment procedures for water and sewage.
4. Adjustable Equivalgnt Residential Connection Fees and Charqes:
The water capacity fees for anv connection shall be initiallv determined bv summinQ the water
flows that apply to the connec;ion, dividinq that total bv 250 flallons Der day (fll~d), and multiplvincl the
resultinq number of ERCs by 'he Base Facilitv Charcles specified bv 1 ERC. However, the minimum
water capacity fees for anv co~mection shall be the fee specified for 1 ERC. If the averecle dailv flow for
a connection durino anv consecutive 12-reonth period is qreater than the avera(~e dailv flow for which
capacity fees have been paid, the additional Base Facility Charqes shall be assessed for the excess flow
for the next 12 month billinQ period. Accounts will be audited annuallv and if the ERC value is lower then
the Base Facility Char(~e will be lowered for the next 12 month period. If the averacle flow durinQ any
consecutive 24-month period is more than 15% clreater than the averaqe dailv flow for which capacity
fees have been paid, additional capacitv fees shall be assessed for the excess flow. All such additional
fees shall be determined bv d vidinq the total increase in the avera(~e dailv flow by 250 odd and
multiplvincl the resultinq numt-er of ERCs bv the capacity fee specified for 1 ERC. Once additional
capacity is purchased that ERC value cannot be lowered because the customer will have demonstrated
a demand to the system that will have to be supported by capacity. Customers will be notified annually
to any adjustments to their charges.
