AN ORDER GRANTING MINOR SITE
PLAN APPROVAL FOR THE PROJECT
TO 3E KNOWN AS FLORIDA POWER &
LIG -IT PEACOCK SUBSTATION
WHEREAS, the St. Lucie County Community Development Director has reviewed the
application for site plan approval submitted by Florida Power & Light Co. viewed the
comments of the St. Lucie County Development Review Committee on this application, and
made the following determinations:
A 8,862 square foo: substation consisting of 8,320 square feet of existing space
(Midway Road FP&L Service Center) and 542 square feet of proposed space (relay
vault) has been proposed for the project known as Florida Power & Light Peacock
Substation located at 9001 Midway Road.
The Development F eview Committee has reviewed the site plan for the proposed
project and found it -o meet technical requirements of the Land Development Code
and to be consistem with the St. Lucie County Comprehensive Plan.
The proposed project is consistent with the general purpose, goals, objectives, and
standards of the St. Lucie County Comprehensive Plan and the St. Lucie County
Land Development .3ode.
The proposed project will not have an undue adverse effect on adjacent property,
the character of the neighborhood, traffic conditions, parking, utility facilities, or other
matters affecting the public health, safety, and general welfare.
All reasonable steps have been taken to minimize any adverse effect of the
proposed project on the immediate vicinity through building design, site design,
landscaping, and screening.
The proposed project will be constructed, arranged, and operated so as not to
inter~ere with the development and use of neighboring property, in accordance with
applicable district regulations.
7. The proposed projest is to be served by onsite wells and septic systems.
The applicant has a)plied for and received a certificate of capacity, a copy of which
is attached to this order as Exhibit A, as required under Chapter V, St. Lucie County
Land Development Code.

NOW, THEREFORE, BE I'1' ORDERED:
Pursuant to Section 11.02.03 (A) (5) of the St. Lucie County Land Development
Code, the Final Site Plan for the project to be known as Florida Power & Light
Peacock Substatior, be, and the same is hereby, approved as shown on the site
plan drawings for the project prepared by Power Systems on April 1, 2003, and
received by the St. Lucie County Community Development Director on April 2, 2003
and Landscape Plan prepared by Power Systems on June 2, 2003 and received by
the St. Lucie Count'/Community Development Director on June 4, 2003, is being
granted for the property described as follows:
That portion of the northerly 1241.50 feet of the westerly 710.00 feet of the easterly 860.00
feet of the southeast one-quarter of Section 3, Township 36 South, Range 39 East, St. Lucie
County, Florida, Lying southerly of the State Road 712 and Canal No. 103 southerly right-of-
way line, as said right-of-way is shown on State Road 712 right-of-way map; Section No.
94530-2602, being more particularly described as follows:
Commencing at the northeasterly corner of the said Southeast one-quarter of Section 3; run
thence South 00 ° 10'41" West along the Easterly line of said Section 3, a distance of 1241.50
feet to a line parallel ,~'ith and 1241.50 feet southerly of, as measured at right angles to, the
northerly line of the said southeast one-quarter of Section 3; thence North 89059'24'' West
along said parallel line, a distance of 150.00 feet to the Point of Beginning of the herein
described pamel; thence continue North 89059'24'' West along said parallel line, a distance of
710.00 feet to a line parallel with and 860.00 feet westerly of, as measured at right angles to,
the said easterly line ef Section 3; thence North 00°10'41'' East along said parallel line, a
distance of 1197.52 feet to a point on the said southerly right-of-way line of State Road 712,
said point being in the arc of a curve concave northerly, having a radius of 2909.93 feet; a
radial line passing thrc ugh said point bears north 00°43'09" West; thence easterly along the
arc of said curve, subtending a central angle of 05 °51 '02", a distance of 297.13 feet to a line
parallel with and 25.00 feet southerly of, as measured at right angles to, the said northerly
line of the southeast o le-quarter of Section 3, said line being the said southerly right-of-way
line of Canal No. 103; ;hence South 89°59'24" East along said southerly right-of-way line, a
distance of 413.66 feet to a line parallel with and 150.00 feet westerly of, as measured at
right angles to, the said easterly line of Section 3; thence South 00°10'41" West along said
parallel line, a distance of 1216.50 feet to the Point of Beginning.

The approvals and authorizations granted by this Resolution for the purpose of
obtaining building p6 rmits on this property, shall expire on June 27, 2005, unless the
developer has obtained building permits for the site plan described in Part A or an
extension has been ;Iranted in accordance with Section 11.02.05, St. Lucie County
Land Development Code.

The Final Site Plan approval granted under this resolution is specifically conditioned
to the requirement that the petitioner, Florida Power & Light, including any
successors in interest, shall obtain ali necessary development permits and
construction author zations from the appropriate State and Federal regulatory
authorities, including but not limited to; the Florida Department of Environmental
Protection, and the South Florida Water Management District, prior to the issuance
of any local building permits of authorizations to commence development activities
on the property described in Part A.
A copy of this resolu'ion shall be attached to the site plan drawings described in Part
B, which plan shal be placed on file with the St. Lucie County Community
Development Director.
The certificate of capacity, attached as Exhibit A, shall be valid for the same period
as this order. If this order expires or otherwise terminates, the certificate of capacity
shall automatically terminate.
A copy of this Order shall be mailed, return receipt requested to the developer and
agent of record as identified on the site plan applications.
A copy of this Order shall be attached to the site plan drawings described in Section
B, which plan shall 3e on file with the St. Lucie County Community Development
Director.
This Order shall be recorded in the Public Records of St. Lucie County.
ORDER effective the 27th day of June 2003.
