The Code Enforcement Board meeting was called to order at 9:05 a.m., by Mr. Ralph Fogg.

Chairman Fogg stated at this time we have election of officers for the Chairman and Vice -Chair of the Code Board.
Mr. Currie made a motion to re-elect Mr. Fogg as Chairman.
There were no other nominations.
Mr. Murdock seconded the motion and the motion carried.
Mr. Currie made a motion to re-elect Mrs. Monahan as Vice-Chairman.
There were no other nominations.

Case No. 94422, Location of violation, 5069 Margaret Ann Ln., Fort Pierce, FL, Property Owner, Leah Phillips.
There was no one present to represent the property owner .
Officer Vargas Barrios addressed the Chairman and Board and stated the property owner has applied for a variance
and it is scheduled to go before the Board of Adjustment on February 27, 2019 and Staff is requesting the case be
continued to the April 3, 2019 Code Enforcement Board meeting.
Mrs. Monahan made a motion in reference to Case No. 9 4422 that the Code Enforcement Board continue this
case to the Code Enforcement Board hearing on April 3, 2019.
Mr. Taylor seconded and the motion carried unanimously.
Case No. 94805, Location of violation, 7017 Gullotti Pl., Port St. Lucie, FL, Property Owner, Diane Soldevilla (TR).
There was no one present to represent the property owner .
Officer Brubaker addressed the Chairman and Board and stated this case is also going to the Board of Adjustment on
February 27, 2019 and Staff is requesting a continuation of this case to the April 3, 2019 Code Enforcement Board
meeting.
Mrs. Monahan made a motion in reference to Case No. 94805 that the Code Enforcement Board continue this
case to the Code Enforcement Board hearing on April 3, 2019.
Mr. Taylor seconded and the motion carried unanimously.
Case No. 96606, Location of violation, 2008 N 43rd St., Fort Pierce, FL, Property Owner, Willie Hunt. Willie Hunt,
the property owner was sworn in by the Board’s Secretary.
Officer Moise addressed the Chairman and Board and stated for the record she is two (2) photos dated October 16,
2018, one (1) photo dated November 19, 2018 and two (2) photos dated February 4, 2019. She gave a detailed
description of the photos presented.
Officer Moise stated during her first inspection she found the property located at 2008 N 43rd St. in violation for
Section 38-24, to remove the vehicle from the county’s right of way, Section 13.09.00, Exterior Property Maintenance,
Section 302.7, to repair or remove the damaged fence. She issued a letter and gave a compliance date of October 16,
2018. She stated she has had contact with the owner and they discussed ways to correct the violation. She noted as
of February 5, 2019 the property remains in violation
There was discussion among the Board, Staff, and Willie Hunt on the violations and when they will be corrected.
Mr. Currie made a motion in reference to Case No. 96606 that the Code Enforcement Board makes the
following determination: After hearing the facts in this case, the testimony, and the recommendations of staff
with regard to the existence of a violation that w e determine the violation in fact did occur and the alleged
violator committed the violation. An Order of Enforcement is warranted. If the Order of Enforcement is not
complied with by April 30, 2019, a fine of up to $250.00 per day may be imposed. A cos t of $200.00 has been
imposed as the cost for prosecuting this case. Please take notice that on the 1st Wednesday of the month after

the date given for compliance, at 9:00 am or soon thereafter, as may be heard, a Fine Hearing will be held if
the violation is not abated by the given compliance date.

