Case No. 93800, Location of violation, 1020 Shorewinds Dr., Fort Pierce, FL, Property Owner, VSH Realty Inc.
Daniel Perez, Civil Engineer and representative for the property owner was sworn in by the Board's Secretary.
Officer Williams addressed the Chairman and Board and stated for the record, she is re -submitting one (1) photo dated
May 1, 2018 and one (1) photo dated June 4, 2018. She gave a detailed description of the photos submitted.
Officer Williams stated during her first inspection on January 16, 2018, she found the property in violation of Section
13.09.00, Exterior Property Maintenance Code, Section 302.7, Accessory Structures and Section 303.2, Property
Treatment, for the gas pumps that are deteriorating and need to be replaced. She noted this case was brought before
the May 2, 2018 Code Board and the Board continued the case to todays' meeting. She stated on May 3, 2018 a permit
was applied for but has not been issued due to pending review comments. She noted as of today the property is still
in violation as the pumps have not been replaced.
There was discussion among the Board, Staff and Mr. Perez on the violations and when they will be corrected.
Mrs. Monahan made a motion in reference to Case No. 93800 that the Code Enforcement Board makes the
following determination: After hearing the facts in this case, the testimony, and the recommendations of staff
with regard to the existence of a violation that we determine the violation in fact did occur and the alleged
violator committed the violation. An Order of Enforcement is warranted. If the Order of Enforcement is not
complied with by January 15, 2019, a fine of up to $250.00 per day may be imposed. A cost of $200.00 has been
imposed as the cost for prosecuting this case. Please take notice that on the 1st Wednesday of the month after
the date given for compliance, at 9:00 am or soon thereafter, as may be heard, a Fine Hearing will be held if
the violation is not abated by the given compliance date.

Companion Case No. 93800 and Case No. 93801 were heard together.

Case No. 93433, Location of violation, 5115 Orange Ave., Fort Pierce, FL, Contractor/Violator, Lloyd M.
Constant/Andros Roofing & Construction LLC. Lloyd M. Constant, the contractor was sworn in by the Board's
Secretary.
Officer Vargas Barrios addressed the Chairman and Board and stated for the record she is submitting one (1) photo
dated June 5, 2018 showing the flat roof.
Officer Vargas Barrios stated on December 6, 2017 a Notice of Violation was sent to Lloyd M. Constant with Andros
Roofing & Construction LLC to obtain a permit for the flat roof with a correction date of December 21, 2017.
Officer Vargas Barrios stated on March 22, 2018 a Notice to Appear was sent. She noted on April 24, 2018 a permit
has been applied for. She stated Staff has had communication with the contractor and explained ways to bring the
property into compliance. She noted as of June 6, 2018, the property remains without a permit, this is in violation of
St. Lucie County Land Development Code, 11.05.01, Building and Sign Permits.
There was discussion among the Board, Staff and Mr. Constant on the violation and when it will be corrected.
Mr. Currie made a motion in reference to Case No. 93433 that the Code Enforcement Board makes the
following determination: After hearing the facts in this case, the testimony, and the recommendations of staff
with regard to the existence of a violation that we determine the violation in fact did occur and the alleged
violator committed the violation. An Order of Enforcement is warranted. If the Order of Enforcement is not
complied with by August 1, 2018, a fine of up to $250.00 per day may be imposed. A cost of $200.00 has been
imposed as the cost for prosecuting this case. Please take notice that on the 1st Wednesday of the month after
the date given for compliance, at 9:00 am or soon thereafter, as may be heard, a Fine Hearing will be held if
the violation is not abated by the given compliance date.

Case No. 93991, Location of violation, 331 Emerald Ave., Fort Pierce, FL, Property Owners, Sabrina L. Blackburn
and Dwayne Phillips. There was no one present to represent the property owners.
Officer Moise addressed the Chairman and Board and stated there should be a letter requesting a continuation before
you.
Chairman Fogg asked Officer Moise is that the one that is in the hospital and she answered in the affirmative.
Mr. Currie made a motion in reference to Case No. 93991 that the Code Enforcement Board continue this case
to the Code Enforcement Board hearing on August 1, 2018.
Mr. Taylor seconded and the motion carried unanimously.
Case No. 93961, Location of violation, 4209 Charity Ln., Fort Pierce, FL, Property Owner, Charles Randolph. Charles
Randolph, the property owner was sworn in by the Board's Secretary.
Officer Moise addressed the Chairman and Board and stated for the record she is submitting four (4) photos dated
February 8, 2018, one (1) photo dated April 3, 2018, one (1) photo dated May 25, 2018 and one (1) photo dated June
4, 2018. She gave a detailed description of the photos submitted.
Officer Moise stated during her first inspection she found the property at 4209 Charity Ln. in violation of Section
7.10.14 (C), the commercial vehicle/equipment are not permitted in a residential district, Section 3.01.03 (J) the
commercial vehicle/equipment are not permitted in a residential district, Section 7.10.03, the chickens, roosters and
chicken coop must be removed from the property, barn yard animals are not allowed in a residential zone. She issued
a letter and gave a compliance date of February 26, 2018. She noted as of June 5, 2018 the property remains in
violation and she has had no contact with the owner.

