LUCIE COUNTY MOSQUITO CONTROL DISTRICT TO ADD THE WESTCHESTER DEVELOPMENT OF REGIONAL IMPACT (DRI); DETERMINING THAT ALL PROPERTY OWNERS IN THE AREA PROPOSED TO BE ADDED TO THE DISTRICT HAVE SIGNED T} E PETITION; AND WAIVING THE REFERENDUM REQUIREMENT WHEREAS, the St. Lucie County Mosquito Control District has made the following determinations: 1. Section 29, C aapter 87-510, Laws of Florida, establishes a procedure whereby the owners of property located outside of the boundaries of the District may petition the District to expand the boundaries of the District to include their property. 2. On October ', 2002, the District held a public hearing to consider the petitions submitted by the owners of ~he Westchester Development of Regional Impact (DRI) to add their property to District, as set forth in the legal descriptions attached hereto and incorporated herein as Exhibit "A". 3. The subject property is contiguous to the existing boundaries of the District and would benefit from regular treatment for mosquitoes and sandflies by the District. 4. Following the conclusion of the public hearing, the District determined that it is in the best interest of the Distri:t and owners of the subject property to expand the boundaries of the District to add their property. NOW, THEREFOP, E, BE IT RESOLVED by the St. Lucie Cotmty Mosquito Control District: 1. The petitions to expand the District boundaries to add the Westchester Development of Regional Impact (DRI) am hereby approved. 2. As the signatures on the petitions represent one hundred percent (100%) of the owners of the subject property, the requirement for a referendum of the qualified electors residing in the subject property is hereby w ~ived. 3.
