Dear Dan:
At your request, I have reviewed an ASTM test method standard to evaluate its equivalence to
the test method standard currently referenced by the Florida Building Code. Specifically, I am
comparing:
ASTM E84-13a Standard Test Method for Surface Burning Characteristics of Building
Materials to ASTM E84-16 Standard Test Method for Surface Burning Characteristics of
Building Materials.
I have reviewed and compared the above-referenced test method standards. Specific changes
noted between the standards include:
• Updated requirements for the photometer measurement system.
• Added specimen preparation and mounting requirements for flexible fibrous glass
insulation used in metal buildings.
The noted changes would not cause different test results or different interpretation of the test, and
it is my professional opinion that the test method standards are equivalent.
Thus, the testing conducted to ASTM E84-13a Standard Test Method for Surface Burning
Characteristics of Building Materials is equivalent to ASTM E84-16 Standard.Test Method for
Surface Burning Characteristics of Building Materials and,there for, in compliance with the Florida
Building Code, Building, 71h Edition (2020).

2. Product anchors shall be as listed and spaced as shown on details. Anchor embedment into
substrate material shall be beyond wall dressing or stucco.
3. When used in areas requiring wind borne debris protection this product complies with
Chapter 16 of the current Florida Building Code and does not require an impact resistant
covering for Wind Zone 3.
4. Site conditions that deviate from the details of manufacturer require further engineering
analysis by a licensed engineer or registered architect.
