Good morning Lydia,
Yes, you are correct to have reservations about this location.
I've spoken with the GC, Harry Blue, and the septic contractor, Mike Stuhr, about this a little already.
For some reason, possibly to in some way try to expedite our permitting process, the septic contractor pulled this as a
repair permit, not a modification permit.
The system that is currently in the ground at this location is inadequate to serve the bedroom addition. The septic
contractor will need to install a large enough system(along with some other requirements) as part of the repair, then
apply for an existing system approval from our office to verify that it is installed to meet the new size requirements.
This repair permit should not serve as approval from our office that the system is adequate for the addition. Only after
the system is repaired, they apply for existing system approval, and everything looks good on our end will they receive a
letter stating that the system appears adequate for the proposed use.
I apologize for the confusion here, I'm not sure exactly what the contractor was doing here. Its possible that the system
needs repair and they just plan on installing the system according to the rules that will apply for a modification, then
doing the rest of the paperwork later, but I don't know.
Either way, the system that is in the ground is not adequate to serve a 3 bedroom house. If it's easier for you, you can
direct any questions from the contractors, homeowner, or anyone my way and I'll explain exactly what is going on and
needs to be done to receive approval from us.

I spoke with Harry Blue on Friday and informed him of our position. I did tell him that I would speak to you about it. For
new construction, you guys withhold the certificate of occupancy until you receive approval from our office _that the
work has been completed, inspected, and received approval from our office. If this is a similar situation where they
need to reobtain a new CO, I told Harry that it would be fine with us if we can take that route. If there is no current CO
and you can make reissue of the CO contingent on FDOH approval for the septic system, id be fin with that.
Can you withhold a new CO until after our approval process like you would a new house construction?
If so, it would be acceptable with us for them to begin their other home renovations in conjunction with the installation
of the new septic system. Our only intention is that they cannot bypass our approval process.

Hi Brian,
I have forward you email to the contractor. He left me a voice message that he spoke to your Department and was told
everything was fine (?). He wants his building permit. The HD permit they have is for the permit for the repair of the
system and I still can't release the permit until they have updated the system and they have applied for existing system
approval, correct? He seems not to understand it and I am not sure if he spoke to you or someone else in your
Department. please let me know. I have tried to call you but your are problem at inspection, and I am most of the day in
new soft ware testing, so I have to solve this by email.

The County is OPEN for business, though, the building remains closed to the general public to keep our citizens and

That is the permit for the repair of the system not an approval from us. The contractor indicated the repair be sized for
a 3 bedroom house so that it will be sized appropriately after they perform the repair. After they perform the repair,
'they will still need to apply for an existing system approval from our office to verify that it meets all applicable
standards; sizing, separation from the wet season water table, setbacks, etc. The reason I draw a distinction between
that permit and our approval for the modification is that, that is only a permit to perform the work. It in no way
guarantees that the work will be performed. We will not approve the system until it is brought into compliance with the