Case No. 96848, Location of violation, 8795 Jay Garden Ln., Fort Pierce, FL, Property Owner, Kelly Goodin. Michael
Thomas, representative for the property owner was sworn in by the Board’s Secretary.
Officer Moise addressed the Chairman and Board and stated for the record she is submitting one (1) photo dated
October 23, 2018 and one (1) photo dated February 4, 2019. She gave a detailed description of the photos presented.
Officer Moise stated during her first inspection she found the property located at 8795 Jay Gardens Ln. in violation of
Section 11.05.01, to obtain a permit for the new fence. She issued a letter and gave a compliance date of November
22, 2018. She has had no contact with owner, however, she has been in contact with a gentleman by the name of
Michael who resides at the property and they have discussed ways to correct the violation. She noted as of February
5, 2019 the property remains in violation.
There was discussion among the Board, Staff, and Michael Thomas on the violation and when it will be corrected.
Mr. Taylor made a motion in reference to Case No. 96848 that the Code Enforcement Board makes the
following determination: After hearing the facts in this case, the testimony, and the recommendations of staff
with regard to the existence of a violation that we determine the violation in fact did occur and the alleged
violator committed the violation. An Order of Enforcement is warranted. If the Order of Enforcement is not
complied with by April 30, 2019, a fine of up to $250.00 per day may be imposed. A cost of $200.00 has been
imposed as the cost for prosecuting this case. Please take notice that on the 1st Wednesday of the month after
the date given for compliance, at 9:00 am or soon thereafter, as may be heard, a Fine Hearing will be held if
the violation is not abated by the given compliance date.

Case No. 95840, Location of violation, 376 Gasparilla Ave., Port St. Lucie, FL, Property Owner, Quisqueya STD
LLC. Al Quisqueya, representative for the property owner was sworn in by the Board’s Secretary.
Officer Goycochea addressed the Chairman and Board and stated for the record she is submitting three (3) photos,
one (1) dated August 2, 2018, one (1) dated December 14, 2018 and one (1) dated February 5, 2019 . She gave a
detailed description of the photos presented.
Officer Goycochea stated on August 2, 2018, she inspected the property at 376 Gasparilla Ave. and found it in violation
of Section 13.08.01, of the Land Development Code, Section 304, Exterior Structure, to please repair the roof. She
issued a letter on August 3, 2018 with a compliance date of August 17, 2018. She stated on August 10, 2018, Staff
spoke with the property owner Jose Salcedo and he stated he was waiting on insurance money to make the necessary
repairs. She stated after receiving no further communication, she issued a certified Notice to Appear letter for the
February 6, 2019 Code Board meeting. She noted as of February 5, 2019, the property is still in violation.
There was discussion among the Board, Staff, and Al Quisqueya on the violation and when it will be corrected.
Mr. Murdock made a motion in reference to Case No. 9 5840 that the Code Enforcement Board makes the
following determination: After hearing the facts in this case, the testimony, and the recommendations of staff
with regard to the existence of a violation that we determine the violation in fact did occur and the alleged
violator committed the violation. An Order of Enforcement is warranted. If the Order of Enforcement is not
complied with by May 2, 2019, a fine of up to $250.00 per day may be imposed. A cost of $200.00 has been
imposed as the cost for prosecuting this case. Please take notice that on the 1st Wednesday of the month after
the date given for compliance, at 9:00 am or soon thereafter, as may be heard, a Fine Hearing will be held if
the violation is not abated by the given compliance date.

