RE: PRODUCT NAME: FloodVent—Impact Requirements Dear Mr. Graham, The purpose of this letter is to evaluate the impact(wind-borne debris) requirements for your FloodVENT product,according to the Florida Building Code(FBC) 2010&5th Edition, International Building Code(IBC), International Residential Code(IRC),and ASCE 7 engineering standards. According to the FBC Section 1626.1(c),all parts of the building envelope protection shall meet impact test criteria except for vents in a garage with four or fewer cars. The size of the vent is not to exceed the minimum required design area by more than 25%. The typical FloodVENT opening size,as indicated by the manufacturer,is 15.25"x 5",or 0.53 square feet(sf). Typically two vents are installed per wall,which provides a total net open area of 1.06 sf per installation.The total net open area provided by the vents is regarded as insignificant such that the openings do not compromise the enclosure category of the structure. I An enclosed building is one defined as not partially enclosed and not open. An open building is defined as a building with each wall being at least 80%open. A garage with flood vents does not fall within the definition of an open building. A partially enclosed building is defined as a building that complies with both of the following: 1. The total area of openings in a wall that receives positive external pressure exceeds the sum of the areas of openings in the balance of the building envelope(walls and roof) by more than 10%. i 2. The total area of openings in a wall that receives positive external pressure exceeds 4 sf or 1%of the area of that wall,whichever is smaller, and the percentage of openings in the balance of the building envelope does not exceed 20 percent. This equals an approximate wall area of 200 sf. The typical net open area for two flood vents,as described above, is 1.06 sf, which is less than 4 sf and less than 1%of the wall area. It can also be assumed that 1.06 sf does not exceed more than 10%of the remaining open areas of the garage. Therefore,a garage with flood vents cannot be considered a partially enclosed building. In my professional opinion,the flood vents manufactured by Smart Vent Products, Inc.do not require additional impact(wind-borne debris) protection devices to be placed over them so that they can continue functioning as flood vents. The vents do not increase the amount of openings in a wall or building such that the building classification changes from enclosed to partially enclosed. In addition,the 51h Edition FBC has specified applicable governing authorities to establish special flood hazard areas as per FEMA specification under 5th Edition FBC section 1612.3.This product has been evaluated,dependent to specific site conditions,to meet the minimum requirements of the National Flood Insurance Program (NFIP)flood plain management requirements(44 CFR) with respect to flood openings for enclosed areas for the purpose of equalizing hydrostatic pressure resulting from flooding.The product has been evaluated to conform to design principles noted in Section 2.6.2.2 of ASCE 24 for a maximum rate of rise and fall of 5.0 feet per hour by the ICC-ES under evaluation report ESR-2074.Thus,the product may be used in wall construction to comply with 51h Edition FBC Section 1612.5(1)(1.2). The purpose of our investigation was to verify subsoil conditions relative to the proposed structure(s) foundation preparation and design. Our recommendations are based on the assumption that the proposed structure(s) are as follows: three story residence (approximately 1,500 square feet). A total of two (2) SPT borings were performed according to ASTM D-1586 down to a depth of thirty-five feet (35') (BEGL) below existing ground level (see attached field sketch for locations). j Based on our soil borings, the soil profile varies across the subject site (see attached SPT Test Boring Report(s)for details). Groundwater table elevation was measured immediately at the completion of the boring(s) and was found at depths ranging from four feet seven inches to five feet (47' to 5') BEGL. Fluctuation in water levels should be anticipated due to surface runoff, tidal influences, seasonal variations, varying ground elevation, construction dewatering and pumping activities in the area. Site contractor must familiarize themselves with site conditions in the event groundwater controls and dewatering is needed. The contractor shall make sure that groundwater levels on adjacent properties are not affected by the contractors dewatering activities. Specialty groundwater contractors shall be consulted for all work below the groundwater level. The soil stratification shown on the boring log(s) is based on the examination of the recovered soil samples and interpretation of the driller's field log(s). It' indicates only the approximate boundaries between soil types. The actual transitions between adjacent soil types may be gradual. Based on our understanding of the proposed structure and the information obtained from our field- boring log(s); it is evident that deep foundation systems are needed to support the proposed structure without detrimental settlement to the structure. The proposed pile length is based on the existing ground elevation at the time of drilling. Pile length may vary depending on proposed grade beam elevation and soil profile. The minimum center to center of piles or adjacent foundations shall be not less than twice the average diameter for round piles or 1 % times the diagonal dimensions of rectangular piles, but in no case less than thirty (30) inches. I In the case of the pin or helical piles, a minimum of two (2) piles shall be driven to determine production pile length. Helical piles shall consist of Atlas, Chance, Ingal, or equivalent manufacturer. Helical pile final bearing capacity is determined in the field based on final achieved torque as per proprietary manufacturer specifications and shall be placed under the supervision of our geotechnical engineer to verify achieved bearing capacities. All piles shall be designed by a professional engineer and shall be placed under supervision of our Geotechnical Engineer to verify compliance with our recommendations. A licensed pile contractor shall be consulted to determine actual pile depth and capacity. All work shall be in accordance with localI building code and (if required) coastal zone construction requirements. All work shall be conducted by an experienced Florida Licensed Specialty Piling Contractor. Provisions shall be made by the architect, engineer of record and contractor to address differential settlements when tying in new to existing structures. Mixing of different foundation types shall not be used unless provided with expansion joints to address differential settlement. If applicable, the seawall structure should be inspected to verify the structural integrity and prevent undermining due to the piling installation or excavation operations. Care should be taken to avoid damaging seawall tiebacks. F.E.&T. should be notified in writing by the client of any changes in the proposed construction, along with a request to amend our foundation analysis and/or recommendations within this report as appropriate. Regardless of the thoroughness of a Geotechnical exploration there is always a possibility that conditions may be different from those of the test location(s); therefore Florida Engineering & Testing, Inc., does not guarantee any subsoil condition surrounding the bore test hole(s). For a more accurate portrayal of subsurface conditions, the site contractor should perform test pits. The discovery of any site or subsurface conditions during construction which substantially deviate from the information in our subsoil investigation should be reported to us immediately for our evaluation.
