Scope of the Work
The Contractor shall furnish all materials, labor, equipment, tools,
supervision, tran§portation and incidentals necessary to construct, and
he shall construct, paving, drainage, water and wastewater system im-
provements in accordance with the provisions of these Supplementary
Conditions, Specifications and the Drawings, consisting of thirty-three (33)
sheets, dated November 15, 1983, and prepared by Lindahl, Browning,
Ferrari and Hellstrom, Inc., Consulting Engineers.
The work includes, but is not limited to, clearing, earthwork, paving,
drainage, water distribution, wastewater collection and transmission, and
erosion control improvements.
It is the objective of these documents to assure the total completion
of the specified improvements to meet the requirements of St. Lucie County,
the Florida Department of Environmental Regulation, the South Florida
Water Management District,. the Florida Department of Transportation and
the North St. Lucie River Water Control District, so that the property
served can be used for the construction and occupation of multi -family
I residential units.
Location
The work is located south of State Road 70 (Okeechobee Road), north
of Ten Mile Creek, and between Interstate Highway 95 and the Florida Turn-
pike, in St. Lucie County, Florida.
Preconstruction Conference
Immediately after the contract has been awarded, the Engineer shall
call a preconstruction conference to be held within fifteen (15) calendar
days after the award and prior to initiation of the work, at a place de-
signated by .him, to review the construction aspects of the project. The
meeting wi1L be between the Engineer and the Contractor. The Contractor
shall present his tentative detailed working schedule for the project so
that it may be reviewed by the Engineer. Additionally, it will afford
the Contractor an opportunity to have any questions he may have on the
work clarified by the Engineer. No work under the Agreement shall be
commenced until -after the Notice to Proceed has been issued.
Commencement and Completion of the Work
The Contractor will be required to commence work under the Contract
within ten (10) calendar days after the day of receipt by him of Notice
to Proceed and to complete the work ready for use not later than the time
indicated in the Agreement.- The time stated for completion shall in-
clude final cleanup of the premises.
Time
Both parties to this Contract recognize that time is of the
essence in completing the work specified herein and, therefore, the
Contractor shall strictly adhere to the time of completion stated in
the Agreement. - I
Insurance i
The Contractor shall maintain Workmen's Compensation Insurance
a>Zd Contractor's Public Liability Insurance with minimum limits of
$100,000 for any one injury and $300,000 for any one accident and
shall also maintain Contractor's Protective Property Damage Insurance,
provng for minimum limits of $50,000/$100,000. Certificates of
such insurance shall be filed with the Owner. All premiums for the
insurance shall be paid by the Contractor.
Errors or Omissions in the Drawings or Specifications III
Prior to initiation of the work, the Contractor shall check di-
mensions, grades and elevations shown on the Drawings to assure
self that they are correct and that the work can be accomplished as
intended. The Contractor shall take no advantage of any apparent

Standards for Quality and Workmanshi
All materials, equipment and supplies furnished by the Contractor
for permanent incorporation in the work shall be new and of quality
,,standards specified. Workmanship shall be first-class and the finished

As outlined in "Supplementary Conditions; the Owner shall provide
basic reference points for horizontal control and one benchmark in
the vicinity -of the work. ._All other construction staking for both
horizontal and vertical control needed by the Contractor for control
of his work shall be performed by him, and the staking color codes
indicated shall be used.

Materialsand construction methods for all streets shall be in
accordance with SLC and DOT Specifications, including stabilized
subgrade, base, asphaltic concrete wearing course, and shoulder
treatment. -
Prior to street construction, all underground utilities within
those areas shall be installed, including utility conduits for later
use by the Ft. Pierce Utilities Authority (FPUA) for electric lines,
Southern Bell for telephone lines, and Florida Cablevision for tele-
vision lines.
Street signs shall be furnished and installed by the Contractor
at five (5) street intersections, with materials and installation
meeting the requirements of St. Lucie County.
Stop signs and stop bars shall be furnished and installed by the
Contractor at five (5) locations, with materials and installation
meeting SLC and DOT Specifications.
The Contractor shall retain the services of an independent testing
laboratory acceptable to the Engineer, and shall pay all costs in
connection with tests and retests necessary to assure that the work
has been performed in strict compliance with these Specifications.
If any test indicates that the work does not meet the Specifications,
the substandard area tested shall be reworked or corrected and re-
tested until the provisions of the Specifications are met. The spacing
and pattern of required testing is shown in tabular form on the Drawings.
5. PARKING AREAS
Materials and construction methods for all parking areas shall be
in accordance with SLC and DOT Specifications, including stabilized
subgrade, base, asphaltic concrete, striping and concrete parking
bumpers.

steel shall be ASTM A-615268 deformed bars.
Pipe laying, bedding,. and backfilling shall meet the requirements
of Sections 125 and 430, DOT'Specifications, with particular emphasis
given to sub -section 125-8.3 on backfilling.

8. WATER DISTRIBUTI CN SYSTEM
Materials, construction methods, pressure -testing, disinfection,
and inspection for all water distribution system improvements shall
be in accordance with the requirements of the FPUA Specifications.
This work is subject not only to the inspection and approval of
the Engineer, but also an authorized representative of the FPUA.
Therefore, the Contractor is cautioned to provide the required ad-
vance notice to the FPUA representative for inspection services needed.
All elements of this system must meet the FPUA Specifications, and
must be approved by the FPUA and its inspector.
The work includes, but is not limited to, connection to the main
on S.R. 70; a ditch crossing; installation of PVC and ductile iron
pipe mains, complete with fittings; gate valves and boxes; fire
hydrants; services; blowoffs; flushing; pressure -testing; and
infection. The Contractor is reminded that a continuous, detectable,

Where water and sewer lines cross with less than 18 inches vertical