Case No. 96204, Location of violation, 6406 Oleander Ave., Fort Pierce, FL, Property Owner, Michael A. Tracey.
There was no one present to represent the property owner .
Officer Goycochea addressed the Chairman and Board and stated there is a letter from the property owner who is
requesting a continuation to the March 6, 2019 Code Board meeting
Mrs. Monahan made a motion in reference to Case No. 96204 that the Code Enforcement Board continue this
case to the Code Enforcement Board hearing on March 6, 2019.
Mr. Pancoast seconded and the motion carried unanimously.
Officer Williams addressed Chairman Fogg and stated we have two walk-ins that came late page 3, #3 and page
9, #14.
Case No. 95441, Location of violation, 2319 Dyer Rd., Port St. Lucie, FL, Property Owner, Cosa Nostra Investments
LLC. Anthony Iania, representative for the property owner was sworn in by the Board’s Secretary.
Officer Goycochea addressed the Chairman and Board and stated for the record she is submitting four (4) photos d ated
June 26, 2018 and two (2) photos dated January 25, 2019. She gave a detailed description of the photos.
Officer Goycochea stated on June 26, 2018, she inspected the property at 2319 Dyer Rd. and found it in violation of
Section 8.01.00, Home Occupation, to cease running a business from the property, which is in violation of the Home
Zoning Compliance that was issued on February 23, 2018 , for phone and office use only, Section 11.05.01, Building
Without a Permit, to please obtain a fence permit and Section 3.01.03, to please remove the cargo container/office
trailer from the property, as it is not allowed in RM -5 (Residential Multi-Family) zoning. She issued a Notice of
Violation letter on June 29, 2018 with a compliance date of July 13, 2018. She stated after getting no compliance, she
issued a certified Notice to Appear letter for the November 7, 2018 Code Board meeting. She stated the case was
continued to the February 6, 2019 Code Board meeting and as of February 5, 2019 the property is still in violation.
There was discussion among the Board, Staff, and Anthony Iania on the violations and when they will be corrected.
Mr. Murdock made a motion in reference to Case No. 95441 that the Code Enforcement Board makes the
following determination: After hearing the facts in this case, the testimony, and the recommendations of staff
with regard to the existence of a violation that we determine the violation in fact did occur and the alleged
violator committed the violation. An Order of Enforcement is warranted. If the Order of Enforcement is not
complied with by April 15, 2019, a fine of up to $250.00 per day may be imposed. A cost of $200.00 has been
imposed as the cost for prosecuting this case. Please take notice that on the 1st Wednesday of th e month after
the date given for compliance, at 9:00 am or soon thereafter, as may be heard, a Fine Hearing will be held if
the violation is not abated by the given compliance date.

Case No. 96350, Location of violation, 3404 Sloan Rd., Fort Pierce, FL, Property Owner, Melissa B Clifford. Melissa
B Clifford, the property owner was sworn in by the Board’s Secretary.
Officer Moise addressed the Chairman and Board and stated for the record she is submitting one (1) photo dated
September 19, 2018, one (1) photo dated October 4, 2018 and two (2) photos dated February 4, 2019. She gave a
detailed description of the photos.
Officer Moise stated during her first inspection she found the property located at 3404 Sloan Rd. in violation for
Section 38-97, for overgrowth. She issued a letter and gave a compliance date of October 4, 2018. She stated she has
had no contact with the owner and as of February 5, 2019 the property remains in violation.
There was discussion among the Board, Staff, and Melissa B Clifford on the violation and when it will be corrected.

Mr. Murdock made a motion in reference to Case No. 9 6350 that the Code Enforcement Board makes the
following determination: After hearing the facts in this case, the testimony, and the recommendations of staff
with regard to the existence of a violation that we determine the violation in fact did occur and the alleged
violator committed the violation. An Order of Enforcement is warranted. If the Order of Enforcement is not
complied with by March 7, 2019, a fine of up to $250.00 per day may be imposed. A cost of $200.00 has been
imposed as the cost for prosecuting this case. Please take notice that on the 1st Wednesday of the month after
the date given for compliance, at 9:00 am or soon thereafter, as may be heard, a Fine Hearing will be held if
the violation is not abated by the given compliance date.

Mr. Taylor made a motion in reference to the cases read into the record that the Code Enforcement
Board enter an Order of Finding against the violator finding the violator in default and if the violator does not
appear to contest the violations against him/her that the Board adopt the recommendation of staff as set forth
on the agenda.
Mr. Murdock seconded and the motion carried unanimously.
X. FINE HEARING:
Case No. 93858, Location of violation, 3001 N US Hwy. 1, Fort Pierce, FL, Property Owner, A and D Holding Group.
There was no one present to represent the property owner .
Officer DiFrancesco addressed the Board and stated for the record, she is re-submitting one (1) photo dated February
14, 2018 and submitting one (1) new photo dated February 4, 2019. She gave a detailed description of the photos
presented.
Officer DiFrancesco stated this case was brought to the June 2018 Code Board meeting and found in violation of
11.05.01, a permit is required for the overhang porch structure. She noted the owner, Mrs. Howell was present to
represent the property and the Board gave a compliance date of September 15, 2018. She stated the case came before
the Code Board in October 2018 for Fine Hearing and the Code Board continued the case to the February 2019 Code
Board Fine Hearing. She stated as the property owner obtained a permit to remove the structure the property is no
longer in violation. Staff is recommending no lien be assessed to the property as it is currently in compliance. She
stated she did ride by yesterday and they did remove the overhang.
Chairman Fogg asked how many days it was in violation.
Officer DiFrancesco answered a total of (136) one hundred and thirty-six days.

