BACKGROUND
James & Lisa Mowers are requesting to permit a Class A Mobile Home as a guesthouse on an 8.72-acre parcel
within the AG-5 (Agricultural — 5, 1 du/5 ac) Zoning District. The 1,258 sq. ft. (24' X 52') mobile home is proposed

at 6105 Carlton Road, Port St Lucie, located on the west side of Carlton Road, approximately 2-miles south of
Okeechobee Road. The parcel is located outside of the Urban Service Boundary (USB).
A 3,570 sq. ft. single-family home and two (2) accessory pole barns are located on the property. The Class A Mobile
Home will be utilized as a guesthouse, secondary to the existing single-family residence. In accordance with Land
Development Code (LDC) Section 7.10.05, guest homes are permitted within the AG-5 Zoning District, subject to
compliance with applicable Florida Building Codes and LDC requirements. The property is served by a well and
septic system, with an additional well and septic proposed for the mobile home (depicted on the Survey exhibit
below).

NOTIFICATIONS
hi accordance with Section 11.05.02 (C) of the LDC, the Planning and Development Services Director shall notify
allproperty owners within 500 feet of the subjectproperty of the Director's decision to issue thepermit. If there are
no written objections provided by the property owners within the notification area within fourteen (14) calendar
days of receiving such notice, the Director shall administratively issue the permit.
On November 26, 2019, ten (10) mail notices were sent to owners of property within 500 feet of the proposal, with
a December 13, 2019 response date. The Planning and Development Services Department received no written
responses.
ANALYSIS
Staff evaluated the proposed Class A Mobile to determine if it met the definition of a detached single-family
dwelling unit as specified in LDC Section 11.05.02.
Consistency with the St. Lucie County Land Development Code
The Class A Mobile Home meets the setback requirements identified within Land Development Code Section
7.04.01 - Lot Size & Dimensional Requirements for the AG-5 Zoning District.
In determining whether a Class A Mobile Home meets the definition of a detached single-family dwelling unit, the
exterior dimensions, the exterior finish of the roof and walls, and the skirting of the mobile home shall be considered.
Before a Class A Mobile Home can be defined as a detached single-family dwelling unit, the following must be
determined:

1. Minimum Width of Main Body. The minimum horizontal dimension of the main body of the mobile home
as assembled on the site is not less than twenty (20) feet, as measured across the narrowest portion, except
that in the Agricultural Residential (AR-1), Agricultural-1 (AG-1), Agricultural-2.5 (AG-2.5) and
Agricultural-5 (AG-5), Zoning Districts, no minimum: horizontal dimension shall apply.
There are no minimum horizontal dimensional requirements as the site is located within the AG-5 Zoning
District; however, the horizontal dimension for the proposed mobile home is twenty-four (24) feet. The total
square footage of the mobile home is 1,248 sq. ft.
2. Minimum Roof Pitch. The minimum: roofpitch is similar in slope to that of detached single family dwelling
units in the sane zoning district in which it is to be located
The proposed mobile home features an approximate 3/12 roof pitch. This roof pitch is similar in slope to that
of other detached single-family dwelling units in the same zoning district. The average roof pitches for the
single-family dwelling units along Carlton Road range from 3/12 — 5/12.
3. Roofing Materials. The roofing material used is similar in texture, color and appearance to that of detached
single-family dwelling units in the same zoning district in which it is to be located
The roofing material will consist of the grey 3-tab Birchwood shingles, similar in appearance, texture, and color
of detached single-family dwelling units in the same zoning district. The surrounding single-family dwelling
units feature shingles and aluminum roofing materials, consisting of a variety of different colors, including
brown and grey.
4. Exterior Finish; Light Reflection. The materials riled for the exterior finish and skirting are similar in
texture, color, and materials to detached single-family dwelling units in the same zoning district in which it
is to be located, and are applied in such a manner as to make the Class A Mobile Hone similar in appearance
with surrounding detached single-family dwelling units. Reflection from the exterior shall not be greater
than fron siding coated with clear, white, gloss exterior enamel.
The exterior finish will consist of vinyl siding (cream color), which is similar in texture, color, and material to
detached single-family dwelling units within the same zoning district. The mobile home base skirting will
match the vinyl siding, giving the mobile home a consistent appearance. The light reflection from the exterior

finish will not be greater than the siding coating. The above images and attached exhibits display the proposed
model selected by the applicant.
STAFF RECOMMENDATION
Staff has reviewed the subject application and determined the proposed mobile home complies with the
standards of review asset forth in Section 11.05.02(E) of the Land Development Code, which allows the County
to define a Class "A" Mobile Home as a Detached Single -Family Dwelling Unit. Additionally, no written
objections were received by the Planning and Development Services Department within (14) calendar days of
notification. Staff recommends approval of PDS Order No. 19-049, with the following condition of approval:
1) Prior to issuance of a certificate of occupancy, all Category I invasive plants shall be removed.
