Recycling St. Lucie Materials Reycling Facility Site Development Ladies and Gentlemen: F'.V. bOX ouoZu Palm Beach Gardens, FL 33420 (561)624-9539 EAPR31998 U ENGINEERING Personnel from Circle Engineering, Inc. have previously reviewed the subject facility's constructed conditions at the request of Mr. Kerry McNamara of C.A.T. Recycling. The visual review and comparison of the overall site area improvements, as identified on the original design documents, reveals that the respective areas have been constructed in substantial compliance with the design intentions as reflected within the approved design documents as prepared by the firm of Lindahl, Browning, Ferrari & Hellstrom, Inc. Please note that there were three (3) minor variations which are as outlined on the attached signed and sealed Florida Department of Environmental Protection Substantial Compliance Certification Form. In our opinion, the Item No. 1 and 2 minor variations as outlined, have enhanced the frontage of the facilty by allowing for the preservation of the respective cluster of pine trees thus resulting in a natural vegetative frontage area buffer. In addition, the Item No. 3 variation was required to support the controlled discharge of stormwater from the overall Site as intended by the design documents. Please note that no destructive testing or construction phase observation of the below grade conditions for this Project were performed by Circle Engineering, Inc. As such, this substantial compliance certification is based upon and relative to the finished conditions and the comparison of said conditions to the "Record Drawing" data and the original design document intentions.
