PRELIMINARY PLANNED UNIT DEVELOMENT
SITE PLAN FOR A PORTION OF THE RESERVE,
A DEVELOPMENT OF REGIONAL IMPACT
KNOWN AS PUD I, LOCATED ON CERTAIN
PROPETY IN ST. LUlCE COUNTY, FLORIDA FOR
PROPER-Y IN ST. LUCIE COUNTY AND FOR
FINAL DEVELOPMENT PLAN APPROVAL FOR A
PROJEC- KNOWN AS PARCEL 6 @ THE
RESERVE (a/Ida WILLOW PINES).
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the
testimony and evidence, including but not limited to the staff report, has made the following
determinations:
A~JUSTMENT TO AN APPROVED PUD
Reserve Homes Ltc,., L.P., presented a petition for a Major Adjustment to an Approved
Preliminary Planne¢ Unit Development (PUD) or certain property in St. Lucie County,
Florida, to increase the total acreage from 6.3 acres to 11.55 acres for Parcel 6 @ the
Reserve and increase the total number of units from 40 to 48 the purpose of which is
to receive Final Planned Unit Development approval for a 48-unit multi-family
residential development known as Parcel 6 at the Reserve (a/k/a Willow Pines).
On July 10, 1084, -his Board approved the application of Callaway Land and Cattle
Company, through Resolution 84-101, for Preliminary Planned Unit Development site
plan approval for a 3ortion of the Reserve, a development of Regional Impact, known
as PUD #1 @ the Reserve.
On August 21, 198z-, this Board approved the application of Callaway Land and Cattle
Company, through :lesolution 84-129, for Final Planned Unit Development approval
for a portion of the Reserve, a Development of Regional Impact, known as PUD #1 @
the Reserve.
PUD #1 @ the Reserve was approved for a total of 796 residential units, an 18-hole
golf course and a three-hole practice golf course on a total of 439 acres.

On December 20, 1988, this Board approved Resolution 88-357 granting approval to
the Application for Development Approval (ADA) for the Development of Regional
Impact (DRI) known as the Reserve.
The Reserve DRI i~ approved as amended through Resolution 98-100, for a total of
4,100 dwelling units 1,600,000 square feet of industrial development; 290,000 square
feet of commercial development; 100,000 square feet of office space and 250
hotel/motel rooms.
In April 1998, Callaway Land and Cattle Company conveyed ownership of portion of
the remaining undeveloped areas of PUD #1 @ the Reserve, and the unassigned
residential units within the Development of Regional Impact known as the Reserve to
Reserve Homes, Lt¢., L.P.
On July 20, 1999, this Board approved Resolution 99-143 granting approval for a
Major Adjustment to the approved Preliminary Planned Unit Development site plan for
the area known as PUD #1 @ the Reserve, which redistributed the remaining
unallocated residential units in the Reserve. The overall residential density for PUD #1
@ the Reserve is not 600 units.
Reserve Homes, LTD, L.P., has requested that this Board consider granting approval
to a proposed Major Adjustment to the approved Preliminary Planned Unit
Development site pi ~n for the area at the Reserve, a Development of Regional Impact,
known as Parcel 6, PUD #1 @ the Reserve, the purpose of which is to increase the
acreage in Parcel 6 from 6.3 acres to 11.55 acres and increase the total number of
approved units from 40 units to 48 units, thereby decreasing the density of Parcel 6
from 6.35 du/acre tc 4.48 du/acre.
On February 18, 2£03, this Board continued the public hearing on the petition to the
March 4, 2003 Boar4 of County Commission meeting.
On March 4, 2003, this Board held a public hearing on the petition, after publishing a
notice of such hearing in the Ft. Pierce Tribune and notifying by mail all owners of
property within 500 eet of the subject property and continued the public hearing to the
April 1,2003 Board of County Commission meeting.

The proposed Major Adjustment is consistent with the goals, objectives and policies of
the St. Lucie County Comprehensive Plan.
The proposed Major Adjustment is consistent with the Final Development Order (last
revised through Resolution 99-143) for the Reserve, a Development of Regional
Impact.
The proposed Major Adjustment is consistent with the existing approved Preliminary
Planned Unit Development Site Plan for that portion of the Reserve, a Development of
Regional Impact, known as PUD #1 at the Reserve and does not represent a
substantial deviation from the original plan of development for this area.