There was further discussion among the Board, Staff and Mr. Randolph on the violations and when they will be
corrected.
Mrs. Monahan made a motion in reference to Case No. 93961 that the Code Enforcement Board makes the
following determination: After hearing the facts in this case, the testimony, and the recommendations of staff
with regard to the existence of a violation that we determine the violation in fact did occur and the alleged
violator committed the violation. An Order of Enforcement is warranted. If the Order of Enforcement is not
complied with by September 14, 2018, a fine of up to $250.00 per day may be imposed. A cost of $200.00 has
been imposed as the cost for prosecuting this case. Please take notice that on the 1st Wednesday of the month
after the date given for compliance, at 9:00 am or soon thereafter, as may be heard, a Fine Hearing will be held
if the violation is not abated by the given compliance date.

Case No. 88553, Location of violation, 3504 Avenue I, Fort Pierce, FL, Property Owner, Jimmie Collins. There was
no one present to represent the property owner.
Officer Moise addressed the Chairman and Board and stated before you there should be a letter requesting a
continuation from Tina Wilson.
Chairman Fogg stated unfortunately Mr. Collins has passed away and this is from his daughter.
Mrs. Monahan made a motion in reference to Case No. 88553 that the Code Enforcement Board continue this
case to the Code Enforcement Board hearing on August 1, 2018.
Mr. Murdock seconded and the motion carried unanimously.
Case No. 93843, Location of violation, 5000 Feeder Rd., Fort Pierce, FL, Property Owner, Sunshine Real Estate
Holdings LLLP. Elizabeth Lungo, representative for the property owner was sworn in by the Board's Secretary.
Officer DiFrancesco addressed the Chairman and Board and stated for the record, she is submitting a total of five (5)
photos, one (1) dated July 6, 2017 taken by the property appraiser office, two (2) dated January 24, 2018 and two (2)
dated May 29, 2018. She gave a detailed description of the photos submitted.
Officer Difrancesco stated she found 5000 Feeder Rd. to be in violation of 11.05.01, to obtain a building permit for
the car wash renovations. On January 26, 2018 she issued a Notice of Violation letter and gave a compliance date of
February 12, 2018. She stated she has had contact with representatives of the owner, Sunshine Real Estate Holdings
LLLP and explained the ways to remedy the violation. She sated they are here to ask the Board for more time for the
permit to be issued and as of June 6, 2018 the property does remain in violation.
There was discussion among the Board, Staff and Ms. Lungo on the violation and when it will be corrected.
Mr. Murdock made a motion in reference to Case No. 93843 that the Code Enforcement Board makes the
following determination: After hearing the facts in this case, the testimony, and the recommendations of staff
with regard to the existence of a violation that we determine the violation in fact did occur and the alleged
violator committed the violation. An Order of Enforcement is warranted. If the Order of Enforcement is not
complied with by August 15, 2018, a fine of up to $250.00 per day may be imposed. A cost of $200.00 has been
imposed as the cost for prosecuting this case. Please take notice that on the 1st Wednesday of the month after
the date given for compliance, at 9:00 am or soon thereafter, as may be heard, a Fine Hearing will be held if

Larry Zimmerman, representative for the property owner was sworn in by the Board's Secretary.

Officer DiFrancesco addressed the Chairman and Board and stated for the record, she is submitting a total of six (6)
photos, three (3) photos dated February 15, 2018 and three (3) photos dated June 5, 2018. She gave a detailed
description of the photos submitted.
Officer DiFrancesco stated she found 8004 Penny Ln. to be in violation of Section 38-26, for outside storage and
13.00.01, Section 1010.1.4.5, for hurricane shutters on the residence. On February 16, 2018 she issued a Notice of
Violation letter and gave a compliance date of March 5, 2018. She stated she has had contact with the owner Larry
and explained the ways to remedy the violation. She stated he are here to ask the Board for more time to correct the
violations and as of June 5, 2018 the property remains in violation.
There was discussion among the Board, Staff and Mr. Zimmerman on the violations and when they will be corrected.
Mr. Taylor made a motion in reference to Case No. 94091 that the Code Enforcement Board makes the
following determination: After hearing the facts in this case, the testimony, and the recommendations of staff
with regard to the existence of a violation that we determine the violation in fact did occur and the alleged
violator committed the violation. An Order of Enforcement is warranted. If the Order of Enforcement is not
complied with by August 15, 2018, a fine of up to $250.00 per day may be imposed. A cost of $200.00 has been
imposed as the cost for prosecuting this case. Please take notice that on the 1st Wednesday of the month after
the date given for compliance, at 9:00 am or soon thereafter, as may be heard, a Fine Hearing will be held if

