Subject: Report on the Installation and Supervision of Satellite Antennas at UNITED TELEPORTS
facilities at 10161 Range Line Road — Port Saint Lucie, Florida 34987
Dear Sir / Madam :
Services Provided by COMLINK INC during the construction of the foundations and respective
antennas at the Port St Lucie facility.
We confirm herein that our company, COMLINK INC, a Company with over 40 years of
experience in the installation of large antennas for satellite telecommunications on a global
basis, has provided the services as described and detailed in this report:
a) Supervision of the sizing( L x W x D ) and wood forming of antenna foundation pads in
compliance or exceeding the original specifications / recommendations of each antenna
manufacturer / model / size;
b) Supervision of the installation of steel rebar for antenna foundation pads, in compliance
or exceeding the original specifications / recommendations of each antenna
manufacturer / model / size;
c) Inspection and Installation of antenna anchor bolts, at the respective foundation pads,
in compliance or exceeding the original specifications / recommendations of each
antenna manufacturer / model / size;
d) Supervision of concrete pouring job, to assure homogeneity, including checking
delivery stubs for 3000 psi concrete and supervision of watering for cure;
e) Installation and commissioning of the antennas.
NOTE: A summary of the antennas and basic pad features is presented in Annex A is attached.
Verification of As -Built Compliance to Antenna Manufacturer's Specifications
We confirm that, to the best of our knowledge, that all the antenna foundation pads listed in
this report were implemented in full compliance to the Antenna Manufacturers Specifications
and drawings ( or exceeding those specifications ) in regards to :

i - Size of each concrete foundation pad (minimum L x W x D)
_ - Steel Rebar structure : diameter and length of rebar, spacing between rebars, number of
mesh layers (4)
- Anchor bolts, nuts, washers ( sizes and layout )
We confirm that, to the best of our knowledge, that the concrete was poured, watered and
mature in accordance to the best practices and that the concrete delivery documentation
indicated 3000 psi concrete.
Verification of Report on Sizes and Materials by UNITED TELEPORTS
We reviewed the report compiled by UNITED TELEPORTS , containing:
a) Antenna Manufaturers' specifications for the foundation pads sizes and rebar
framing,
b) Vendors Invoices for Concrete ,Rebar and Anchor Bolts
c) Photos of the construction of the foundations, and
we confirm that, to the best of our knowledge the documentation presented is consistent with
and in proof of the materials, sizes, specifications and processes used in the construction of the
foundation pads as supervised by our Company.
The report is also consistent and in support to our statement above that the construction of the
foundations was done in compliance or excess to the Antenna manufacturers specifications.