Mrs. Monahan made a motion in reference to Case No. 93858 that the Code Enforcement Board makes the
following determination: After hearing the facts in the case, the testimony, and the report of staff with regard
to the existence of a violation, that we determine the violations have been abated and no fine is imposed.
Mr. Taylor seconded and the motion carried unanimously.
Case No. 94037, Location of violation, 110 Essex Dr., Fort Pierce, FL, Property Owner, Two Holdings LLC. There
was no one present to represent the property owner.
Officer Moise addressed the Board and stated the property owner and the representative have been diligently working
with Staff and we are recommending that the case be continued to the March 6, 2019 meeting.
Mrs. Monahan made a motion in reference to Case No. 94037 that the Code Enforcement Board continue this
case to the Code Enforcement Board hearing on March 6, 2019.
Mr. Taylor seconded and the motion carried unanimously.
Case No. 95782, Location of violation, 3504 Avenue I, Fort Pierce, FL, Property Owner, Jimmie Collins. There was
no one present to represent the property owner.
Officer Moise addressed the Board and stated for the record she is submitting one (1) photo dated July 24, 2018, one
(1) photo dated August 15, 2018, one (1) photo dated October 26, 2018, one (1) photo dated November 1, 2018, one
(1) photo dated November 5, 2018, and one (1) photo dated February 4, 2019. She gave a detailed description of the
photos presented.
Officer Moise stated this case was brought to the November 7, 2018 Code Board meeting for Section 38-97, for
overgrowth. She noted the property owner was not present and the Board found the property in default. She stated
the Board gave a compliance date of December 7, 2018. She stated she has had no contact with the owner’s daughter
who is a representative for the property and as of February 5, 2019 the property remains in violation.
Mr. Murdock made a motion in reference to Case No. 95 782 that the Code Enforcement Board makes the
following determination: After hearing the facts in the case, the testimony, and the report of staff that the
violation still exists, after considering the gravity of the violation, the actions if any taken by th e violator to
correct the violation and any previous violations, we make the following determination: A fine of $250.00 per
day shall be imposed for each day the violation exists starting December 8, 2018 with a maximum fine not to
exceed $5,000.00.
Mrs. Monahan seconded and the motion carried unanimously.
Case No. 96389, Location of violation, 8407 Paso Robles Blvd., Fort Pierce, FL, Property Owners, Sunil R. and
Parbatie Maharaj. There was no one present to represent the property owner.
Officer DiFrancesco addressed the Board and stated for the record she submitting a total of five (5) photos, two (2)
dated September 24, 2018, one (1) dated December 3, 2018, one (1) dated January 7, 2019 and one (1) photo dated
February 4, 2019. She gave a detailed description of the photos presented.
Officer DiFrancesco stated this case was brought to the December 2018 Code Board meeting and found in default
violation of Section 7.09.05, to remove the exotic vegetation. She noted as no one was present to represent the property
the Board gave a default compliance date of January 4, 2019. She has had no contact with the property owners and
as of February 4, 2019 the property remains in violation
Mr. Murdock made a motion in reference to Case No. 9 6389 that the Code Enforcement Board makes the
following determination: After hearing the facts in the case, the testimony, and the report of staff that the
violation still exists, after considering the gravity of the violation, the actions if any taken by the violator to
correct the violation and any previous violations, we make the following determination: A fine of $250.00 per