The Development Review Committee has reviewed the site plan for this proposed
Major Adjustment and found it to meet all minimum technical requirements.
The proposed Major Adjustment is consistent with the general purpose, goals,
objectives and standards of the St. Lucie County Land Development Code, the St.
Lucie County Comprehensive Plan and the Code of Ordinances of St. Lucie County.
The proposed Major Adjustment will not have an undue adverse effect on adjacent
property, the character of the neighborhood, traffic conditions, parking, utility facilities
or other matters affecting the public health, safety and general welfare.
All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping and
screening.
FINAL SITE PLAN APPROVAL

notifying by mail all property owners within the Reserve Development and continued
the public hearing t¢ the April 1, 2003 Board of County Commission Meeting.
On April 1, 2003, this Board reconveved the public hearing for Parcel 6 @ the Reserve
(a/k/a Willow Pines)
The petitioner, Reserve Homes Ltd., L. P., is now seeking Final Planned Unit
Development site plan approval for a portion of the area within PUD #1 at the Reserve,
known as Parcel 6 @ the Reserve (a/k/a Willow Pines).
The Development Review Committee has reviewed the Final Planned Unit
Development site plan for the proposed project and found it to meet all technical
requirements and t3 be consistent with the future land use maps of the St. Lucie
County Comprehersive Plan, subject to the conditions set forth in Part E of this
Resolution.
The Development Review Committee has reviewed the Final Planned Unit
Development site p an for the proposed project and found it to be consistent with the
Preliminary Planned Unit Development plans for the area known as PUD #1 @ the
Reserve, subject to the conditions set forth in Part E of this Resolution.
The proposed project is consistent with the general purpose, goals, objectives and
standards of the St. Lucie County Land Development Code, the St. Lucie County
Comprehensive Plan, and the Code of Ordinances of St. Lucie County.
The proposed project will not have an undue adverse effect on adjacent property, the
character of the ngighborhood, traffic conditions, parking, utility facilities or other

The proposed project will be served by adequate public facilities and services.
The applicant has demonstrated that water supply; evacuation facilities and
emergency access are satisfactory to provide adequate fire protection.
A Certificate of Capacity, a copy of which is attached to this Resolution, was granted
by the Community Development Director on April 1, 2003.
NOW, THEREFORE, BE I- RESOLVED by the Board of County Commissioners of St. Lucie
County, Florida:
MAJOR ADJU$-MENT TO A PLANNED UNIT DEVELOPMENT
Pursuant to the Requirements of Section 11.02.05 of the St. Lucie County Land
Development Code the amended Preliminary Planned Unit Development Site Plan
referenced in Part A of Resolution 84-101 for the area known as PUD #1 @ the
Reserve, is hereby approved as shown on the site plan drawings prepared by Lawson,
Noble & Associates, Inc., dated 11-9-93 and last revised on 11-03-98 and date
stamped received by the St. Lucie County Community Development Director on 11-7-
02.
The specific Major Adjustment authorized through this Resolution to the Preliminary
Planned Unit Development Site plan for the Reserve PUD #1 are as follows:
Increase the acreage of Parcel 6 from 6.3 acres to 11.55 acres. The acreage
is being transferred from the Maintenance Tract within the project.
2. Increase the number of units from 40 to 48.
3. Decrease the overall density of Parcel 6 from 6.35 du/acre to 4.48 du/acre.
The property effect~=d by this amended Preliminary Planned Unit Development Site
Plan is described as follows:

All development activity in this parcel are subject to the applicable
requirements of the final development order for the Reserve, Development of
Regional Im3act, last revised through Resolution No. 98-100, and as may be
amended in :he future.
B. The property on which this site plan approval is being granted is described in Part C.
The approvals an¢ authorizations granted by this Resolution for the purpose of
obtaining building permits on this property, shall expire on April 1, 2004, unless the
developer has obtained a Final Plat approval for the site plan/subdivision described in
Part E or an extension has been granted in accordance with Section 11.06.06(B)(3),
St. Lucie County L~.nd Development Code. Unless otherwise addressed through the
projects final construction plans, all primary infrastructure work for this subdivision plat
shall be completed no later than April 1,2005.
The Final Planned Unit Development Site Plan/General Site Plan approval granted
under this Resolution is specifically conditioned to the requirement that the petitioner,
Reserve Homes L'd., L.P., including any successors in interest, shall obtain all
necessary development permits and construction authorizations form the appropriate
State and Federal regulatory authorities, including but not limited to; the United Stated
Army Corp of Engineers, the Florida Department of Environmental Protection, and the
South Florida Water Management District, prior to the issuance of any local building
permits of authorizations to commence development activities on the property
described in Part A.
The conditions set I'orth in Part E are an integral nonseverable part of the site plan
approval granted by this Resolution. If any condition set forth in Section E is
determined to be invalid or unenforceable for any reason and the developer declines to
comply voluntarily with that condition, the site plan approval granted by this resolution
shall become null and void.
A copy of this Reso ution shall be attached to the site plan drawings described in Part
E, which plan shall be placed on file with the St. Lucie County Community
Development Direct3r.
