NARRATION SUMMARY:
On the above date and time I was dispatched to 6905 Belleair Ave. Fort Pierce, FL 34951 to determine the origin
and cause of a residential structure. Upon arrival I made contact with Incident Commander ACO Daren Torok
and was informed of the situation. ACO Torok stated that crews arrived to find the front door of the structure
open and no visible flames present. ACO Torok stated E-7 was the first arriving crew and was dispatched priority
3 as a non emergency fire. Upon entrance into the structure, ACO Torok stated no visible flames were present
throughout the entire inside of the structure but moderate smoke was present. ACO Torok stated his crew
ventilated the structure, checked for extension, overhauled the structure, and notified dispatch to call for a
investigator. I met with the occupant of the residence Mr. O'Connell, who stated he was at Winn Dixie, CVS, and
Vero Beach Staples at the time of the fire and doesn't know what happened. Mr. O'Connell states the home is his
deceased mother's home ,but it is currently in a trust. Mr. Hall stated the home is his and doesn't know if there is
insurance or any other coverage of contents.
SCENE DESCRIPTION:
The structure was a single story residential wood frame with wood siding. The structure had a asphalt shingle
roof and lies in a North to South plane with the front door facing North. Photographs were take at this time.
SCENE EXAMINATION:
The weather at the time of the fire was a clear night with light winds from the south. The exterior examination
began by walking the perimeter looking for any containers or other items related to the fire. None were found.
The exterior examination of the structure began at the front door ( North side) and continued in a clockwise
motion. The front exterior of the structure had no smoke damage as well as the entire structure on all four sides at
the eve level. The interior examination of the structure also began at the front door (North side) and continued in
a clockwise motion. The interior front of the structure had moderate to heavy smoke damage as well as the entire
inside of structure on all four sides. Proceeding into the front foyer, it was noted that two gasoline containers
were found on the floor. The gas cans were handled by me for the inspection of gasoline and placed back on the
floor. Mr. O' Connell was asked why gasoline containers were inside the house and he stated that he doesn't know
why. He stated someone must of got them out of the back shed and brought them inside. I asked Mr. O'Connell if
someone is trying to hurt him or made any threats and he stated no one has. Proceeding to the bedroom on the B
Side of the structure, a strong smell of fuel was noted in this area at the floor level all the way to the top of the
ceiling. This area received the heaviest amount of damage and was the area of origin. Pulling back the carpet
revealed pour patterns on the concrete in this area. The kitchen and dining room received heavy smoke damage
but no visible flame contact. Proceeding into the bedroom on the C Side of the structure, the entrance was
blocked by a bookcase and was move to gain entry. Inside the bedroom minimal smoke damage was noted and no
other signs of fire was noted. Proceeding into the garage, the examination of the breaker panel revealed breakers
8, 14, and 20 were tripped. The panel was labeled but was illegible to read to see what breakers serviced the areas
of the house (refer to pictures). At this time, dispatch was notified to contact State Fire Marshal and St. Lucie
County Sheriffs Office for assistance. State Detective Scott Bresalier arrived on scene and was briefed on the
situation. At this time, I turned the scene over to Detective Breslier assisted him with photos, the collection of
evidence, and the recreation of the scene with the St.Lucie County Sheriffs Office.
CONCLUSION:
Based on the examination of the scene, the information available, and the information from Engine Ts crew this
fire is incendiary in nature. The area of origin was floor area next to bedroom on B Side of structure . The cause
of the fire was the ignition of fuel. This case is considered closed but additional supplements or information may
be added at anytime.