Group LLC. Anika Howell, business owner/property owner was sworn in by the Board's Secretary.
Officer DiFrancesco addressed the Chairman and Board and stated for the record she is submitting a total of six (6)
photos, an aerial photo taken in 2014, a google image photo dated November 2016, one (1) dated February 5, 2018,
one (1) dated April 24, 2018, one (1) dated May 29, 2018 and one (1) dated June 4, 2018. She gave a detailed
description of the photos submitted.
Officer DiFrancesco stated she found 3001 N US Hwy.l to be in violation of Section 42-103, for no issued business
tax receipt, Section 11.05.00, for no issued zoning compliance, and Section 11.05.01, to obtain a building permit for
the porch/overhang. On January 31, 2018 she issued a Notice of Violation letter and gave a compliance date of
February 13, 2018. She has had contact with the owner, Anika, and explained the ways to remedy the violation. She
noted Anika is here to ask the Board for more time and as of June 6, 2018 the property remains in violation.
There was discussion among the Board, Staff and Anika Howell on the violations and when they will be corrected.

Case No. 93981, Location of violation, 368 Silverstream Circle, Fort Pierce, FL, Property Owner, Ridgecrest Mobile
Home Park LLC. Doug Peterson, the property owner was sworn in by the Board's Secretary.
Officer DiFrancesco addressed the Chairman and Board and stated for the record, she is submitting a total of thirteen
(13) photos dated November 7, 2017. She gave a detailed description of the photos submitted.
Officer DiFrancesco stated she found 368 Silverstream Circle to be in violation of 11.05.01, to obtain a building permit
for the plywood installed and replaced shower valve, 13.08.01, Section 604.3, Electrical System Hazards, 13.08.01,
Section 305, mold and mildew on the interior of the structure, missing ceiling panels and insulation, broken or rotten
door and window frames, 13.08.01, Section 304, for the roof leak and the exterior windows and doors in disrepair,
Section 38-26, for outside storage, 13.09.00, Section 303.2, mold and mildew on the exterior of the structure. On
February 8, 2018 she issued a Notice of Violation letter and gave a compliance date of February 22, 2018. She has
had contact with representatives of the owner Ridgecrest along with the contractor, Innovation Contracting and
explained the ways to remedy the violation. She noted they are here to ask the Board for more time to correct the
violations and as of June 6, 2018 the property remains in violation.
There was discussion among the Board, Staff and Mr. Peterson on the violations and when they will be corrected.
Mrs. Monahan made a motion in reference to Case No. 93981 that the Code Enforcement Board makes the
following determination: After hearing the facts in this case, the testimony, and the recommendations of staff
with regard to the existence of a violation that we determine the violation in fact did occur and the alleged
violator committed the violation. An Order of Enforcement is warranted. If the Order of Enforcement is not
complied with by August 15, 2018, a fine of up to $250.00 per day may be imposed. A cost of $200.00 has been
imposed as the cost for prosecuting this case. Please take notice that on the 1st Wednesday of the month after
the date given for compliance, at 9:00 am or soon thereafter, as may be heard, a Fine Hearing will be held if
the violation is not abated by the given compliance date.

Case No. 94250, Location of violation, 5007 Sanibel Ave., Fort Pierce, FL, Property Owners, Jerry L. and Julie E.
Smith. Jerry Smith, the property owner was sworn in by the Board's Secretary.

