GENERAL NOTES:
1. GOVERNING SPECIFICATIONS: FLORIDA DEPARTMENT OF TRANSPORTATION, "STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION" DATED JANUARY 2019.
2. CONSTRUCTION DETAILS SHALL BE IN ACCORDANCE With FLORIDA DEPARTMENT OF TRANSPORTATION, "DESIGN STANDARDS" LATEST EDITION (2019-2020).
3. VERTICAL DATA IS NORTH AMERICAN VERTICAL DATUM OF 1988 (NAVD - '88).
4. PRIOR TO THE COMMENCEMENT OF ANY EXCAVATION, THE CONTRACTOR SHALL COMPLY WITH FLORIDA STATE STATUTE 554.851 FOR THE PROTECTION OF UNDERGROU D GAS PIPELINES.
5. THE CONTRACTOR SHALL BE RESPONSIBLE FOR MAINTAINING COMPLIANCE WITH CURRENT OSHA, STATE, COUNTY, AND LOCAL REGULATIONS SUCH AS 54 CFR 45894 kND 29 CFR 1926,650,651.652 AND THE
FLORIDA TRENCH SAFETY ACT.
6. THE CONTRACTOR SHALL RESTORE OR REPLACE, WHEN AND AS DIRECTED BY ENGINEER, ANY PUBLIC OR PRIVATE PROPERTY DAMAGED BY ITS WORK, EQUIPMENT, EMPLOYEES OR THOSE OF ITS
SUBCONTRACTORS TO A CONDITION AT LEAST EQUAL TO THAT EXISTING IMMEDIATELY PRIOR TO THE BEGINNING OF OPERATIONS. THE CONTRACTOR SHALL DO ALL NECE SARY HIGHWAY OR DRIVEWAY, WALK AND
LANDSCAPING WORK TO SATISFY ANY RESTORATION REQUIREMENTS AT HIS EXPENSE. SUITABLE MATERIALS AND METHODS SHALL BE USED FOR SUCH RESTORATION.
7. THE CONTRACTOR SHALL RESTORE ALL AREAS DISTURBED BY THIS CONSTRUCTION TO A CONDITION EQUAL TO OR BETTER THAN CURRENTLY' EXISTING.
8. THE LOCATION OF EXISTING UTILITIES SHOWN ARE APPROXIMATE ONLY. THE EXACT LOCATION SHALL BE DETERMINED BY THE CONTRACTOR DURING CONSTRUCTION. THE CONTRACTOR IS RESPONSIBLE FOR THE
PROTECTION OF ALL U11UTIES THAT REMAIN IN PLACE.
9. ALL EXISTING UTILITIES ARE TO REMAIN IN PLACE UNLESS OTHERWISE NOTED.
10. THE UTILITY COMPANIES SHALL BE NOTIFIED BY THE CONTRACTOR TWO (2) BUSINESS DAYS IN ADVANCE OF ANY EXCAVATION INVOLVING THEIR UTILITIES SO THAT COMPANY REPRESENTATIVES CAN BE
PRESENT.
11. ALL EXISTING DRAINAGE STRUCTURES WITHIN THE LIMITS OF CONSTRUCTION SHALL BE REMOVED UNLESS OTHERWISE NOTED. ALL STRUCTURES TO BE REMOVED SHALL BE LEGALLY DISPOSED OF BY THE
CONTRACTOR.
12. CONTRACTOR SHALL TAKE ALL NECESSARY ACTIONS TO ENSURE THE PROTECTION AND PRESERVATION OF EXISTING NATIVE TREES. THE CONTRACTOR SHALL BE RESPONSIBLE IN REPLACING TREES THAT ARE
HARMED DURING CONSTRUCTION WITH THE SAME VARIETY AND OF EQUAL SIZE OR GREATER.
13. THE MAINTENANCE OF TRAFFIC FOR THIS PROJECT SHALL BE IN ACCORDANCE WITH THE APPLICABLE FDOT INDEX NUMBERS AND THE MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES FOR STREETS AND
HIGHWAYS (U.S.DEPARTMENT OF TRANSPORTATION, FHWA). THESE SHALL BE FOLLOWED IN THE DESIGN, APPLICATION, INSTALLATION, MAINTENANCE AND REMOVAL OF ALL TRAFFIC CONTROL DEVICES, WARNING
DEVICES AND BARRIERS NECESSARY TO PROTECT THE PUBLIC AND WORKMEN FROM HAZARDS WITHIN THE PROJECT LIMITS.

