OF THE
DEVELOPMENT REVIEW COMMITTEE
Pursuant to St. Lucie County Land Development Code (LDC), the Development Review
Committee (DRC) has reviewed the subject application and has determined that it does not
comply with the Standards for Review of Section 11.02.03 and all other requirements of the
Code for this minor site plan.. The DRC has determined that in order for this application to be
certified to move forward to the next step in the development review process the certification
issues included herein shall be resolved, and any comments or recommendations shall be
addressed by the applicant.
It is recommended that you contact the governmental agency identified in the heading above
each section of comments prior to the DRC meeting. The DRC will certify your application only
upon resolution of all certification issues, acceptance of the recommended conditions of
approval and compliance with the all LDC requirements.
The comments in this letter are on based on the application materials received and date
stamped by the Planning and Development Services Department on August 21, 2012 Your
application will be reviewed by the DRC Committee at 1:00 p.m. or as soon thereafter on

Thursday, September 13, 2012 in the Planning and Development Services Department. Both
the applicant and representatives (agents) are requested to attend the scheduled DRC
meeting. If not certified at the September 13, 2012 DRC meeting, then substantial site plan
and document revisions are due by 12:00 noon on January 20, 2013.
If you intend to respond to this report, submit either:
1) Ten (10) hard copies and two (2) CD's (computer disks) which include text documents
in Word (.doc) format and graphic exhibits in .pdf format; or,
2) A letter of intent to respond to these comments. Your response is required within 30
working days of the date of this letter in accordance with the provisions of Section
11.06.00 of the LDC. No further review can take place until the comments are resolved.
If you choose not to resubmit documentation addressing these comments within 120 days of
the date of this report, your application will be considered withdrawn along with the forfeiture of
all fees paid to date.

The property owner, Aero Shades Technologies, Inc. is requesting minor site plan approval to
construct a 3,960 s.f. single story addition between two existing buildings that total 22,415 s.f.
The proposed addition will be utilized for light manufacturing and warehouse and will connect
to existing FPUA water and sanitary sewer services at the site. Existing impervious area north
of the buildings will be removed to offset any new impervious area, so there will be no
additional stormwater runoff associated with the proposed improvements.
In order for staff to support this request, the following comments need to be satisfactorily
addressed in this report.
The specific findings and conclusions of each review agency related to this request are
identified in Sections E through U of this report. The current review status for each agency is

1. It is noted that the surveyor's certification references Chapter 61 G17-6, FAC. This
administrative code has been revised to 5J-17. Please revise the certification.
2. It is noted that the abbreviation CMP has been utilized on the survey. This abbreviation
should be indicated within the legend pursuant to Chapter 5J-17, FAC.
3. SLC Land Development Code requires that the survey be titled Boundary and

7. The proposed development lies within the Urban Service Boundary. The proposed 18'
stabilized drive aisle will not meet County code requirements. The developer may
propose an alternate pervious or impervious surface treatment for review and approval
by the County Engineer. Should it be determined that this development qualifies for the
Waivers, Deferrals and Alternatives (Ordinance 12-003) the developer may request
administrative relief from the paving requirements. All requests shall be detailed in
writing and forwarded to the County Engineer for his review.
8. If the eastern driveway is to be used for two-way traffic you will be required to increase
the width of the driveway to a minimum of 20-feet.
9. It is noted that the width of the drive aisle will accommodate one-way traffic only. It is
advised that do not enter signs should be placed at the eastern end of the eastern
parking lot.

Background
The Environmental Resources Department (ERD) is in receipt of the August 21, 2012 Planning
and Development Services' date -stamped submittal. The applicant requests approval of a
minor site plan in order to construct a 3,960 SF, single -story building between the two existing
structures on the subject properties. Environmental Resources staff has completed a site visit
and initial review. The project site consists of two parcels, located adjacent to the St. Lucie
County Airport, north of Industrial Avenue 3. The project site is 3.0 acres, the majority of which
has been developed as an industrial warehouse facility. Vegetation onsite consists of multiple
native oak and cabbage palm trees, along with a non-native Norfolk Island pine tree.
Unresolved Issues
ERD has determined the application to be incomplete. The following comments are required to
be addressed in the applicant's resubmittal, prior to minor site approval:
1) Provide a landscaped hedge adjacent to any roads right of way. Hedge material must be
a minimum of 24 inches tall and made up of 25% native plant material [Land
Development Code 7.09.04.A].
2) Revise the tree size specifications on the landscape plan to be consistent with the SLC
Land Development Code [Land Development Code 7.09.03.E].

3) Provide at least two tree species on the landscape plan [Land Development Code
7.09.03.E.2.h].
4) Provide two additional native shade trees, with the correct size specifications, onsite in
order to fulfill the interior vehicular use landscaping requirements. [Land Development
Code 7.09.04.C] ERD recommends placing the two trees in front of the parking,stalls
located at 3104 Industrial Avenue 3.
5) Update the mitigation calculations that are included in the trees to be saved/removed
tables. [Land Development Code 6.00.05.D]. Specifically, the non-native Norfolk Island
pine does not require mitigation and the one cabbage palm tree to be removed will be
mitigated through the preservation of one palm tree. Cabbage palm tree mitigation will
not be counted towards mitigation of non -palm species.
Staff Recommendations
Though not required by code, ERD recommends that the applicant consider the following:
Incorporate low impact development features, ,such as: landscaping dry detention areas with
native vegetation, creating curb -cuts to direct stormwater'into landscape islands, utilizing rain
barrels/cisterns to collect water for irrigation, and preserving/planting native vegetation in lieu of

Conditions of Approval
Subject to resolution of the findings listed above, the following is a partial list of conditions:
1) The County's issuance of development approval does not constitute compliance with
any federal and state requirements. Applicable, federal and state approvals/permits are
required prior to the commencement of any development activity (i.e. clearing, grading,
removing structures, etc.). The responsibility for contacting federal and state agencies,
procuring permits/approvals and compliance with applicable laws are the sole
responsibility of the applicant.
2) Per Florida Statute 125.022, the issuance of development approval does not create any
liability on the part of the county if the applicant fails to obtain requisite approvals or
fulfill the obligations imposed by a state or federal agency or undertakes actions that
result in a violation of state or federal law.
3) Copies of all applicable state or federal permits/written approvals are required by the
County prior to issuance of a Vegetation Removal Permit and any development activity.
4) Prior to issuance of a Vegetation Removal Permit or Exemption, submit a scrub jay
survey to the Federal Wildlife Service. Provide ERD with any correspondence.

1. Please remove all references to the City of Orlando and Orlando Utilities found within
the notes of the project plans.
2. The minimum one-way drive aisle width required by LDC Chapter 7.06 is 26'- please
adjust plans accordingly.
3. A SLC driveway permit will be required for the connection to Industrial 33rd St. Contact
James Beams with Road and Bridge Division, 772-462-2841. A culvert may be required
dependent upon drainage patterns.

4. The minimum driveway width for commercial properties is 20' at the right of way line.
Please adjust accordingly.
5. The minimum parking stall dimensions are 10'x18'. Please adjust the site plan
accordingly.
6. It is understood that the existing driveways to Industrial Avenue Three are to be one-
way. Please add "do not enter" signage to the eastern driveway to prevent contraflow
movements.
7. Due to the location of the site within the urban service boundary, the stabilized drive
aisle shall be constructed in conformance with LDC 7.06.01(D), and shall be 26' wide.
