Dear Jodi,
The purpose of this letter is to request relief in reference to Land Development Code
Chapter 7.04.01 C that states that the minimum required floor elevation is 18" above the
center line of the adjacent road. This request for relief is in reference to the Baron Island
Storage project located at 9563 S Ocean Dr Building A, Jensen Beach, FL 34957.
The Baron Island Storage project involves the construction of a storage facility along with
associated parking and stormwater retention areas. The storage facility consists of 77
storage units and a small 250 square foot office. A 10-2 self -certification has been issued
for the stormwater management system by the South Florida Water Management District.
According to the latest FEMA FIRM, the project takes place in flood zone category "AE"
that has a base flood elevation of 4.00 NAVD, which provides floodplain storage of 0.62
ac-ft of volume.
Due to the development of the site, a floodplain compensation calculation was performed
to determine the required volume of compensatory storage. The proposed finished floor
elevation of the site is 6.00 NAVD, which is above the 100-year flood stages found in the
stormwater modeling of the site. The center line elevation of the adjacent road, which is
State Road Al A, is approximately +/- 5.55 NAVD. Calculations were completed on raising
the finished floor above the proposed elevation however, flood compensation could not
be met with a finished floor elevation above 6.00 NAVD. The finished floor elevation of
6.00 NAVD is the highest practical elevation while accommodating for the required
floodplain compensation storage.

project described above was designed by the above -named Florida registered professional to meet the
following requirements:
(a)The total project area involves less than 10 acres and less than 2 acres of impervious surface;
(b)Activities will not impact wetlands or other surface waters;
(c)Activities are not conducted in, on, or over wetlands or other surface waters;
(d)Drainage facilities will not include pipes having diameters greater than 24 inches, or the hydraulic
equivalent, and will not use pumps in any manner;
(e)The project is not part of a larger common plan, development, or sale; and
(f)The project does not:
1.Cause adverse water quantity or flooding impacts to receiving water and adjacent lands;
2.Cause adverse impacts to existing surface water storage and conveyance capabilities;
3.Cause a violation of state water quality standards; or
4.Cause an adverse impact to the maintenance of surface or ground water levels or surface water flows
established pursuant to s. 373.042 or a work of the district established pursuant to s. 373.086, F.S.
This certification was submitted before initiation of construction of the above project. The system is
designed, and will be operated and maintained in accordance with applicable rules adopted pursuant to part
IV of chapter 373, F.S. There is a rebuttable presumption that the discharge from such system will comply
with state water quality standards. Therefore, construction, alteration, and maintenance of the stormwater
management system serving this project is authorized in accordance with s.403.814(12), F.S.
In accordance with s. 373.416(2), F.S., if ownership of the property or the stormwater management system
is sold or transferred to another party, continued operation of the system is authorized only if notice is
provided to the Department within 30 days of the sale or transfer.This notice can be submitted to:
