Arco Beveraqe Group, presented a petition for a Major Adjustment to an Existing Site Plan Project, known as Arco Beverage Warehouse and Distribution facility, that provides for the addition of 5,895 square feet of industrial space at the existing warehouse and distributing facility located on a parcel of land located on the west side of Glades Cut-Off Road, in the IH (Industrial Heavy) Zoning District for the property described in Part B. The Development Review Committee has reviewed the site plan for the proposed project and found it to meet all technical requirements and to be consistent with the future land use maps of the St. Lucie County Comprehensive Plan, subject to the conditions set forth in Part A of this Resolution. The proposed project is consistent with the general purpose, goals, objectives and standards of the St. Lucie County Land Development Code, the St. Lucie County Comprehensive Plan and the Code of Ordinances of St. Lucie County. The proposed project will not have an undue adverse effect on adjacent property, the character of the nei.c hborhood, traffic conditions, parking, utility facilities, or other matters affecting the public health, safety and general welfare. All reasonable steps have been taken to minimize any adverse effect of the proposed project on the immediate vicinity through building design, site design, landscaping and screening. The proposed project will be constructed, arranged and operated so as not to interfere with the deve(opment an:l use of neighboring property, in accordance with applicable district regulations. The proposed project will be served with water and sewer service by the Ft. Pierce Utility Authority. A Certificate of Capacity, a copy of which is attached to this resolution, was granted by the Community Develop~nent Director on June 10, 2003. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 3O ~2 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 NOW, THEREFORE, BE I1' RESOLVED by the Board of County Commissioners of St. Lucie County, Florida: Pursuant to Section ' 1.02.05 of the St. Lucie County Land Development Code, the Major Adjustment to an existing Major Site Plan known as Arco Beverage Warehouse and Distribution Facility, is hereby approved as depicted on the site plan drawings for the project prepared by C ulpepper & Terpening, dated 12/24/02, and last revised on 3/25/03 and date stamped received by the St. Lucie County Community Development Director on 4/8/03; Topographic and Bcundary Survey prepared by Via Link Inc., dated 12/12/02 and last revised on 4/15/03 and date stamped received by the St. Lucie County Community Development Director on 4/30/03; and Landscape Plan prepared by Thomas Lucido & Associates, dated 3/20/03 and last revised on 3/28/03 and date stamped received bythe St. Lucia County Community Development Director on 5/2/03 for the property described in Section B, subject to the following conditions. Prior to the issuance of a Certificate of Occupancy (CO) for the proposed 5,895 square foot addition, the developer shall provide for mitigation for 404 inches of trees in one on the following math 3ds: all naive trees protected onsite that exceed the minimum requirements of Sectio'~7.09,03(E) of the County's Land Development Code will count as a credit towar¢ the mitigation of any protected trees that may be removed as part of the vegetation removal permit. For each inch of a tree greater than 3 inches D.B.H. that is preserved through onsite protection a credit of one inch preserved for one inch remowd will be granted towards any required mitigation. all native trees relocated onsite, that exceed the minimum requirements of Section 7.09.03(E) of the County's Land Development Code will count as credit towards the required mitigation of any protected trees that may be removed as part of the vegetation removal permit. Prior to the commencement of any site clearing or site preparation activities, a vegetation removal perm't that clearly delineates all areas of the property to be impacted by the proposed site work shall be required. No site work beyond the limits of construction as shown in the s te plan referenced in this Part shall be permitted. (Location: 5020 Glades Cut-Off Road) This Major Adjustment to an Existing Site Plan shall expire on June 10, 2005, unless a building permit is ssued or an extension is granted in accordance with Section 11.02.06(B)(3), St. Lucie County Land Development Code. The Major Adjustment to an Existing Site Plan granted under tills Resolution is specifically conditioned to the requirement that the petitioner, Arco Beverage Group, including any successors in interest, shall obtain all necessary development permits and construction 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 3O 31 32 33 34 35 36 37 38 39 authorizations from the appropriate State and Federal regulatory authorities, including but not limited to: the United States Army Corps of Engineers, the Florida Department of Environmental Protection, and the South Florida Water Management District, prior to the issuance of any local 3uilding permits of authorizations to commence development activities on the property described in Part B. A Certificate of Capacity, a copy of which is attached to this resolution, was granted by the Community Development Director on June 10, 2003, which certificate shall remain valid for the period of Site Plan approval. Should the Site Plan approval granted by this resolution expire or an extension be sought pursuant to Section 11.07.05(F) of the St. Lucie County Land Development C ode, a new certificate of capacity shall be required. A copy of this resolut on shall be attached to the site plan drawings described in Section A, which plan shall be placed on file with the St. Lucie County Community Development Director.
