The Construction Plans signed and sealed December 2, 2020, along with the
landscape plan, dated November 30, 2020, are accepted for construction of the site
and right-of-way improvements as proposed.
Construction of site improvements is conditioned on the following:
1. The applicant shall retain the services of the Engineer of Record (EOR) for
required inspection and final certification.
2. Prior to commencement of any construction of site improvements or access, the
FOR shall coordinate a pre -construction meeting including the St. Lucie County
Public Works representatives, Robert Krip, 772-519-0440, KripR@stlucieco.org
and Nick Linehan, 772-408-7595, LinehanN@stlucieco.org.
3. A set of plans stamped as accepted by the County, together with all other
applicable permits shall be on site at all times during construction.
4. Prior to commencement of work, all other agency permits must be obtained and
followed. The more stringent condition of common or conflicting conditions shall
be met. Discrepancies within the plans shall be appropriately addressed and does
not relieve the contractor of his obligation to construct according to local, state
and federal rules and regulations.
5. Site inspections shall be coordinated by, the FOR as established at the Pre -
Construction meeting. Inspections shall be performed at a minimum for the
following stages:
A. Delivery of pipe and structures prior to installation
B. SW structure installations and backfill
C. Subgrade compaction testing and stringline
D. Base compaction and stringline
E. Asphalt/paving
F. Final after FOR Certification
G. All work within the right-of-way.
6. Any proposed changes to the permitted stamped plans must be approved -by the
County prior to initiating any change in construction. This includes material
changes such as pavement type, type of drainage pipe, etc.

7. Any structure shown or not shown on the plans (such as walls, gates, signs, columns, etc.) requiring a
building permit, such permit shall be obtained prior to initiating construction on such structures. This
permit does not authorize the construction of above ground structures.
8. The Developer/Contractor shall provide a copy of an active FDEP NOI at the pre -construction meeting.
9. The permittee is responsible for administering the construction contract in accordance with this permit.
If the permittee fails to comply with any part of this permit or any other permit issued for this project by
any regulatory authority,, the County may at its sole discretion, cause to cease construction activities on
the site until said permit condition is complied with. A Cease and Desist Order will be issued by the
County Administrator or his designee, and served in an appropriate manner to the permittee or the
permittee's agent. Under no circumstances shall work proceed when a Cease and Desist Order has
been issued until said Order has been withdrawn in writing by the County. If a Cease and Desist Order
is issued, the County, at its sole discretion, may take other action against the permittee and the
permittee's agent(s) for the project.
10. Activities approved by this permit shall be conducted in a manner which does not cause pollution or
allow pollution to exit the site. The permittee is solely responsible for preventing pollution caused by
dewatering water and/or stormwater runoff from the construction site or work area. In addition to taking
its own actions and remedies against the permittee for a permit violation, the County may report each
violation to the South Florida Water Management District, Florida Department of Environmental
Protection, Water Control District (or other Florida Statute Chapter 298 Drainage District, as
appropriate), County Code Enforcement, and other pertinent regulatory or enforcement agencies. No
construction work shall begin until the pollution control and treatment system have been constructed in
accordance with approved permits and plans.
11. A copy of the Stormwater Pollution Prevention Plan (SWPPP) must be available on site during
construction. Any necessary change to the SWPPP shall be agreed upon with the County prior to
implementing such change.
12. An 'Illicit Discharge Sign' shall be obtained, installed and remain posted continuously during
construction activities. The sign may be obtained from the County Public Works Department at the pre -
construction meeting or by separate arrangement's.
13. An As -Built survey is required along the EOR's certification upon request for a final inspection of the
site and access improvements. A published benchmark utilized for site elevations shall be referenced
for use by other parties, including but not limited to the County.
This permit shall expire in two years, on January 7, 2023, or with the Building Permit application. Please do
