RE: Finished floor waiver
Dear Mr. Crippen:
Please accept this letter in response to your written request received October 23, 2019 to waive
the finished floor elevation of 18" above the crown of the road. The waiver request is for a
proposed single family residence located at 24909 Orange Ave., Ft Pierce.
Pursuant to Section 7.04.01(C-3) of the St Lucie County Land Development Code, the Planning
and Development Services Director has the authority to grant administrative relief, when
topographical conditions are such that compliance with this subsection would be impracticable
or cause grade level conditions detrimental to adjacent or nearby properties, consistent with the
intent of the Flood Protection regulations and any other applicable portion of this Code.
The Planning and Development Services Director has granted your request for administrative
relief of the finished floor elevation based on the following determinations:
1. The proposed single family residence is located in Flood Zone X.
2. The proposed finished floor elevation will be 25.42' NAVD which is based on the floor
elevation required for the septic system per the Health Department.
3. The elevation of the center line of the adjacent road is 27.79' NAVD.
4. The existing grade is at 21.8P which requires approximately 7.49 feet of fill to meet the
minimum requirement.
5. Raising the finished floor 18" above center line of the road would be impracticable and
costly.
6. The proposed house is approximately %a mile from the nearest road (Orange Ave.).
This approval does not in any way constitute authorization to begin construction. Prior to the
commencement of any construction on this property, a specific building permit must be obtained
from this department.

situation sounds to me like yours is a textbook case for why we have this variance process in
existence in the first place. Which zoning technician at the county have you been in contact
with? Is it Lydia, or Angela?

Good Morning Leslie,
Below I attached several comments on our permit application. Please
see the bottom blue highlighted comment. We are planning to build
at, 24909 Orange Ave. The parcel is located on the Adam's Ranch and
is about at/Emil-d o O_range Agve. The way the code is written it

requires the finished floor to be 18" above the crown -of the road. In
this location that would be almost impossible because we would have to
put the pad almosiif7bove7ha;�iuIraIlex�lZlle (which is 21-22'
above sea level).
We have the finished floor on • wr survey at 2=45- 5W This was based on
the health department requirements for septic. The crown of Orange

zone. There are many adjacent existing houses on the ranch off of
Orange Avenue. We have actually built our pad higher than all of the
existing homes.
I have attached my builders email in order to keep him in the
loop. Please let me know if this email will suffice, or if I need to mail
a formal letter to proceed.
