TOD MOWERY Please accept this letter in response to your written request received September 15,2017 to
waive the finished floor elevation of 18"above the crown of the road.The waiver request is for
VICE-CHAIRMAN a proposed garage at 6311 Oleander,Fort Pierce.
DISTRICT 2
Pursuant to Section 7.04.01(C-3)of the St Lucie County Land Development Code,the
LINDA BARTZ Planning and Development Services Director has the authority to grant administrative relief,
when topographical conditions are such that compliance with this subsection would be
DISTRICT 3 impracticable or cause grade level conditions detrimental to adjacent or nearby property,
consistent with the intent of the Flood Protection regulations and any other applicable portion

DISTRICT 4 The Planning and Development Services Director has granted your request for administrative
relief of the finished floor elevation based on the following determinations:
CATHY TOWN$END 1 The proposed garage is in the Flood Zone X.
2 The center line of the adjacent road is 100' NAVD(assumed).
DISTRICT 5 3 The Proposed finished floor elevation will be 100'NAVD(assumed)which is the same as
the center line of the road and will be adequate for the septic flow to the drain field.
HOWARD TIPTON 4 The SFR and the neighborhood structures are at an average of 99.43'NAVD(assumed)or
lower.
COUNTY ADMINISTRATOR 5 Raising the finished floor elevation 18"above center line of the road will bring the floor
2.07'higher than the finished floor elevation of the house at 99.43'NAVD(assumed)and
DAN MC[NTYRE could cause conditions detrimental to adjacent or nearby property and to the existing house.
6 The proposed garage will be in the rear of the property.

This approval does not in any way constitute authorization to begin construction. Prior to the

Dear Leslie,
This letter serves as a "Request of Waiver"from the required 18"above Road Elevation for our building
project located at 6311 Oleander Ave, Ft. Pierce, FL 34982.
Our Building Project consists of a Detached Garage, Permit#1706-0495.The request for the Waiver is to
1) maintain adequate septic flow to the existing Septic Tank/Field, 2) prevent excessive ground water
runoff to surrounding property/neighbor structures and 3)to maintain esthetic continuity for the
surrounding neighborhood.
The main house FFE is 99.43 and the surrounding neighborhood structures are of similar elevation if not
lower.We have sought our Plumbing Contractor's,Triple K Plumbing,expertise for evaluating the
adequate elevation needed for Septic Flow.After consulting with Triple K,the elevation needed is 18"
above the current existing site elevation of 98.5.
Therefore, please accept this letter as our request of waiver. Attached please find a copy of the Certified
Boundary/Elevation Survey. If you have any questions,you may reach me at 772-828-0158.

Hi Deb,
I left you a few messages and also met with Carl Peterson this morning in hopes to work out an
urgent situation regarding to the above referenced permit.
The construction project is moving forward but this morning, David Young (Complete Construction/our
consultant) informed me that the Form Board inspection did not pass because the Boards are at EL
99.77' and the elevation that you folks approved(with the Finished Floor Waiver) is EL 1 00' to avoid
potential detrimental conditions to surrounding properties including our main home. The Main Home
FFE is 99.43'.
See attached letter dated 9/18/17.
See also the drawing showing both elevations(garage project and existing residence).

As of this morning, we have stopped all work until we can connect and resolve. Please let me know if
our Elevation Waiver can be revised/granted to reduced the few inches to accommodate the Form
Board current elevation. The current elevation of 99.77' remains higher than the existing home and
surrounding properties and the Septic/Sewer line will remain adequate for Septic Flow.