day shall be imposed for each day the violation exists starting January 5, 2019 with a maximum fine not to
exceed $10,000.00.
Mrs. Monahan seconded and the motion carried unanimously.
Case No. 95518, Location of violation, 191 Imperial Way, Fort Pierce, FL, Property Owner, Walter McBride (EST).
There was no one present to represent the property owner.
Officer DiFrancesco addressed the Board and stated for the record she is submitting a total of seven (7) photos, three
(3) dated July 3, 2018, two (2) dated December 10, 2018, and two (2) photos dated February 4, 2019. She gave a
detailed description of the photos presented.
Officer DiFrancesco stated this case was brought to the November 2018 Code Board meeting and found in default
violation of Section 38-97, for overgrowth and 13.09.00, Section 303.2, for exterior property maintenance as the
structure is in disrepair, no one was present to represent the property. She noted the Board gave a default compliance
date of December 7, 2018. She has had contact with the deceased property owner’s son, Walter and explained the
ways to correct the violations. As of February 4, 2019 the property remains in violation.
There was discussion among the Board and Staff on the violations.
Mrs. Monahan made a motion in reference to Case No. 95518 that the Code Enforcement Board makes the
following determination: After hearing the facts in the case, the testimony, and the report of staff that the
violation still exists, after considering the gravity of the violation, the actions if any taken by th e violator to
correct the violation and any previous violations, we make the following determination: A fine of $250.00 per
day shall be imposed for each day the violation exists starting December 8, 2018 with a maximum fine not to
exceed $5,000.00.

Case No. 94718, Location of violation, 3847 N US Hwy. 1, Fort Pierce, FL, Property Owner, Fort Pierce Driving
Range Proper. Jeff Carpenter, representative for the property owner was sworn in by the Board’s Secretary.

Officer DiFrancesco addressed the Board and stated for the record she is submitting a total of eleven (11) photos, six
(6) dated April 13, 2018, one (1) aerial photo from 2010, one (1) photo dated March 29, 2013, one (1) aerial photo
from 2018, and two (2) photos dated January 29, 2018. She gave a detailed description of the photos presented.
Officer DiFrancesco stated this case was brought to the November 2018 Code Board meeting and found in default
violation of 11.05.01, to obtain a permit for the exterior and interior renovations to the property, no one was present
to represent the property. She noted the Board gave a default compliance date of December 7, 2018. She has had
contact with owner, tenant and general manager and Jeff Carpenter as well and explained the ways to correct the
violations. She stated the contractor and tenant are here to ask for more time. Staff is requesting this case be continued
to the April Code Board meeting. As of February 4, 2019 the property remains in violation.
There was discussion among the Board, Staff and Mr. Carpenter on the violation.
Mrs. Monahan made a motion in reference to Case No. 94718 that the Code Enforcement Board continue this
case to the Code Enforcement Board hearing on June 5, 2019.
Mr. Taylor seconded and the motion carried unanimously.

Officer DiFrancesco addressed the Board and stated for the record she is submitting a total of seven (7) photos, four
(4) dated August 7, 2018, one (1) dated November 21, 2018, one (1) dated January 7, 2019 and one (1) dated February
4, 2019. She gave a detailed description of the photos presented.

Officer DiFrancesco stated this case was brought to the December 2018 Code Board meeting and found in default
violation of 11.05.00, to obtain a zoning compliance for the group home and Section 3.01.03 (J), as a group home is
not permitted in residential zoning without the proper permits issued such as a zoning compliance . No one was present
to present this case and the Board gave a default compliance date of January 4, 2019. She has had contact with owner
of the property and explained the ways to correct the violations along with the tenant. She stated Mrs. DaSilva is here
to ask for more time to correct the violations. As of February 4, 2019 the property remains in violation.
There was discussion among the Board, Staff and Mrs. DaSilva on the violations.
Mr. Currie made a motion in reference to Case No. 95864 that the Code Enforcement Board continue this case
to the Code Enforcement Board hearing on March 6, 2019.