1. Site Description
Nature of Construction Activity
The project consists of a proposed Visitor's Center within an existing Jail Complex. Theentire facility consists of encompasses 28.71
acres. The facility has an existing. permit from South Florida Water Management District (SFWMD Permit 56-00522-S). The existing
master stormwater system which serves the facility includes site grading and a series of inlets and culverts which direct onsite storm
water runoff to 3.7 ac +/- wet detention areas.
The proposed Visitors Center is located internal to the facility and will include site grading which directs storm water runoff to the wet
detention system vie existing and proposed swales.
A summary of the overall post development jail facility featuresis providedas follows;
Drainage Area. = 28.71 Acres
Lake Control Elevation = 17.51 ft-NGVD
10 Yr 24 Hour Peak Stage = 19.10 ft NGVD
10 Yr 72 Hour Peak Stage = 19,41 ft NGVD
100 yr 72 Hour = 19.85 ft-NGVD (w/discharge); 20.11 ft-NGVD (zero discharge)
Construction Sequencing
Unlesls an approved alternate sequence is proposed by the Contractor, the following site work construction sequence is proposed;
1. Placement and Inspection of all Temporary Erosion Control facilities.
2. Site Clearing, Grubbing and Earthwork (Fill and Excavation) required to bring the site to rough post development grades as
depicted on the Paving, Grading and Drainage Plan (Sheet 4).
3. Construction of all underground utilities (ie; sanitary sewer, potable water and drainage structures).
4. Site. Earthwork associated with the proposed paved vehicular use areas, duff aster's, curbing and sidewalks.
5. Seed Mulch Fertilization and/or Sodding of all unpaved disturbed areas.

When no construction activity is planned for within a maximum of seven days, all unpaved disturbed areas shall be seeded, mulched

maintained by the Contractor until completion of the project as accepted by the owner, Engineer of Record and the City of Port St.

PRIOR TO CONSTRUCTION, THE CONTRACTOR SHALL SUBMIT A SPECIFIC SOIL EROSION PLAN. IN
GENERAL, THE SOIL EROSION PLAN SHALL REQUIRE THAT ALL ON -SITE SOILS WILL REMAIN
ON -SITE AND WILL NOT ERODE INTO THE ADJACENT ROADSIDE SWALES, ADJACENT PROPERTIES, OR
RETENTION DITCHES, ALL EXISTING SWALES SHALL REMAIN SODDED DURING CONSTRUCTION. THE
CONTRACTOR SHALL SCARIFY ONLY AS NECESSARY TO CONSTRUCT THE PROJECT. THE
CONTRACTOR SHALL SCARIFY AREAS TO PLACE VARIOUS PIPE WORK. AFTER PLACEMENT OF THE
PIPE, THESE TRENCHES SHALL BE BACKFILLED AND COMPACTED 98% DENSITY. PRIOR TO
DISCHARGE FROM THE SITE, SILTATION BARRIERS AND HAY BALES SHALL BE UTILIZED AS PER
FLORIDA DEPARTMENT OF TRANSPORTATION INDEX 102 TO AVOID FILLING THESE AREAS. UPON
COMPLETION OF THE SITE WORK, ALL AREAS SHALL BE SODDED WITHIN SEVEN DAYS TO AVOID
EROSION. CONTRACTOR IS REQUIRED TO COMPLY WITH ALL STATE WATER QUALITY CRITERIA,
SPECIFICALLY, NO OFF -SITE DISCHARGES WILL BE ALLOWED WHICH EXCEED THE STATE TURBIDITY
CRITERIA.
ALL EROSION AND SEDIMENT CONTROL MEASURES SHALL BE IN ACCORDANCE WITH THE GUIDELINES
AND SPECIFICATIONS IN CHAPTER 6 OF THE FLORIDA LAND DEVELOPMENT MANUAL: A GUIDE TO
SOUND LAND AND WATER MANAGEMENT (FLORIDA DEPARTMENT OF ENVIRONMENTAL REGULATION,
1988).
ALL INLETS AND PIPE SHALL BE PROTECTED DURING CONSTRUCTION TO PREVENT SILTATION IN THE
DRAINAGE SYSTEMS BY WAY OF TEMPORARY PLUGS AND PLYWOOD OR PLASTIC COVERS OVER THE
INLETS. THE ENTIRE DRAINAGE SYSTEMS SHALL BE CLEANED OF ALL DEBRIS PRIOR TO FINAL
ACCEPTANCE.

