(HLM)is pleased to submit this Professional Engineer’s Report for the installation of a temporary groundwater remediation system for the Citgo Port St. Lucie facility located at 7201 S US Highway 1 in Port St. Lucie,St. Lucie County, Florida.HLM has installed the Multi Phase Extraction (MPE) groundwater remediation system under a contract with the Florida Department of Environmental Protection (FDEP). This letter serves as a Professional Engineer’s attestation that the MPE remediation system has been installed in accordance with the applicable codes and guidelines referenced in the Florida Building Code 6th Edition (2017), the St. Lucie Building Permits SLC 2003-0317 and SLC 2007- 0267, and the FDEP-approved Remedial Action Plan Modification prepared by HLM.The engineer of record, Steven L. Brashers, P.E., has reviewed pictures and field notes provided by the installation contractor, HLM, and discussed the construction progress in telephone conversations with the general contractor, Don Martin. The permit 2003-0317 includes the system installation and electrical. The permit 2007-0267 includes the wooden stockade fence that surround the remediation equipment compound. The following gives a brief description of the construction conducted to install the MPE system and includes pictures of the construction activities.HLM performed the system installation and Boys Electrical Contractors LLC performed the electrical work for the new power pole and meter. HLM completed the installation of the MPE system in July 2020. The 9 ft by 15 ft by 6-inch-thick monolithic slab for the equipment compound located near the northwest corner of the property was formed on grade, reinforced with 6x6 W1.4 x W1.4 welded wire fabric. The wire mesh was placed in the middle of the slab approximately 3 inches from the compacted sand bottom.The 4,000 psi fiber mesh concrete slab was completed in one pour,leveled, and completed with a brush finish. After the final inspections have been approved and there is power to the system, HLM will perform a 3-day startup test period of the MPE remediation system prior to placing the system in use.
