Project Description: Applicant requests a Vegetation Removal Permit for the removal of native and non-native
vegetation in association with the construction of phase 1 of an approved 2-phased site plan on the 3.98-acre site
located on lot #14 within the Midway Industrial Park. Phase 1 consists of two (2). 15,000 SF buildings with
accompanying drainage and vehicular use infrastructure, and landscaping. The habitat on the eastern half of the
parcel has not been impactedand:contains-"numerous native"-canopy trees and sabal palms, with some trees under
and other trees meeting mitigation thresholds outlined in Land Development Code 6 00.05.D. The western half of the
parcel was previously cieared"f netive anc�pytrees rrleettng itigation?�thresholds with an ERD vegetation removal
permit (#20070114) issued January 5,2007. As a:-result,252' in.diameter at="breast height (DBH) of native canopy
trees were removed, quantified`atlthe 2 1 ratio,%esulted with 504"DBH-of required mitigation. The current application .
will impact twenty(20).sabal palms and 711�DBH of native>canopy trees at the 2 1'ratio resulting with 1422" DBH of
required mitigation and preserve 816"DBH of native canopy trees at the 2:1.preservation ratio resulting with 1632"
DBH of preservation credit.This results with a surplus of}2l o' DBH of preservation credit_to:be'applied to the remaining
504" DBH, leaving 294"'DBH of"required tree mitigation'. Required tree mitigation will be met with a combination of
mitigation methods consisting of the following: 1) 0.45 acres of preservation area in the northeast corner of the parcel
consisting of 648"DBH(x 2)results with 1296"DBH placed under conservation easement and preserved trees outside
of the preserve area accounts for an additional preservation credit of 168" DBH (x 2) results with 336" DBH of
preservation credit; 2) the remaining 294" DBH will be satisfied with the fee in lieu option at$200 per inch for a total
of$58,800.00 prior to issuance of a vegetation removal permit for Phase 2; and 3)the twenty(20) sabal palms will be
relocated to the preserve area. Per Land Development Code 6.00.04 these activities qualify for an exemption. No
impacts to any additional native vegetation are permitted at this time.

Please note,this permit does not constitute a state or federal jurisdictional determination and all jurisdictional
wetland delineations must be obtained from appropriate state and/or federal agencies. This parcel is located
within the Midway Industrial Park which was previously permitted and remains active.
2. WILDLIFE: None observed by staff.
3. SIGNIFICANT ARCHAEOLOGICAL OR HISTORIC FINDINGS: None Identified.
Permit#20210470 provides authorization for the removal of native and non-native vegetation No impacts to
any additional native vegetation are permitted at this time.
-Conditions of Issuance:
The following minimum standards for vegetation protection shall be applied to areas of vegetation designated to be
preserved. A barrier shall be placed and maintained around the tree's perimeter to form a continuous boundary as
specified below subject to restrictions as detailed below:
• Vegetation protection barricades shall be placed at a minimum distance of either ten (10) feet from the edge of
groups of protected vegetation or from the radius of the dripline from all protected trees,whichever is greater; -
Protective barriers or protective designations shall remain in place until completion of site construction and clearing
activities;
• In the event that any protective barriers are removed or altered and clearing activities are conducted within an
area identified for preserve, SLC ERD is authorized to direct that all land clearing and site alteration work at the
site be stopped until the barriers are restored and any necessary corrective actions taken to repair or replant any
vegetation removed or damaged as a result of these encroachments.
• The preserve areas and tree preservation areas shall be maintained in their natural state, so as not to alter the
water and oxygen content of the soil and impair its function;
• A National Pollutant Discharge Elimination (NPDES)Permit from the Department of Environmental Protection may
be required for construction activities disturbing 1 acre or more. Please visit NPDES Stormwater Program website
or contact Jose Vega, St. Lucie County Stormwater Program Coordinator, at 772-462-1668 for more information;
No grade changes or excavation of any sort may be made within the barricaded areas;
If any excavation or other activities are expected outside of the preserve area or dripline,the roots should first be
pruned (to the depth of required excavation)to sever them cleanly;
• If underground utilities must be routed through a protected root zone area, tunneling under the roots shall be
required;
• If irrigation must be installed,it.shall.be.Outside of thewdriplme of all preserve.areas and protected trees;
• No fill material, construction-'matenal,lconcrefe, paint chemicals, or other foreign materials shall be stored,
deposited or disposedaof within,a vegetation'preservation area;
• No signs, permits,wires,.,or other.attachments_shall be affixed or attached_to protected vegetation;
• No equipment rncludrng°passengeravehrcles,`shatl be dnven, parked, stored, or repaired within designated
vegetation preservation areas