SPECIFICATIONS. THIS ITEM SHALL INCLUDE, BUT IS NOT LIMITED TO, THE COMPLETE REMOVAL AND
LEGAL DISPOSAL OF ALL TREES, BRUSH, STUMPS, ROOTS, GRASS, WEEDS, RUBBISH AND OTHER
UNDESIRABLE MATERIAL TO A DEPTH OF 18 INCHES BELOW NATURAL GROUND OR PROPOSED FINISHED
GRADE, WHICHEVER IS LOWER. THE AREAS TO BE CLEARED GENERALLY CONSIST OF ALL RIGHTS -OF
WAY, DRAINAGE AND UTILITY EASEMENTS AND THE LOTS. CARE SHALL BE TAKEN TO INSURE THAT NO
PRESERVE AREAS OR WETLAND AREAS ARE IMPACTED BY THE CLEARING OPERATION. PRIOR TO
INITIATING THE CLEARING OPERATION, ALL ADJACENT WETLAND AND PRESERVE AREAS SHALL BE MARKED
AND FLAGGED IN ACCORDANCE WITH ST. LUCIE COUNTY ERD REQUIREMENTS, AND SHALL BE APPROVED

EARTHWORK AND GRADING: ALL EARTHWORK AND GRADING SHALL BE PERFORMED AS REQUIRED TO
ACHIEVE THE FINAL GRADES, TYPICAL SECTIONS AND ELEVATIONS SHOWN ON THE PLANS. IN ALL OTHER
RESPECTS, MATERIALS AND CONSTRUCTION METHODS FOR EARTHWORK, EMBANKMENT, EXCAVATION AND

ON -SITE PAVING IMPROVEMENTS: ALL AREAS PROPOSED FOR PAVING SHALL BE CONSTRUCTED IN
ACCORDANCE WITH THE DESIGN GRADES AND TYPICAL SECTIONS SHOWN ON THE DRAWINGS, AND IN
CONFORMANCE TO THE REQUIREMENTS OF ST. LUCIE COUNTY.
A.CONCRETE PAVEMENT: CONCRETE SLABS SHALL BE CONSTRUCTED IN CONFORMANCE TO THE
REQUIREMENTS OF FDOT SECTION Q350 OVER 12" SU
BGRADE THAT IS COMPACTED TO A DENSITY OF 95%
OF MAXIMUM PER AASHTO T-180 AND STABILIZED TO A MINIMUM 40 LBR. THE CONCRETE SHALL HAVE
A MINIMUM UNCONFINED COMPRESSIVE STRENGTH OF 3,500 PSI AT 28 DAYS. PLEASE SEE PLAN FOR
CONTRACTION AND EXPANSION JOINT LOCATIONS. SUB -GRADE SHALL BE MOISTENED AT THE TiME
CONCRETE IS PLACED TO INSURE A UNIFORMLY DAMP SURFACE. READY -MIX CONCRETE SHALL HAVE A
SLUMP OF BETWEEN 2 AND 4 INCHES. NO WATER SHALL BE ADDED TO INCREASE WORKABILITY. TEST
CYLINDERS SHALL BE MADE FOR THE STRENGTH TESTING OF EACH BATCH OF CONCRETE FOR 7 AND 28
