PROJECT DESCRIPTION
The proposed development known as the United Pentecostal Fire Ministries Trinity International
Church is located on the north side of Midway Road approximately 0.1 mile west of Buchanan
Drive (See Figure No. 1, Location Map). The property is approximately 0.92 acres in size and is
located in St. Lucie County, Florida.
It is anticipated that a new assembly hall will be constructed, beginning in the Spring of 2019
and be completed within a year of commencement.
This report has been prepared to study the traffic generated by the proposed development. In
developing the scope and methodology of the report, data from the Institute of Transportation
Engineers Trip Generation Manual (ITE), Ninth Edition, St. Lucie Urban Area Metropolitan
Planning Organization, Fall 2017 Traffic Counts for AADT and the 2015 Counts for A.M. Peak
and the Florida Department of Transportation were used to determine the appropriate traffic
values.
STUDY METHODOLOGY
SECTION A: DEFINITION OF STUDY AREA
The study area, as defined by the St. Lucie County Land Development Code, Section
11.02.09.9B shall be a 2 mile radius of the site which includes all major roadways and
intersections within the zone of influence. The study area was reviewed with St. Lucie County
Planning Staff and will not require the study of any major intersections.
SECTION B: INVENTORY OF EXISTING FACII,ITIES
Roadways:
Midway Road
Midway Road is classified as a County Class II, two-way Arterial Uninterrupted Flow roadway.
The portion of Midway Road, which is located within the study area, is primarily a 2-lane
undivided urban roadway with residential streets located on the north and south sides, both east
and west of the subject property and with a posted speed limit of 35 m.p.h. or less. The existing
Midway Road right-of-way for this section of roadway is currently 100 &
Midway Road is maintained by St. Lucie County. Midway Road currently operates at LOS F,
west of U.S. Highway #1 and LOS C east of U.S. #1 to Indian River Drive. The LOS is based on
the Annual Average Daily Traffic volumes as established in the "St. Lucie Urban Area
Metropolitan Planning Organization Fall 2017 Traffic Counts" and applied to the FDOT
Generalized Daily Level of Service tables.
U.S. Highway #1
U.S. Highway #1 is classified as a State Class IL two-way Arterial Interrupted Flow roadway.
The portion of U.S. Highway #1, which is located within the study area, is primarily a 6-lane
divided signalized urban roadway with residential streets located on the east and west, both north
and south of the subject property and with a posted speed limit of 45 m.p1L or less. The existing
U.S. Highway 41 right-of-way for this section of roadway is currently 200 ft.
U.S. Highway #1 is maintained by the Florida Department of Transportation. U.S. Highway #1
currently operates at LOS B/C. The LOS is based on the Annual Average Daily Traffic volumes
as established in the "St. Lucie Urban Area Metropolitan Planning Organization Fall 2017
Traffic Counts" and applied to the FDOT Generalized Daily Level of Service tables.

The Annual Average Daily Traffic volumes for the roadways located within the study area were
obtained from the "St. Lucie Urban Area Metropolitan Planning Organization Fall 2017 Traffic
Counts" and Existing A.M. Peak Conditions were obtained from the Fall 2015 Report and are
tabulated as follows:

TRIP GENERATION
The Trip Generation for the proposed "The Crossing, A Network of Community Churches"
development was developed by utilizing the Institute of Transportation Engineers Trip
Generation Manual, Ninth Edition. The project will result in proposed total building area of
3,931 square feet
In developing the Trip Generation Rates, ITE Code 560 "Church" was used as stated above for
the ADT volume generations. Table I has been provided to depict the Trip Generation Rates for
this development as follows:

CAPACITY ANALYSIS
Link Analysis:
The Trip Assignment volumes calculated for this project were added to the existing volumes and
previously committed trips assigned to each roadway link within the defined study area. To
determine the link Level of Service, Table 4-1 and Table 4-7 of the Florida Department of
Transportation, 2013 Quality/Level of Service Handbook was used for both the Pre -Development
(Existing and Committed Traffic) and Post -Development conditions. The following is a
summary of the results:

CONCLUSION
The results of the report prepared for the proposed United Pentecostal Fire Ministries Trinity
International Church, Midway Road site indicate that the traffic impacts of the project will not
decrease the capacity of any roadway link on the roadway network of St. Lucie County to an
unacceptable level within the study area and no capacity related roadway improvements would be
required. The section of Midway Road rom U.S. Highway #1 west to Oleander Avenue currently
operates at a Level of Service of "F" and is currently under construction to a 4 lane section with
its completion scheduled for the Spring of 2020 and the additional trips generated by this project
should not impact the segment to any degree in which it currently fails
In keeping with the standard requirements of the Florida Department of Transportation there is
no recommendation that a north bound right turn lane into the project be constructed with the
improvements to the project.
The additional trips from this project will not impact the level of service currently existing on
Midway Road as well as any of the arterial roadways in the immediate vicinity.
