parking measurements, handicap parking, building dimensions of
treatment plant area.
2. The elevations of the property which is suppose to be shown on
the survey is shown on the paving & grading plan, is that
acceptable?

Chuck said the treatment plant looks as thou it is all above
grade according to the paving and grading plan so setbacks need
to be measured to the equipment.

On January 20, 1995 the application for building permit for the NHI
WWTP was submitted. The Application was divided into three parts -
vegetation removal, building permit for the WWTP facility,
building permit for the control building.
On January 31/February 1 the contractor and the County's Utility
Director were informed of problems with the submitted materials.
the cited deficiencies sheets are attached. In addition, the
submitted plans did not include any of the required plans for the
WWTP facility itself. All that was submitted were the plans for
the control building.
On February 6, I was notified that the project had been filed
while I was on vacation and that there were some problems. I spoke
with the Utility Director, and we met on the after noon of the 6th
to go over what was missing and what need to be provided. We both
remember that the contractor was advised that full sets of
construction plans needed to be submitted. Apparently the
contractor assumed that: since we only asked for a few specific
sheets during the site plan review process, we only needed theses
same sheets during the :building permit review provisions. I will
attribute this to an honest misunderstanding on their part.
On February 7, 1995, I spoke with Eric Ziess of LBF&H about the
missing project materials and some of the problems that we observed
with what was submitted. Eric indicated that he had spoken with
our building inspection section and that they were working on
addressing the outstanding matters. He also indicated that we
would be getting full set of drawings the next day so that we
could put this project :back onto review schedule
On February 8, 1995 I spoke again with Eric Ziess who had brought
over three (3) sets of what were supposed to be complete drawings
The drawings did not include any of the mechanical or structural
details of the WWTP facility, other than the control building.
The plans were returned to Eric at that time and he told me that he
would have full sets over the next day, along with at least one
spec book.
On February 9, three (3) full sets of structural drawings were
submitted. There were no spec books. I spoke with the Utility
Director and he indicated that was going to call Eric and see about
the books, I told him that I would do the same.
I spoke with Eric and he told me that he could get one signed and
sealed book over to us today, February 9, 1995.
Since the materials that were submitted on January 25, 1995 were
not complete, the official filing date for this building permit is
now considered to be February 9, 1995.

LANDSCAPING NOTES
I. In the event of -variation between quantities shown on the plant list and the plans, the
plans shall control. Improper plant counts made by the landscape contractor shall be no
cause for additional costs to the owner. Sod quantity take offs are the responsibility of
the landscape contractor.

material, plants, or seeds that would be toxic or harmful to growth. Topsoil should be
fertile, friable, and of a naturally loamy character without admixture of subsoil material,
obtained from a well drained arable site.
5. The landscape contractor is advised of the existence of underground utilities on the site.
Their exact location shall be verified in the field prior to the commencement of any
digging operations. In the event any are uncovered, the landscape contractor shall
promptly -notify the Engineer. The landsgpe contractor shall be held responsible for all
r damage to utilities and such damage shall not result in an additional expense to the
owner.
The lan4ncape'contractor shall take all necessary precautions to protect any existing
buildings or structures on site, and shall be held responsible for any damage caused by
his operations.
It shall be the landscape contractor's responsibility to prevent plants from falling or being
blown over and to straighten or replant all plants which are damaged due to lack of
guying or staking. If unguyed, plants blown over by high winds sh'-111 not be a cause of
additional expense to owner, but shall be the financial responsibility of the landscape
contractor. Guyed trees blown over by winds in excess of 50 miles per hour shall not
become the financial responsibility of the landscape contractor.
8. A11 sod shall be obtained from areas having growing conditions similar to areas to be
covered. Areas to be sodded shall be disced and raked of stones and debris. Debris and
stones over I" in diameter shall be removed from site. All damaged sod will be rejected.
All sod must be placed with staggered joints, tightly butted, with no inequalities in grade.
Place all sod in rows at right angles to slopes (where applicable), Sodded areas shall be
rolled.
Unless otherwise specified on these plans, the landscape contractor shall be responsible
"l fine grading of the planting and sodded areas. Pine grading shall consist of the
10 foot of grade to be achieved.
10. Maintenance shall begin after each plant has been installed, and shall continue until final
acceptance by the Engineer. Maintenance includes watering, pruning, weeding,
mulching, replacement of sick or dead plants and any other care necessary for the proper
growth of the plant material
11. During the course of this work, excess waste material shall be removed daily from the
site and upon compl;tion of all work.
12. Upon completion of all landscaping rn inspection for acceptance of the work sliall be
held. The landscape contractor shall notify the Engineer for scheduling the inspection
at least seven (7) days prior to the anticipated inspection date.
13. All trees shall be guaranteed for one year form date of acceptance. All shrubs and
ground covers shall be guaranteed for one year from date of acceptance. Replacement
plants shall be guaranteed for an additional six months.
14. The Engineer shall have the right, at any stage of the operations, to reject any and all
work and material which, in his opinion, do not meet with the requirements of these
plans and specifications.
15. All plat} beds sh eive 3" depth of mulch except where directed by Engineer.

