APPROVAL OF JANUARY 191h MINUTES Mark Satterlee John Wiatrak Jennifer Hill Jeff Bremer Gino Butto Ed Matthews After a motion and second, the minutes were unanimously approved. The attached list of topics, for the year, was distributed to the members. Citizens Budget Committee February 16, 2018 Page 2 PORT S AIRPORT UPDATE — STAN PAYNE, AIRPORT & SEAPORT DIRECTOR • Mr. Payne gave a brief history and told the current status of the port. The key is going to be a method to get the boats out of the water to land. It will be a public/private operation. Mr. Hensley started conversation on a ship lift. Mr. Pancoast asked about rail and land. Harbour Point was discussed next. Mr. Gotz asked about the relationship with companies that lease from the County. Airport and potential grants discussion was started by Mr. Mundt. Mr. Pancoast compared the port to other locations and commented on airline service. Mr. Donohue asked about President Obama's plane. Mr. Mundt asked about fuel storage. Competition with other locations and a niche was discussed after Mr. Buechler's question. Mr. Mucklow asked about a maritime academy. Mr. Pancoast asked about a timeline on the hanger. Mr. Payne answered all the questions and told about mechanic shortages. Ms. Mott explained the environmental issues at the Airport and answered Mr. Gotz's question about cost. UPDATE ON ST. LUCIE COUNTY BUDGET Ms. Hill presented the attached PowerPoint that she had given to the Board at the • Informal meeting on the prior Tuesday. Number of employees, reserves for hurricanes, gas tax, sales tax, 911 retention, pre -employment screening, millage rates, keeping expenses down, and performance management were discussed during her presentation. When Mr. Mundt asked about keeping costs down, Mr. Bremer explained the history since 2008, current expenditures, benchmarking, effects of curtailing, acceptable standards, growth, and expectations. Mr. Gotz asked about essential services compared to needs and wants. Mr. Bremer explained the budget process. An affordable housing discussion was started by Mr. Buechler. Ms. Wesloski updated the Committee on the process. INFORMAL BOCC UPDATE Ms. Hill listed the items on the agenda of the last informal meeting of the Board. Mr. Hensley asked for more information on the Parks Catering item. Mr. Matthews explained the new process. OTHER ISSUES The topics on the list and more meeting dates were discussed. is Citizens Budget Committee February 16, 2018 Page 3 • Ms. Hill introduced Sophia Holt, the Interim Budget Manager, and gave information on the March meeting. Mr. Pancoast asked Mr. West for an update on Federal Emergency Management Agency (FEMA) and other claims. Mr. West explained the system, delayed replacement, infrastructure deficiet, ages of bridges, road deterioration, and sales tax. ADJOURNMENT Mr. Pancoast thanked staff and adjourned the meeting.