Officer Goycochea addressed the Chairman and Board and stated for the record she is submitting eight (8) photos,
three (3) photos dated March 3, 2018, two (2) photos dated April 17, 2018 taken by Officer DiFrancesco, one (1)
photo dated May 25, 2018 taken by Officer DiFrancesco and also two (2) photos taken June 4, 2018 also taken by
Officer DiFrancesco. She gave a detailed description of the photos submitted.
Officer Goycochea stated on March 3, 2018, she inspected the property at 5007 Sanibel Ave. and found it in violation
of Section 13.08.01, Section 304, Exterior Structure, to please repair the roof. She issued a letter on March 8, 2018
with a compliance date of March 22, 2018. On March 15, 2018 she spoke with Jerry Smith and he stated that he has
purchased the shingles and is unable to get a contractor to repair the roof. She stated he was currently in Jacksonville
and had hip replacement surgery and she did give him an extension. She noted after receiving no further
communication she issued a certified Notice to Appear letter for the June 6, 2018 Code Board meeting and as of June
6, 2018 the property is still in violation and he is here to ask for more time.
There was discussion among the Board, Staff and Mr. Smith on the violation and when it will be corrected.

Building and Sign Permits, to please obtain a permit for the exterior door and window and to obtain a permit for the
shed. She issued a letter on January 23, 2018 with a compliance date of February 6, 2018. She stated after getting no
compliance, she issued a certified Notice to Appear letter for the June 6, 2018 Code Board meeting and as of June 4,
2018 the property is still in violation.

completely enclosed with a fence or wall at least four (4) feet high. She issued a letter on February 12, 2018 with a
compliance date of February 26, 2018. She noted after getting no compliance she issued a certified Notice to Appear
letter for the June 6, 2018 Code Board meeting. She stated Staff has had no contact with the property owner and as
of June 4, 2018 the property is still in violation.

dated March 21, 2018 taken by Aimee Cooper from the Environmental Resource Department showing that there were
trees taken down without a permit and she is also submitting one (1) photo dated March 22, 2018 showing the Stop
Work Order she issued and posted on that date. She gave a detailed description of the photos submitted.
Officer Brubaker stated during her first inspection she found the property on Easy St. to be in violation of Section
11.05.06, for removing trees without a permit. She issued a letter and gave a compliance date of April 5, 2018. She
stated on March 23, 2018 Mr. Schall came in about the Stop Work Order and she walked him down to the
Environmental Resource Department and he spoke with Aimee Cooper regarding the tree removal permit. She noted
as of June 5" there has been no permit issued and Mr. Schall is here to explain.

Officer Vargas Barrios addressed the Chairman and Board and stated for the record she is submitting a copy of the
inspection card showing permit 1108-0021 is expired.
Officer Vargas Barrios stated on December 6, 2017 a Notice of Violation was sent to JP Morgan Chase Bank NA
Assoc. the property owner listed for 130 SE Entrada Ave., to reactivate permit 1108-0021 for the roof with a correction
date of December 20, 2017. On May 08, 2018 a Notice to Appear was sent. She stated Staff has had communication
with Mr. Newmark the representative for JP Morgan Chase and explained ways to bring the property into compliance.
She noted as of June 6, 2018, the permit remains expired, this is in violation of St. Lucie County Land Development
Code, 11.05.01 A (2)a, Time Limitations of a Building Permit.
Mr. Coudret addressed the Board and stated he is not for the bank he is the contractor, Advanced Roofing and they
have submitted a Change of Contractor form. He stated they are just trying to close out the permit, they did not install
the roof, but they do currently have the contract for repairs and such and are trying to close out the contract. He stated
they submitted the Change of Contractor and they were told that they need to open a new permit.
Chairman Fogg stated so you are talking maybe a ninety day time frame to get this all done.

found in violation of St. Lucie County Land Development Code, 11.05.01, Building and Sign Permits, for not having
a permit for the columns. Both the contractor and the property owner were present. The Board gave until May 2,
2018 to bring the property into compliance. She stated on April 17, 2018 a revocable license agreement to allow the
columns to be on the right-of-way was issued to the property owner from St. Lucie County, but a building permit is
still required for the columns. She stated as of June 6, 2018 a permit for the columns have not been issued therefore
the property remains in violation.

Officer Vargas Barrios stated this case was brought before the Code Enforcement Board February 7, 2018 and was
found in violation of St. Lucie County Land Development Code, 11.05.01, Building and Sign Permits, for not having
a permit to install the mobile home. The property owner Mr. Cody Danks with Atlantic Auto Pawn LLC was present.
The Board gave a compliance date of May 2, 2018. She stated as of June 6, 2018 a permit to install the mobile home
has not been issued therefore the property remains in violation.
There was discussion among the Board, Staff and Ms. Edgerly on the timeline on correcting the violation.
Mr. Currie recused himself from this case.
Mrs. Monahan made a motion in reference to Case No. 91028 that the Code Enforcement Board makes the
following determination: After hearing the facts in the case, the testimony, and the report of staff that the
violation still exists, after considering the gravity of the violation, the actions if any taken by the violator to
correct the violation and any previous violations, we make the following determination: A fine of $250.00 per
day shall be imposed for each day the violation exists starting June 29, 2018 with a maximum fine not to exceed
$5,000.00.