STANDARD SEPARATION STATEMENT FOR WATER/SEWER CONFLICTS
1. Sanitary sewers, force mains, and storm sewers should cross under water mains
whenever possible. Sanitary sewers, force mains and storm sewers crossing water mains
shall be laid to provide a minimum vertical distance of 18 inches between the invert of
the upper pipe and the crown of the lower pipe whenever possible.
Where sanitary sewers, force mains and storm sewers must cross a water main with less
than 18 inches vertical distance, both the sewer and the water main shall be constructed
of ductile iron pipe (DIP) at the crossing. (DIP is not required for storm sewers)
Sufficient lengths of DIP must be used to provide a minimum separation of 10 feet
between any two joints. All joints on the water main within 20 feet of the crossing must
be mechanically restrained. A minimum vertical clearance of 6 inches must be
maintained at all crossings.
All crossings shall be arranged to that the sewer pipe joints and the water main pipe
joints are equidistant from the point of crossing (pipes centered on the crossing).
Where a new pipe conflicts with an existing pipe with less than 18 inches vertical
clearance, the new pipe shall be constructed of DIP (except storm sewers) and the new
pipe shall be arranged to meet the crossing requirements above.
2. A minimum 10—foot horizontal separation shall be maintained between any type of sewer
and water main in parallel installations whenever possible.
In cases where it is not possible to maintain a 10—foot horizontal separation, the water
main must be laid in a separate trench or on an undisturbed earth shelf located on one
side of the sewer or force main at such an elevation that the bottom of the water main
is at least 18 inches above the top of the sewer.
Where it is not possible to maintain a vertical distance of 18 inches in parallel
installations,the water main shall be constructed of DIP and the sewer or the force main
n
shall be constructed of DIP (except storm sewers) with a minimum vertical distance of
6 Inches. The water main should always be above the sewer. Joints on the water main
shall be located as for apart as possible from joints on the sewer or force main (staggered
joints).
3. All DIP shall be class 50 or higher. Adequate protective measures against corrosion
shall be used as determined by the design engineer.
4. Maximum obtainable separation of reclaimed water lines and domestic water lines shall
be practiced. A minimum horizontal separation of five feet (center to center) or three
feet outside to outside shall be maintained between reclaimed water lines and either
Potable water mains or sewage collection lines. A minimum vertical clearance of 18
ruches must be maintained between reclaimed water lines and potable water mains or
sewage collection lines. At crossings, provisions of FAC Rule 17-604 and 10 States
Standards apply.

Above ground, reclaimed water pipe and fittings, larger than 4 inches, shall be DI, flanged pipe as
required in the Contract Documents.
Reclaimed water pressure pipe joints and fittings, larger than 4 inches and not flanged, shall be
restrained by acceptable restraint devices as required in the Contract Documents.
Reclaimed water pressure pipe and fittings, equal to or less than 4 inches, shall be threaded
galvanized pipe, Schedule 40. Threaded unions shall be incorporated into the piping configuration
to allow for the removal of appurtenances (e.g. pumps, check valves, meters, pump control valves,
etc...) without the need to cut the pipe or remove more than two adjacent pipe fittings.
All non -galvanized pipe, valves, fittings, pumps, etc... shall receive one prime coat and two finished
