Universal Engineering Sciences has evaluated the referenced tower for its anticipated fall
radius· This analysis was performed using the existing tower configuration, the anticipated
tower loading, and the boundary survey dated March 25, 1997 prepared by Morgan and
Ecklund, Inc. Professional Survey Consultants· Our findings, with our conclusions and
recommendations based on them, are presented in the following paragraphs.
PROJECT DESCRIPTION
We understand PrimeCo Personal Communications, L.P. intends to mod/fy the existing tower
located on Dyer ROad in Port St. Lucie, Florida· PrimeCo wJlJ locate two Scala antennae in
each of three sectors at a height of 165-feet above existing grade, and Sprint Personal
Communications Systems wJ~J locate similar antennae at a height Of 150-feet above existing
grade· There are no additional antennae to remain on the tower.
The tower is guyed at heights of 60-, 120,, and 180-feet above existing grade. Since only the
se_ctor between the 120- and 160-feet wJlJ be loaded, it is anticipated should a catastrophe
occur at this site and the upper guy break, the break point of the tower would be approximately
120~feet above existing grade; the remainder of the tower is secured by six guy wires.
CONCLUSIONS
Since a majority of the loading occurs above 120-feet, and assuming an upper guy cable
should snap, it is anticipated the break point of this tower would be apProximately 120-feet
above grade. Below 120-feet, the only additional loading is on the structure itself from the
windy and very little overturning moment and shear occurs below this point. Should this tower

fall at the break point, we anticipate it would fall no further than 80-feet from the tower location,
and should remain 20-feet within the property. This is the worst case scenario and typically,
we would anticipate it only to fall approximately half the distance based on a buckling scenario.

Dear Ms. Urso:
Enclosed please find a completed application for a Minor Lot Split including the
required fee of $100.00. The site is located at the northwest corner of Dyer Road
and Silver Oak Drive in Section 23, Township 36 South, Range 40 East. ! believe
the parcels conform to the minimum lot size and dimensional requirements O~the
zoning district.
There is an existing communications tower on Parcel A. Parcel B is vacant. No
changes are proposed to Parcel B. The only proposed change to Parcel A is to
locate an 8' X 16' concrete slab on the ground adjacent to the tower for radio
equipment and to attach antennas to the tower.
The current moratorium on telecommunication facilities does not impact this site.
Part A, Section 9 (C)(4) provides a specific exemption for the placement of
antennas and their ancillary equipment structures on existing towers.
If you have any questions regarding the application, please do not hesitate to

application is greatly appreciated as -PrimeCo has a building permit pending.
