HomeMy WebLinkAboutPanel Limits AHJ Introduction letter ri Panel Limits: A NEC 705.13 complaint Power Control System 07/12/2021 To whom it may concern: This letter is meant to describe and provide listing documentation for Panel Limits— a Powerwall and Powerwall+ integrated Power Control System for busbar protection. Panel Limits is a busbar protection method listed for use in compliance with 2020 NFPA 70 705.13 and UL1741 PCS. This packet will provide a functional understanding of Panel Limits, demonstration of code compliance, example configurations and listing documentation. Sample configuration: T3o{er w't: - Erie Meier 01 I I I Crld Con trOliqu SourcQ(2o Virtkiol Fl;ngl- or Busbar Key Terms: Controlled sources —Tesla ACPW and Tesla Powerwall+ Uncontrolled sources—external solar inverters or similar power production sources connected to the virtual panel. Virtual Panel—a group of panelboards and conductors that are considered as one single panel with respect to Panel Limits. Tesla Panel Limits Power Control System monitors the amperage flowing into a virtual panel from the grid, controlled and uncontrolled power sources. As the measured current approaches the configured Panel Limit, the site controller will first reduce the power output of the energy storage system and then curtail controlled solar output. In accordance with the Powerwall+ UL1741 PCS listing all solar connected to the Powerwall+ solar assembly is classified as a controlled power source. The utilization of Tesla Panel Limits PCS ensures the virtual panel will never see a greater ampacity than its lowest ampacity busbar rating. T - 5 L n Panel Limits: A NEC 705.13 complaint Power Control System 07/12/2021 NFPA 70 705.13 (A)-(E) Compliance 705.13(A): Monitoring • Tesla Site Controller receives meter data from Backup Switch or Backup Gateway and or Neurio (W1/W2) meters. • Tesla site controller receives controlled current data of the AC output of the Powerwall+ and Powerwall • The summation of current is continuously monitored and compared with configured Panel Limit ampacity setting. This is true for both grid and on-site power production sources. • If communication from any meter is lost all controlled power production sources are curtailed to 0. NEC 705.13(B): Settings • Panel site limit setting is restricted to Tesla personnel. • Configured Panel Limit will never be greater than the rating of the smallest busbar within the virtual panel. • The default panel limit setting is 100A to align with minimum service requirements for single-family dwellings per NEC 230.79(c). Panel limit amperage value can be configured up to 200A. • Panel Limit amperage value is determined on a site-specific basis, ensuring all busbars and feeder conductors abide by 705.12 provisions either through traditional compliance means or the panel limits amperage setting as allowed by 705.13. NEC 705.13(C): Overcurrent Protection • Tesla Site Controller software is UL 1741 PCS certified as a secondary overcurrent device • Tesla Site Controller curtails the output of the ESS and solar as measured ampacity approaches the Panel Limit. Once ESS and solar have been curtailed, loads will be fed exclusively from the grid; thus, the main breaker or breaker in the upstream panel still acts as primary OCPD to provide busbar protection. NEC 705.13(D) Single Power Source Rating • Each Powerwall is connected to the virtual panel with the required 30A breaker and 50A breaker for each Powerwall+. o Breaker acts as primary OCPD ensuring ampacity of connected conductors does not exceed conductor ampacity rating. o Each unit by design is unable to exceed the busbar rating. NEC 705.13(E)Access to Settings • Panel Limits feature is only adjustable by Tesla personnel. • Non-Testa personal do not have the permissions needed to change panel limit settings. Changing Panel Limit setting to anything other than the default 100A setting requires contacting Tesla Tier 2 support to request Panel Limit ampacity setting change.