Case No. 95668, Location of violation, 3437 Southern Pines Dr., Fort Pierce, FL, Property Owner, Lisa Brighton.
There was no one present to represent the property owner .
Officer Goycochea addressed the Board and stated for the record, she is submitting one (1) photo dated July 12, 2018
and one (1) photo dated February 5, 2019. She gave a detailed description of the photos presented.
Officer Goycochea stated this case was brought to the November 7, 2018 Code Board meeting for being in violation
of Section 3.01.03 (J), to remove the storage pod, as it is not permitted in RS-4 zoning. The Board found the case in
default since no one was present to represent the property owner. T he Board gave a compliance date of December 8,
2018. Staff has had contact with the property owner and the storage pod was removed. The property was in violation
for nine (9) days.
Mrs. Monahan made a motion in reference to Case No. 95668 that the Code Enforcement Board makes the
following determination: After hearing the facts in the case, the testimony, and the report of staff with regard
to the existence of a violation, that we determine the violations have been abated and no fine is i mposed.

Case No. 95019, Location of violation, 4201 Rose Ln., Fort Pierce, FL, Property Owner, Sharon J. Price. There was
no one present to represent the property owner.
Officer Goycochea addressed the Board and stated for the record she is re-submitting one (1) photo dated May 9, 2018
and submitting two (2) photos, one (1) photo dated January 25, 2019 and one (1) photo dated February 5, 2019. She
gave a detailed description of the photos presented.
Officer Goycochea stated this case was brought to the October 3, 2018 Code Board meeting for being in violation of
Section 38-26, for having an unserviceable vehicle. The Board gave a compliance date of February 1, 2019. Staff
has not had any communication with the property owner and as of February 5, 2019 the property is still in violation.
There was discussion among the Board and Staff on the violation.

Mrs. Monahan made a motion in reference to Case No. 95019 that the Code Enforcement Board makes the
following determination: After hearing the facts in the case, the testimony, and the report of staff that the
violation still exists, after considering the gravity of the violation, the actions if any taken by th e violator to
correct the violation and any previous violations, we make the following determination: A fine of $250.00 per
day shall be imposed for each day the violation exists starting February 1, 2019 with a maximum fine not to
exceed $5,000.00.

Case No. 95531, Location of violation, 2922 Sherwood Ln., Fort Pierce, FL, Property Owners, Sivoir and Filia
Orelien. There was no one present to represent the property owner.

dated July 3, 2018, three (3) photos dated January 24, 2019 and two (2) photos dated February 5, 2019. She gave a
detailed description of the photos presented.
Officer Goycochea stated the case was brought to the November 7, 2018 Code Board meeting for being in violation
of Section 38-26, to remove or repair the unserviceable vehicles and Section 32-93, to please cease parking on the
right of way. The Board found the case in default since no one was present to represent the property owner. The
Board gave a compliance date of December 8, 2018. Staff has not had any contact with the property owner and as of
February 5, 2019 the property is still in violation.
Chairman Fogg addressed the Board and stated we are looking for a motion.

following determination: After hearing the facts in the case, the testimony, and the report of staff that the
violation still exists, after considering the gravity of the violation, the actions if any taken by the violator to

Officer Goycochea stated this case was brought to the December 5, 2018 Code Board meeting for being in violation
of Section 38-26, for having outside storage of items and material and an unserviceable vehicle and Section 13.08.01 ,
to please repair the broken window. The Board found the case in default since no one was present to represent the
property owner. The Board gave a compliance date of January 5, 2019. Staff has not had any communication with
the property owner. She stated the property has been brought into compliance and was in violation for eighteen (18)
days.

Officer Goycochea addressed the Board and stated for the record, she is re-submitting three (3) photos dated July 10,
2018 and submitting two (2) photos dated January 30, 2019 and two (2) photos dated February 5, 2019. She gave a
detailed description of the photos presented.
Officer Goycochea stated this case was brought before the December 5, 2018 Code Board meeting for being in
violation of Section 38-26, for having outside storage of items and material, Section 38-97, for excessive overgrowth
of grass and weeds, Section 7.05.09, house numbers are required and Section 13.09.00, to please remove the mold and
mildew from the structure. The Board gave a compliance date of January 16, 2019. Staff has been in communication
with the tenant Mr. Fulk and discussed ways to correct the violations. The property is in compliance currently and it
was in violation for nineteen (19) days.
Mrs. Monahan made a motion in reference to Case No. 95660 that the Code Enforcement Board makes the
following determination: After hearing the facts in the case, the testimony, and the report of staff with regard
to the existence of a violation, that we determine the violations have been abated and no fine is imposed.

