After discussion with the building official (Douglas Harvey), permit #1911-0426 for new single family residence at 112
Island Dunes CV, Jensen Beach, FL 34957 has been determined that the permit will be able to proceed through the
review process and reviewed for compliance of the 2020 FEMA Maps. The submitted elevations on the plans and
surveys will need to reflect the February 19, 2020 FEMA maps.

I am Lori Moxley working for the custom home builder for the above referenced application submittal.
When I brought the house plans and survey into intake for submittal, the desk person checked with someone in the back
regarding the FEMA maps and understood we wanted the plans reviewed prior to the adoption of the FEMA maps -
February 2020.
It was my understanding that the plans would go through review with the exception of the survey. At the time of the
adoption —we would submit the applicable survey with the new FEMA zones and during the house plan review, any
corrections or revisions needed would take place from submittal until Feb 2020; adoption of FEMA maps....
Having said that, I do not understand why Mr. Hribar is under the impression that we need to submit for a refund with
the current submittal as we only paid for review fees and not all the fees associated with impact, school, etc... for the
total cost of permit issuance.
Would you please clarify if the application we submitted can stay in review status until we correct and submit the
modified survey next month once the FEMA maps are adopted?
Thank you kindly; we were trying to get the house plans reviewed, address any modifications, revisions, or corrections —
then submit the modified FEMA adopted survey — and begin construction as soon as possible from the date of the
adopted FEMA maps.

Dear Mr. Hribar:
I've received your request and have reviewed past practice with our staff here in PDS. There was a determination made
regarding this issue in 1988 by the Planning Director at the time, and I am working through questions related to that
determination. I assume I'll have an answer for you within a week or so.
As it pertains to timing, the Building Permit will be reviewed against the FEMA Map adopted at the time of Permit
Application.

Leslie - Please see attached page 2 (2019121615321.pdf) from St. Lucie
County Zoning Review dated 11/25/19 - 12/4/19 on permit # 1911-0426.
First Comment - I was a partner in the original development of Las Tortugas
(previously permitted as Riverside at Island Dunes).
Our development company name was VL Property Ventures, LTD. VL Property
Ventures received minor site plan approval prior to construction from St. Lucie
County on December 11, 2003 (see attached approval letter) as well as a
recorded site plan after county inspection and post construction on March 9,
2004 (see auto cad drawing and pdf attached). The recorded site plan defines
an allowable buildable area (in red) for each lot that was approved by the
county. Each of the 5 residential units (four completed and one in
construction), have followed the buildable area defined in the recorded
plan. As such, we must respectfully disagree with the interpretation of the
county in Comment # 1 that an additional Lot Width requirement would apply.
Comments Related to 2012 FEMA Map - We understand that there has
been a letter of Final Determination issued by FEMA on August 19, 2019 that
requires St. Lucie County to adopt the new map by February 20, 2020 or lose
access to the federally managed FEMA program. Given the scheduled hearing
on February 4th, we believe it is the county's intention to meet the FEMA
deadline. Until that time of adoption, while highly probable, it is simply not
official. As such, we understand the county's comments and will respectfully
request a compliance review once the map officially changes.
Application Submittal Timing - For background, AR Homes, (our builder) is
on point to manage the permit and approval process for our home. AR Homes,
IE
when applying for the building permit, was instructed by St. Lucie County that
we could submit our application in order to move along non FEMA Map related
items of our submittal. We appreciated the permission to move forward, with
the full understanding that the county would not be able to approve the
application, survey and home design as submitted, until the official adoption of
the FEMA map change. We would like to request authorization to continue
along these lines and also submit another set of drawings for structural review
concurrent to the completion of the zoning review. Again, we fully understand
that we will not receive final approval until the map changes and the county
has had an opportunity to review our submittal for full compliance with the
new FEMA map and all appropriate regulatory compliance.
