CALL TO ORDER
Commissioner Bonna called the meeting to order at 3:30 p.m. in Conference Rm 3 2300 Virginia
Avenue, Fort Pierce, Florida.

The minutes from April 26, 2018 were unanimously approved.

UPDATE by SLC Sherriff’s Office- Major Tighe
Major Tighe reported the count at 1245 and the daily population for the year was 1260.
Commissioner Bonna was able to attend the last Substance Abuse Graduation at the jail.
The Program had 459 participants and 67 graduates this past year. Major Tighe reported for
each inmate who participates in the Substance Abuse Program equals a one million dollar
savings. This year there were 234 participants with 27 who graduated.
Mental illness continues to be of great concern as there were 550 inmates on average who
received psychotropic medications in FY 16/17. In FY 17/18 there were 534 which does not show
much improvement.
Sheriff Mascara spoke about a Volunteer Program that the Jail has which consists of 350
volunteers and each year they have a Clergy Appreciation Luncheon. Commissioner Bonna was
invited to attend and he graciously accepted the invitation.
UPDATE by Criminal Justice Coordinator-Roy Hudson
Mr. Hudson gave a brief update on the South County Lab located at Lyngate and US1 in Port
St. Lucie. This location helps folks save time travel they would face when trying to get to the
downtown FP Lab in the courthouse and make it back to their south county job. This is especially
helpful if they have to report a few times a week for random drug testing while retaining
employment.
A topic of discussion for our future meeting was brought up concerning the County’s budget and
the possible 8 million dollar short fall that could happen if Amendment One passes in November.
The County Administrator Howard Tipton asked Mr. Hudson to speak to the Criminal Justice
players to begin to prepare for that possibility and think of ways to perhaps alleviate the jail
population. There was a brief discussion regarding ideas Pretrial may be beneficial and the
possibility of expanding its use once understanding further stipulations and/or concerns from
some of the members at the table. The discussion was tabled for our meeting in January 2019.
JUDICIAL UPDATE by Myra Zilahy for Chief Judge Metzger:
Myra Zilahy reported that the Judicial Assignments would be done and announced in the Fall.
