SUBJECT: First Source Commerce Park — MJSP-04-023
Please be advised that the aforementioned property located on the west side of Kings
Highway was presented before the Board of County Commissioners on April 5, 2005
under Draft Resolution 05-033 requesting approval for a Major Site Plan to allow the
construction of a 190,067 square foot of general industrial space to be known as First
Source Commerce Park and it was approved.

A RESOLUTION GRANTING
APPROVAL TO A MAJOR SITE PLAN
PROJECT TO BE KNOWN AS FIRST
SOURCE COMMERCE PARK
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the
testimony and evidence, including but not limited to the staff report, has made the following
determinations:
1. Peter Inoraldi, presented a petition for a Major Site Plan Project, to be known as i 4ur.e
ommerce� 2rk to provide for the construction of a i1g0 061
'(rt� Q is soave. on a parcel of land located on the west side Kings Highway, approximately
one -quarter mile south of the intersection of Kings Highway and Orange Avenue, in the IL
(Industrial Light) Zoning District for the property described in Section B.
2. The Development Review Committee has reviewed the site plan for the proposed project
and found it to meet all technical requirements and to be consistent with the future land use
maps of the St. Lucie County Comprehensive Plan, subject to the conditions set forth in Part
A of this Resolution.
3. The proposed project is consistent with the general purpose, goals, objectives and
standards of the St. Lucie County Land Development Code, the St. Lucie County
Comprehensive Plan and the Code of Ordinances of St. Lucie County.
4. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities. or other matters
affecting the public health, safety and general welfare.
5. All reasonable steps have been taken to minimize any adverse effect of the proposed project
on the immediate vicinity through building design, site design, landscaping and screening.
6. The proposed project will be constructed, arranged and operated so as not to interfere with
the development and use of neighboring property, in accordance with applicable district
regulations.

8. A Certificate of Capacity, a copy of which is attached to this resolution, was granted by the
Assistant Count Administrator Director on April 5, 2005.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie
County, Florida:
A. Pursuant to Section 11.02.05 of the St. Lucie County Land Development Code, the Major
Site Plan to be known as First Source Commerce Park, is hereby approved as depicted on
the site plan drawings forthe project prepared by Culpepper Terpening, Inc. dated 11123104,
last revised on 03/08/05, and date stamped received by the St. Lucie County Growth
Management Director on 03/10105, for the property described in Section B, subject to the
following conditions.
1. The signage for this project cannot exceed 200 square feet as permitted in
Section 9.01.01(F) of the Land Development Code.
2. The proposed buildings will be required to satisfy the St. Lucie County
Architectural Standards as set forth in Section 7.10.23 of the Land Development
Code.
3. All buildings are to be provided with fire sprinklers.
4. Prior to issuance of a St. Lucie County Vegetation Removal Permit, a pre -clearing
meeting shall be conducted with the clearing contractors to provide educational
materials (posters and pamphlets) to inform them of the protocol that shall be
followed should a Sherman's Fox Squirrel be encountered. If a Sherman's Fox
Squirrel is encountered during site construction. All work shall be halted and
Florida Fish and Wildlife Conservation Commission shall be contacted.
B. The property on which this Major Site Plan approval is being granted is described as follows:
A PARCEL OF LAND LYING, IN THE SOUTHEAST 114 OF THE SOUTHEAST 1/4 OF
SECTION 11, TOWNSHIP 35 SOUTH, RANGE 39 EAST, ST. LUCIE COUNTY, FLORIDA,
BEING MORE PARTICULARLY DESCRIBED AS FOLLOWS:
COMMENCE AT THE SOUTHEAST CORNER OF SAID SECTION 11; THENCE N89032'37'
W FOR 25.00 FEET TO THE WESTERLY RIGHT OF WAY OF KINGS HIGHWAY(S.R. 713);
THENCE ALONG SAID WESTERLY RIGHT OF WAY NOU-13.52"W FOR 679.64 FEET TO
THE POINT OF BEGINNING; THENCE LEAVING SAID RIGHT OF WAY N90000'00"W
FOR 1172.39 FEET; THENCE S00°09'27"E FOR 637.97 FEET; THENCE S89'32'37"W
FOR 195.16 FEET; THENCE N00"09'27"W FOR 1278.00 FEET; THENCE
N89044'38"E FOR 1366.71 FEET TOTHE SAID WESTERLY RIGHT OF WAY OF KINGS

C. This Major Site Plan shall expire on April 5, 2007, unless a building permit is issued or an
extension is granted in accordance with Section 11.02.06(B)(3), St. Lucie County
Development Code-
D. The Major Site Plan granted under this Resolution is specifically conditioned to the
requirement that the petitioner, Peter Ingraldi, including any successors in interest, shall
obtain all necessary development permits and construction authorizations from the
appropriate State and Federal regulatory authorities, including but not limited to: the United
States Army Corps of Engineers, the Florida Department of Environmental Protection, and
the South Florida Water Management District, prior to the issuance of any local building
permits of authorizations to commence development activities on the property described in
Part B.
E. A Certificate of Capacity, a copy of which is attached to this resolution, was granted by the
Assistant County Administrator April 5, 2005, which certificate shall remain valid for the
period of Site Plan approval. Should the Site Plan approval granted by this resolution expire
or an extension be sought pursuant to Section 11.07.05(F) of the St. Lucie County Land
Development Code, a new certificate of capacity shall be required.
F. A copy ofthis resolution shall be attached to the site plan drawings described in Section A,
which plan shall be placed on file with the St. Lucie County Growth Management Director.
