Public Safety Coordinating Council April 26, ZOts Page 2 UPDATE by SLC Sherriff's Office- Captain Lawhorn on behalf of Major Tighe Captain Lawhorn reported the current population to be 1248 and the average daily population at 1239. An update to what Major Tighe announced at the last meeting regarding rolling out the Jail Management System has been postponed until )une. The Captain explain that too many issues were discovered that may have impacted the entire Criminal Justice System at this point. UPDATE by Criminal justice Coordinator -Roy Hudson Mr. Hudson announced that May 22"d there will be a ribbon cutting ceremony for the South County Drug Lab location, located at Lyngate and US Highway One. A study was done and Sixty Three Percent of our clients live south of Midway Road so it will help those that work down south and have to use the facility, to get back to their job without too much trouble. This will be beneficial to the court system as well. It will be started as a pilot program open three days a week but it may not take too long to become one of the busiest labs. The Okeechobee Lab is located inside the CORE probation building in Okeechobee and they run an estimated 5600 test a year. Mr. Colton asked Mr. Hudson if Okeechobee was running a Pretrial Release Program in which Mr. Hudson replied that St. Lucie County runs it. It was said there are about 25 to 30 people a week on the program. A proposal is into Martin County for Pretrial services and we are currently waiting to hear back from them. Mr. Colton raised the question, if we experienced the same situation after hearing other circuits having issues of having people seen for First Appearance Hearings within the first 24 hours of arrest per the rule. It was also noted, there was some "flack" from other areas of the state if there is a cut off time at the jail for someone to be put on the schedule and if it is not met, that person has to wait for the next First Appearance which is more than 24 hours. Captain Lawhorn explained that it happens on occasion, they stop and get all their paperwork done at the jail for 4:00 a.m. A few scenarios were given that could cause a delay or if someone arrived in at 4:30 a.m., that would be a factor. It turns out to be a small handful. Judge Yacucci added that he has not heard of any complaints. JUDICIAL UPDATE by Chief Judge Metsgers None Public Safety Coordinating Council April 26, 2018 Page 3 OLD BUSINESS - None NEW BUSINESS - A Presentation was given by New Horizons Staff, Dr. Deb Dreher Dr. Dreher is the Chief Financial Officer for New Horizons and is also a nurse. Dr. Dreher presented on Medication Assisted Treatment/Opioid Task Force. Dr. Dreher provided a handout on her presentation in "draft" form on the Treasure Coast Opioid Task Force Initial Strategic Plan (See attached). A flyer for Law Enforcement was also given out for a free training, "Understanding the Science and Treatment of Addiction. COMMentil — Commissioner Bonna arrived late due to another meeting running over. The Commissioner introduced himself after the presentation.
