1. CALL TO ORDER
The meeting was called to order at 7:30 AM by Mr. Hensley. He announced the
resignation of Mr. Kearney.

2. PUBLIC COMMENT
No member of the public spoke.
3. APPROVAL OF AUGUST 21st MINUTES
After a motion by Mr. Gotz and second by Mr. Pancoast, the minutes were unanimously
approved.
4. UPDATE ON FY21 BUDGET
Ms. Hill’s PowerPoint presentation was an overview of the FY 21 Budget
process. Mr. Gotz started discussion on the needed timing of a
recommendation. It was determined the recommendation needs to be
done by May. After the timeline, she reviewed changes, comparisons with
other agencies, challenges/opportunities, rates and breakdowns,
concluding with a report card for St. Lucie County.
Mr. Hensley asked about CARES Act funding. Ms. Hill and Mr. Jefferson
responded with information.
5. INMATE MEDICAL
Mr. Baber, Human Resources Director, introduced the new Risk Manager, Kara
DePasquale. He answered some of the questions asked in a previous meeting or sent in.
He gave information on background, trends, avoidance measures, population, proactive
measures, recap, stop loss policy, and plans for the future.
Mr. Gotz started discussion on costs.
Mr. Lounds told about the cost of deputies guarding patients. Mr. Long, Sheriff’s Office,
added information.
Federal prisoners, mental health, HIV, cooperation between agencies, release
procedures, drugs from other countries, Medicare and hospital rates, and legislative
efforts were discussed.

Mr. Lounds started discussion on short term and long term ways the Committee could
help. Meeting with other groups was mentioned.
6. OTHER ISSUES
Mr. Hensley reminded the Committee of their mission. Mr. Gotz asked about an
efficiency study for the County operations.
Mr. Hensley announced that Mr. Alligood will be presented for approval to join the
Committee, as the Property Appraiser’s appointee, at the next BOCC meeting.
7. ADJOURNMENT
Mr. Hensley expressed gratitude for their participation and adjourned the meeting at
9:15 AM.
