ILLUMINATION LEVELS SHALL BE PERMITTED TO DECLINE TO 0.6 FOOTCANDLE AVERAGE AND A MINIMUM AT ANY POINT OF 0.06 FOOTCANDLE AT THE END OF THE EMERGENCY LIGHTING TIME DURATION.
