June 2021 The environmental assessment report below has be en compiled in acco rdance with the St Lucie County Development Revie w Division and previsions set forth by the state of Florida. The parce l is listed by th e St Lucie Coun ty Property Appra ise r as Pa rcel ID number 1418-241-0040-000-9 and is a total of 1.16 acres. The property is located on Southwind Trail, Ft Pierce, Florida. The fo llowing report describes the f inding s of our recent on-site review and database research as it pertains to St Lucie County, and the State of F lorida. L AND USE RECORDS The St Lucie County Property Appraiser’s Report lists this property as 0000 Vacant Residential. SOIL COMPOSIT ION: Based on a review of the United State Department of Ag ricu lture's W eb Soil Surve y datab ase the site’s so ils are comprised of the following: Lawnwood and Myakka Sands - This soil is a nearly level, poorly drained soil in broad open areas of the flatwoods. The water table is typically at a depth of less than 10 inches for 2 to 4 months during wet seasons, and at a depth of 10 to 40 inches for 6 months or more receding to a greater depth during extended dry periods. WILDLIFE EV ALU AT ION: On June 28th, 2021, ARE conducted pedestrian transects across 100% of pro perty looking for local, state and federally listed or endangered species present on the site. This survey primarily focused on the presence of gopher tortoise burro ws or recent activity. During the pedestrian transects of the property, gopher tortoise activity was not observed on site, nor were any other listed plant or animal species we re observed on site during the site visit. NAT IVE H ABIT AT The site investigation conducted by ARE, Inc. did find native upland habita t on the site. The site typical pine flatwoods. Species observed du ring th e site reconnaissance included the fo llowing : Saw Palmetto (Serenoa Repens) Slash Pine ( Pinus Densa) Muscadine Grape (Vitis ro tund ifolia) Brazilia n pepper (Schinus terbinth ifolius) Cabbag e palm (Sabal palmetto) Old World Climbing Fern (Lygodium sp) WETLAND DELINEAT ION: Based on the State definition of a we tland in 62-340 FAC, there are three components: hydric so ils, wetland plants, and hydrolog ic indica tors. These factors listed were not present during the site investigation. ARE concludes this property does not include state and likely federally jurisdictional wetlands on site in its current configuration . These is a large wetland system just south of this parcel, but it does not look like it extends onto the site. A survey may be needed to accurately determine this. COUNTY REQUIREMENTS The County will require proof of a completed gopher tortoise survey by a licensed agent. Please submit this document with any applications to use as the needed verification of a 100% gopher tortoise survey has been completed on the site. Per FWC regulations a gopher tortoise survey is good for 90 days, and any clearing must have a valid survey prior to commencement. The Country will not authorize/issue any permitting without a current gopher tortoise survey. There are trees meeting the County’s Tree Protection Code (See Maps), mitigation will be needed to clear this lot. CONCLUSION: Based on County requirements, ARE, Inc. conducted a site investigation throughout the property to survey for the presence of any listed plant or animal species. Gopher Tortoise burrows were not observed on site, and no other State or Federally listed species were observed on the property during the site visit. A 100% gopher tortoise survey of the property was conducted and completed by an FWC licensed gopher tortoise agent during the site investigation. Native habitat was determined to be on site. It is the professional opinion of ARE, Inc. that there are not State or Federally jurisdictional wetlands on the site as the site’s characteristics do not meet the minimum thresholds required for wetland classification, but we recommend having a boundary survey and delineation done with state staff to confirm this conclusion.
