INITIATIN~ CONFLTCT RESOLUTION PROCEDURES
PRO~J:DED )Y SECTION 164.1052, FLORIDA STATUTES
(2002) PERTAININ6 TO THE DISPUTE OVER THE CITY OF
FORT PTERC~'S PROPOSED ANNEXATION PLAN IN WHITE
CTTY
WHEREAS, the Booed of County Commissioners of St. Lucia County, Florida, has mode
the following determinations:
1. The City of :art Pierce, Florida (City), has advertised and adopted certain
ordinances (identified os Oty Ordinances K-12c) through K-Z34, hereinafter referred to os
the "City's Proposed Annexation Plan" where the City proposes to annex certain properties
including the County's Ancient Oaks property in White City and properties adjacent thereto;
and,
2. The County believes that the City's proposed annexation program is contrary
to the interests of the County and its residences and businesses. The County also believes
that the City's proposed 3rogram does not meet the legal requirements for o municipal
annexation.
3. As a result of the conflict set out above, the Board believes that it is in the
best interest of the citizens of St. Lucia County to initiate the conflict resolution procedures
provided by the Florida Gcvernmental Conflict Resolution Act between the County and the
City.
NOW, THEREFOR.-', BE IT RESOLVED, by the Board of County Commissioners of
St. Lucia County, Florida, cs follows:
The Board expresses its intent to initiate the conflict resolution procedures
provided by the Florida Conflict Resolution Act to resolve the conflict between the County
and the City os to the Citys proposed Annexation Plan.
2. Within five (5) days after the adoption of this Resolution, the County
Administrator is directed -o send a letter and a certified copy of this Resolution to the chief
administrator of the City by certified mail, return receipt requested.
3. This Resolution shall become effective upon adoption.
