Dear Sir or Madam:
On April 24, 2007, Mr. Julius Castillo of MACTEC Engineering and Consulting, Inc. (MACTEC)
perfonned field observations of new equipment installed on the existing telecommunications tower
located at the above-referenced site. Mr. Castillo performed his observations under the supervision of
Mr. Martin H. Sahn, PE. The purpose of these observations was to inspect the installation of
equipment on the tower and in the shelter within the existing fenced compound. The following items
\vere inspected:
1. A single rack containing both radio and digital components has been installed in the shelter.
2, One antenna in Sector 2 has been installed on Nextel's existing antenna mounts.
3. Two antennas in Sectors I and 3 have been installed on Nextel's existing antenna mounts.
4. One antenna in Sector 2 has been relocated on Nextel' s existing antenna mounts.
5. New coax cables have been installed on an existing coax bridge and on the existing tower.
Mr. Castillo visually inspected the new work in the shelter visually and the new antennas and coax
from ground level with the assistance of binoculars, compared them with the approved construction
drawings, and found them to be in general conformance with these drawings except as follows:
1. The approved construction drawings contained two proposed racks to be installed within the
shelter. In addition, an existing Nextel rack was to be relocated to a different area in the
shelter. Upon inspection, there was only one rack installed that contained both the radio and
digital components. Also, the Nextel rack was not relocated but remains in the same area as
per the existing shelter plan. In our opinion these changes are minor and will provide service
that is equivalent to what was contemplated by MACTEC, Inc. in our design.
Based on these observations by Mr. Castillo, to the best of our knowledge and belief, the installation
was perfonned in substantial compliance with the approved construction drawings.