Case No. 93215, Location of violation, 5004 Sanibel Ave. Apt. C, Fort Pierce, FL, Property Owner, Saar Hayat. Saar
Hayat, the property owner was sworn in by the Board's Secretary.

Officer Brubaker addressed the Board and stated for the record she is re -submitting one (1) photo dated March 6, 2018
showing that there was a tub leak and the drywall needing to be repaired, she also submitted two (2) photos dated June
4, 2018 showing the drywall repaired and the tub leak is fixed.
Officer Brubaker stated this case this property was found in violation at the March 2018 Code Board meeting for
Section 13.08.01, Section 504, Plumbing Fixtures, to repair the leak and Section 13.08.01, Section 305, Interior
Structure, to replace and repair the wet drywall. The Board gave a compliance date of May 2, 2018. On June 4, 2018
the owner was able to meet Staff at the property and the case abated, it was in violation for thirty-two (32) days.

following determination: After hearing the facts in the case, the testimony, and the report of staff with regard
to the existence of a violation, that we determine the violations have been abated and no fine is imposed.

Case No. 92970, Location of violation, 6703 Deleon Ave., Fort Pierce, FL, Property Owner, Patricia May. There was
no one present to represent the property owner.
Officer DiFrancesco addressed the Board and stated for the record she is re -submitting a total of four (4) photos, two
(2) dated October 13, 2017 two (2) dated March 5, 2018 and submitting two (2) photos dated June 6, 2018. She gave
a detailed description of the photos.
Officer DiFrancesco stated this case was brought to the March 2018 Code Board found in violation 13.09.00, Section
302.7, for exterior property maintenance of an accessory structure. The Board gave a compliance date of May 15,
2018. She stated she has had contact with the property owner Ms. May and explained the ways to remedy the violation.
She stated Ms. May had planned to be here today but she received and email this morning prior to the meeting stating
she was unable to meet the community bus. She stated to her knowledge per her discussions with Ms. May she has
gone through a few different contractors, she is not going to remove the fence and at this point is saying that she is
doing it herself.
There was discussion among the Board and Staff on the violation.
Mr. Murdock made a motion in reference to Case No. 92970 that the Code Enforcement Board continue this
case to the Code Enforcement Board hearing on September 5, 2018.

Case No. 92517, Location of violation, 5908 Fort Pierce Blvd., Fort Pierce, FL, Property Owners, Rocio Ribeiraud
and Manuel Ribeiro. Rocio Ribeiraud, the property owner was sworn in by the Board's Secretary.
Officer DiFrancesco addressed the Board and stated for the record she is re -submitting a total of three (3) photos, one
(1) dated October 12, 2017, showing the outside storage and two (2) dated March 6, 2018, and submitting six new
photos, four (4) dated May 16, 2018 and two (2) dated June 4, 2018.
Officer DiFrancesco stated this case was brought to the March 2018 Code Board and found to be in violation of
Section 38-26, for outside storage. The Board gave a compliance date of May 15, 2018. She stated she has had contact
with the property owners and explained the ways to remedy the violation. She noted they are here to ask the Board
for more time and as of June 6, 2018 the property remains in violation.

38-97, for excessive overgrowth as no one was present to represent the property. The Board gave a default compliance
date of May 4, 2018. She stated she has had no contact with the property owner. She stated the property did come
into compliance as of May 22, 2018, a total of seventeen (17) days in violation so as of May 22, 2018 the property is
in compliance.

Officer Moise stated at the April 4, 2018 meeting, the property owner was not present and the Board found the property
in default for Section 11.05.01, Building and Sign Permits, please obtain a permit for the work being done. The Board
gave a compliance date of May 4, 2018. She stated she has had no contact with the owner but she has been in contact
with the owner's brother but as of June 5, 2018 the property remains in violation. She stated there was a permit that
was filed for back in December 21, 2017 and it is still pending in the system. She stated as of today we are waiting
on a response to the review comments from the owner.

XIII. OTHER BUSINESS: There was discussion among the Board and Staff on Fine Reduction Hearings and the Fine
Reduction Report they received last month. Chairman Fogg stated Officer Williams has put together a report on the
people that have more than one fine on property or properties. He stated in the future on Fine Reduction Hearing
there is going to be the information if there are prior fines that will help the Board make a better decision on fine
reductions. Officer Williams informed the Board that from now on she is going to provide the Board with the
information on any prior cases on that property or any cases on the person requesting the fine reduction.
