Project Location: 13490 NW Gilson Road Parcel ID#: 4425-701-0032-000-2 Property Size: 3.48 acres Contractor: Tommy Hawkins & Sons Project Description: Applicant requests a Vegetation Removal Permit for the removal of vegetation in association with Building Permit #2007-0207. The development project was approved through SPMj- 10201925615 to redevelopment the existing maintenance area within the Harbour Ridge Yacht & Country Club community into a recreation area. The development project will impact 135.5” in diameter at breast height (DBH) of native canopy trees meeting the mitigation thresholds outlined in 6.00.05.D, at the 2:1 ratio, resulting with 271” of required mitigation and 3 cabbage palms. Per Land Development Code 6.00.05, this request qualifies for issuance of a Vegetation Removal Permit consistent with the site plan approvals as shown. ****ANY NATIVE VEGETATION DESTROYED OR DAMAGED OUTSIDE THE LIMITS OF THIS PERMIT DUE TO CONSTRUCTION ACTIVITIES OR FILL PLACEMENT SHALL BE MITIGATED AT A RATIO OF 4:1 (4 INCHES OF REPLANTING FOR EACH INCH DESTROYED OR DAMAGED)**** Field Notes: 1. HABITAT: a. Uplands: Non Residential b. Wetlands: None identified near the development footprint. There is a wetland present along the southern boundary of the site which will not be impacted and has been placed under a protective conservation easement. *Please note: This does not constitute a State or Federal jurisdictional determination. All formal wetland delineations shall be obtained from the appropriate State and/or Federal agencies. Please contact the South Florida Water Management District 1-800-250-5385 for further instructions. 2. WILDLIFE: The site contains state listed gopher tortoises. An after-action report from FWC confirming the relocation of any tortoises within 25 ft. of proposed development activities is required prior to initiation of clearing activities. 3. SIGNIFICANT ARCHAEOLOGICAL OR HISTORIC FINDINGS: None Identified. Permit provides authorization for the removal of 135.5" DBH of native canopy trees at the 2:1 ratio, totaling 271” inches of required mitigation. Onsite preservation of 337.5 inches dbh of native canopy trees and 4 cabbage palms are to be preserved onsite as mitigation for these impacts. No additional impacts to native vegetation are permitted at this time. General Conditions of Issuance: • The following minimum standards for vegetation protection shall be applied to areas of vegetation designated to be preserved as shown on the approved plans. A barrier shall be placed and maintained around the tree’s perimeter to form a continuous boundary as specified below subject to restrictions as detailed below: ▪ At a minimum distance of either ten (10) feet from the edge of groups of protected vegetation or from the radius of the dripline from all protected trees, whichever is greater; ▪ Protective barriers or protective designations shall remain in place until removal is authorized by SLC ERD, or until issuance of a certificate of occupancy; ▪ In the event that any protective barriers are removed or altered and clearing activities are conducted within an area identified for preserve, SLC ERD is authorized to direct that all land clearing and site alteration work at the site be stopped until the barriers are restored and any necessary corrective actions taken to repair or replant any vegetation removed or damaged as a result of these encroachments. • The preserve areas and tree preservation areas shall be maintained in their natural state, so as not to alter the water and oxygen content of the soil and impair its function; • A National Pollutant Discharge Elimination (NPDES) Permit from the Department of Environmental Protection may be required for construction activities disturbing 1 acre or more. Please visit NPDES Stormwater Program website at https://floridadep.gov/Water/Stormwater or contact Jose Vega, St. Lucie County Stormwater Program Coordinator, at 772-462-1668 for more information. • No grade changes or excavation of any sort may be made within the barricaded areas; • If any excavation or other activities are expected outside of the preserve area or dripline, the roots should first be pruned (to the depth of required excavation) to sever them cleanly; • If underground utilities must be routed through a protected root zone area, tunneling under the roots shall be required; • If irrigation must be installed, it shall be outside of the dripline of all preserve areas and protected trees; • No fill material, construction material, concrete, paint, chemicals, or other foreign materials shall be stored, deposited or disposed of within a vegetation preservation area; • No signs, permits, wires, or other attachments shall be affixed or attached to protected vegetation; • No equipment, including passenger vehicles, shall be driven, parked, or stored or repaired within designated vegetation preservation areas. Post Clearing Requirements: 1. Mitigation: Mitigation for the 135.5 inches of native canopy trees and 3 cabbage palms is provided via onsite preservation as shown on the approved plans of 337.5 inches dbh of native trees and 4 cabbage palms. 2. Landscaping: Landscape shall be in compliance with the approved landscape plan prepared by Lucido and Associates, last revision dated 2/3/20 as shown below. PLEASE NOTE: • THIS IS NOT AN AUTHORIZATION TO PLACE FILL ON OR RE-GRADE PROPERTY. • CONTACT A PROFESSIONAL SURVEYOR TO DETERMINE IF YOUR PROPERTY IS AFFECTED BY OR LIES WITHIN A FLOODPLAIN. • THE APPLICANT SHALL KEEP THIS EXEMPTION POSTED ON-SITE AT ALL TIMES DURING LAND CLEARING. • THE PROPERTY OWNER/AGENT SHALL BE RESPONSIBLE FOR OBTAINING ALL APPLICABLE STATE/FEDERAL PERMITS. ______________________________________________________________ Jennifer McGee Regulations Manager
