It has come to our attention that there are building departments that aren't accepting the 2020 FBC
Product Approvals for some of our products due to the lack of formal FBC approval. A list of products and
Product Approvals for which the status is listed as "Pending FBC Approval" under the 2020 FBC is below:

Use of the Florida Product Approval System is voluntary per the Florida Statutes. Please see the verbiage
from the Statutes below. Applicable sections are highlighted.
553.8425 Local product approval.
(1) For local product approval, products or systems of construction shalt demonstrate compliance
with the structural windtoad requirements of the Florida Building Code through one of the following
methods:
(a) A certification mark, listing, or label from a commission -approved certification agency
indicating that the product complies with the code;
(b) A test report from a commission -approved testing laboratory indicating that the product tested
complies with the code;
(c) A product -evaluation report based upon testing, comparative or rational analysis, or a
combination thereof, from a commission -approved product evaluation entity which indicates that the
product evaluated complies with the code;
(d) A product -evaluation report or certification based upon testing or comparative or rational
analysis, or a combination thereof, developed and signed and seated by a Florida professional engineer
or Florida registered architect, which indicates that the product complies with the code;
(e) A statewide product approval issued by the Florida Building Commission; or
(f) Designation of compliance with a prescriptive, material standard adopted by the commission by
rule under s. 553.842(15).
(2) For product -evaluation reports that indicate compliance with the code based upon a test report
from an approved testing laboratory and rational or comparative analysis by a Florida registered
architect or Florida professional engineer, the testing laboratory or the evaluating architect or
engineer must certify independence from the product manufacturer.
(3) Local building officials may accept modifications to approved products or their installations if
sufficient evidence is submitted to the local building official to demonstrate compliance with the code
or the intent of the code, including such evidence as certifications from a Florida registered architect
or Florida professional engineer.
(4) Products demonstrating compliance shall be manufactured under a quality assurance program
audited by an approved quality assurance entity.
(5) Products bearing a certification mark, label, or listing by an approved certification agency
require no further documentation to establish compliance with the code.
(6) Upon review of the compliance documentation, and a finding that the product complies with
the code, the authority having jurisdiction or a local building official shall deem the product approved
for use in accordance with its approval and limitation of use.
(7) Approval shall be valid until such time as the product changes and decreases in performance;
the standards of the code change, requiring increased performance; or the approval is otherwise
suspended or revoked. Changes to the code do not void the approval of products previously installed in
existing buildings if such products met building code requirements at the time the product was
installed.
Per the above verbiage, our signed and sealed Evaluation Reports are acceptable, even in the absence
of a Florida Product Approval. In fact, our products actually comply with Section 553.8425 (1) (a) and (1)
(d) above as all of our products bear a Certification Agency mark.
We would ask that based on the above information, permits using the affected Product Approval numbers
be approved.

SCOPE:
This Evaluation Report is issued under Rule 61G20-3 and the applicable rules and regulations governing the use of
construction materials in the State of Florida. The documentation submitted has been reviewed by Robert Nieminen,
P.E. for use of the product under the Florida Building Code. The product described herein has been evaluated for
compliance with the 7th Edition (2020) Florida Building Code sections noted herein.
DESCRIPTION: Owens Corning Asphalt Roof Shingles
LABELING: Labeling shall be in accordance with the requirements of the Accredited Quality Assurance Agency noted
herein and FBC 1507.2.7.1 / R905.2.6.1
CONTINUED COMPLIANCE: This Evaluation Report is valid until such time as the named product(s) changes, the referenced
Quality Assurance or production facility location(s) changes, or Code provisions that relate to the product(s) change.
Acceptance of our Evaluation Reports by the named client constitutes agreement to notify NEMO ETC, LLC of any
changes to the product(s), the Quality Assurance or the production facility location(s). NEMO ETC, LLC requires a
complete review of its Evaluation Report relative to updated Code requirements with each Code Cycle.
ADVERTISEMENT: The Florida Product Approval Number (FL#) preceded by the words "NEMOIetc. Evaluated" may be
displayed in advertising literature. If any portion of the Evaluation Report is displayed, then it shall be done in its
entirety.
INSPECTION: Upon request, a copy of this entire Evaluation Report shall be provided to the user by the manufacturer or
its distributors and shall be available for inspection at the job site at the request of the Building Official.

5.1 This is a building code evaluation. Neither NEMO ETC, LLC nor Robert Nieminen, P.E. are, in any way, the Designer
of Record for any project on which this Evaluation Report, or previous versions thereof, is/was used for permitting
or design guidance unless retained specifically for that purpose.
5.2 This Evaluation Report is not for use in FBC High Velocity Hurricane Zone jurisdictions (i.e., Broward and Miami -
Dade Counties),
5.3 This Evaluation Report pertains to above -deck roof components. Roof decks and structural members shall be in
accordance with FBC requirements to the satisfaction of the Authority Having Jurisdiction.
5.4 This Evaluation Report does not include evaluation of fire classification. Refer to FBC 1505 for requirements and
limitations regarding roof assembly fire classification. Refer to FBC 2603 for requirements and limitations
concerning the use of foam plastic insulation.

5.5.2 Refer to Owens Corning published information on wind resistance and installation limitations.
5.6 All components in the roof assembly shall have quality assurance audit in accordance with F.A.C. Rule 61G20.3.
Refer to the Product Approval of the component manufacturer for components that are produced by a Product
Manufacturer other than the report holder on Page 1 of this Evaluation Report.
6.1 GENERAL:
6.1.1 Roof deck, slope, underlayment and fasteners shall comply with FBC 1507.2 / R905.2 and the shingle
manufacturer's minimum requirements.
6.1.2 Underlayment shall be acceptable to the shingle manufacturer and shall hold current Florida Statewide Product
Approval, or be Locally Approved per Rule 61G20-3, per FBC Sections 1507.2.3, 1507.2.4 or R905.2.3.
6.1.3 Fasteners shall be in accordance with the shingle manufacturer's published requirements, but not less than FBC
1507.2.6 or R905.2.5. Staples are not permitted.
6.1.4 Owens Corning asphalt shingles are acceptable for use in reroof (tear -off) or recover applications, subject to the
limitations set forth in FBC Section 1511 or R908 and published installation instructions.
6.2 ACCESSORY STARTERS:
6.2.1 Installation of Starter Strip Shingle, Starter Strip Plus and SRS TopShield Starter shall comply with the Owens
Corning current published instructions, using minimum five (5) nails per strip.