Case No. 93819, Location of violation, 370 E Midway Rd., Fort Pierce, FL, Property Owne r, Steven R. Patterson.
Steven Patterson the property owner and Hoyt Murphy, his realtor were sworn in by the Board’s Secretary.

Officer Brubaker addressed the Board and stated for the record she is submitting seven (7) photos, one (1) dated
January 30, 2018, two (2) photos dated July 2, 2018, two (2) dated December 4, 2018, one (1) photo dated January 7,
2019 and one (1) photo dated February 4, 2018 still showing the property in violation. She gave a detailed description
of the photos presented.
Officer Brubaker stated this case was brought to the December 5, 2018 Code Board and found in default for Section
13.09.00, Section 303.2, Protective Treatment, to obtain a permit and repair the home that is falling apart. The Board
gave a compliance date of January 4, 2019. She has had contact with the owner and as of February 5, 2019 the property
remains in violation.
Mr. Patterson stated he has some health issues which makes it hard for him to accomplish things. He stated he is
going to be putting the property up for sale.
There was discussion among the Board, Staff, Mr. Patterson and Mr. Murphy on correcting the violation.
Mrs. Monahan made a motion in reference to Case No. 93819 that the Code Enforcement Board continue this
case to the Code Enforcement Board hearing on June 5, 2019.

XI. REPEAT VIOLATION:
Case No. 97027, Location of violation, 6201 S US Hwy. 1, Fort Pierce, FL, Property Owner, Neal Keys. Hoyt
Murphy, representative for the property owner was sworn in by the Board’s Secretary.
Officer Brubaker addressed the Board and stated for the record she is submitting two (2) photos, one (1) photo dated
December 4, 2018 and one (1) photo dated February 5, 2019. She gave a detailed description of the photos presented.
Officer Brubaker addressed the Board and stated the property located at 6201 S US 1 was brought to the March 7,
2018 Code Board and found in violation for Section 11.05.01, Building without a Permit. She stated on December 4,
2018 she again found the property located at 6201 S US 1 to be a repeat violator of Section 11.05.01, building a
structure without a permit. Staff has had contact with the owner and the representative on many occasions. She stated
on January 15, 2019 a permit was applied for the structure. As of February 5, 2019 the permit is still pending and the
property remains in violation.
Mr. Murphy gave a presentation and submitted photos on this case.

There was discussion among the Board, Staff and Mr. Murphy on the violation and when it will be corrected.
Mr. Currie made a motion in reference to Case No. 97027 that the Code Enforcement Board continue this case
to the Code Enforcement Board hearing on April 3, 2019.
Mrs. Monahan seconded and the motion carried unanimously.
XII. REFERRAL TO THE BOARD OF COUNTY COMMISSIONERS: None.
XIII. FINE REDUCTION HEARING:
Case No. 86858, Location of violation, 805 North Lake Dr., Apt. C, Fort Pierce, FL, Property Owners, Richard and
Ann T. Capelli. Fine Reduction requested by Shawn Sparks. There was no one present to represent the property
owner.
Chairman Fogg addressed the Board and stated did you note on the paperwork we received on this the amount of times
this has been before the Board prior to this meeting it goes all the way back to 2005. He asked if any of the Board
members had any questions.
Mrs. Monahan stated she does not even want to hear it if the man is not here.
Mr. Murdock made a motion in reference to Case No. 86858 that the Code Enforcement Board makes the
following determination: The request for Fine Reduction is denied.
Mr. Pancoast seconded and the motion carried unanimously.
XIV. OTHER BUSINESS: Chairman Fogg asked Staff if they had any information on the St. Lucie County corridor
clean-up that he brought up at the last meeting.
Mrs. Graziani informed him she contacted the City of Fort Pierce and they were going to do a sweep in the area and
our Staff went out and did a sweep and cited several properties that were located in our jurisdiction. She does not
believe those cases have come forward yet.
Officer Williams stated they have not been scheduled to the Board yet.
There was further discussion among Chairman Fogg and Staff on how to handle this.
