OR BOOK 1659 PAGE 5§0 Recorded:O1/08/05 10:18 RESOLUTION 02-324 A RESOLUTION SUPPORTING THE EXISTING STRUCTURE OF THE ST. LUCIE METROPOLITAN PLANNING ORGANIZATION AND MARTIN COUNTY METROPOLITAN PLANNING ORGANIZATION WHEREBY THE MPO's REMAIN DESIGNATED AS TWO SEPARA-E ENTITIES WHEREAS, the St. Lucie Ceunty Board of County Commissioners has made the following determinations: The St. Lucie Metropolitan Planning Organization (MPO) is currently the designated and constituted body responsible for the urban transportation planning and programming process for the Ft. Pierce-Port St. Lucie Urbanized Area; and On May 1, 2002, the Bureau of the Census published in the Federal Register the new urbanized areas based upon the Year 2000 Census and a new national criteria for defining urbanized areas; and As a result of the new criteria for defining urbanized areas, the Fort Pierce and Stuart, Florida Urbanized Areas have now been combined into one entitled "Port St. Lucie Florida" Urbanized Area; and The new "Port St. Lucie Florida Urbanized Area", has been determined by the Bureau of the Census to have a Year 2000 urbanized area population of 270,774 and are now subject to the Transpodation Management Area designation; and Individually, under the Year 2000 Census, the old Fort Pierce and Stuart, Florida Urbanized Areas had populations less than 200,000; and The urbanized area designation and their official populations are required to be used to decide if an area has to have an MPO; if an MPO has to fulfill the requirements of a Transportation Management Area and used to divide federal planning and Surface Transportation Program funds; and The 2000 census desLcnation has resulted in an unintended consequences which may cause undo hardship o~ the continuing, coordinated and comprehensive transportation planning process, including mass transit services in the Port St. Lucie Urbanized Area; and As per federal and state laws, MPO designation or redesignation decisions require agreement by the Governor of the State of Florida; and 10. Federal and state laws governing the metropolitan transportation planning process provide for designation of one MPO for each urbanized area; and 11. Under federal and state laws, more than one MPO may be designated if the size and complexity of an existin(, metropolitan planning area warrant that course of action; and Resolution 02-324 December 17, 2002 Page 1 OR BOOK 1639 P~GE 351 12. After the 1990 Census, the Governor of the State of Florida agreed to the designation of three separate MPOs for the Tampa-St. Petersburg-Clearwater urbanized area, which consisted of two former urbanized areas that had merged and grown into another county; and 13. The historical and ~rojected growth patterns and size and complexity of the St. Lucie County and Martin County urbanized areas require that each should remain designated as two separate MPOs; and 14. The two separate S:. Lucie and Martin MPOs will continue to implement various regional coordination measures in keeping with their shared transportation planning responsibilities for one urbanized area; and 15. A~so as a result of the 2000 U.S. Census portions of the Vero Beach/Sebastian urbanized area in Indian River County encroach into northern St. Lucie County; and 16. The small portion of the Vero Beach/Sebastian urbanized area in northern St. Lucie County is in the current metropolitan panning area for the St. Lucie MPO; and 17. The historical practi~'e in the State of F~orida has been for existing MPOs in counties with small portions of urbanized areas to include them within their metropolitan planning area boundaries and transportation management area. NOW, THEREFORE I~E IT RESOLVED by the St. Lucie County Board of County Commissioners that: The St. Lucie Coun_y Board of County Commissioners encourages the Governor of the State of Florida anc the Treasure Coast State Legislative Delegation to provide for, and agree to, that the St. Lucie Metropolitan Planning Organization and the Martin County Metropolitan Planning Organization remain designated as two separate MPOs; and The St. Lucie Coun y Board of County Commissioners encourages the Governor of the State of Florida anc the Treasure Coast State Legislative Delegation to provide for, and agree to, that the Fortion of the Vero Beach/Sebastian urbanized area in northern St. Lucie County rema n in the St. Lucie Metropolitan Planning Organization metropolitan planning area boundary and in the Port St. Lucie urbanized area and transportation management area.
